The face of the world economic development has transitioned to a low-carbon economy, in order to meet the dual challenges of climate change and scientific development, the development of low-carbon economy has become the reality of the development of key choice. In this background, based on energy consumption situation in Hebei Province,we use GM (1,1) gray prediction model to predict Hebei Provinces energy consumption and energy consumption structure in 2003-2010. Based on the analysis of the results, support from the policies, laws, and adjust the industrial structure, promote the three levels of the low-carbon concept has made a number of recommendations for the Hebei Province future energy planning and low-carbon development.

The low carbon economy development mode refers to the use of a low carbon economy related theoretical knowledge, organization economy and social activity, the traditional economic development mode is transformed into a new low carbon economy development mode. With the economic development of Hebei Province, a low carbon economy development as the guidance, and Hebei Province low carbon economy development planning as the purpose, to establish Hebei Province low carbon economy development mode structure. At the same time, the economic development of Hebei Province is carried out investigation and analysis, the original data of Hebei Province economic development uses standard data method and normal distribution, to carry out standard processing. According to the analytic hierarchy process, the combination of Hebei Province low carbon economy evaluation and index hierarchy analysis method, to carry out system evaluation for the overall carbon economy development.

China's industrialization and modernization process is actually the development process of high-carbon economic. But the economic structure of the high consumption and low output of is not conducive to the sustainable development of China's economy. Against this background, the paper is to develop a low-carbon economy of the path as a research object. The paper includes three parts: necessity of developing low-carbon economy, measures to promote low-carbon development, and the industrial path of achieving objectives. The study demonstrate gradually our country's development about low-carbon's economic, expecting to obtain a certain degree of referential significance that can help to build low-carbon society and achieve the upgrading of industrial structure.

Low-carbon economy has become a hot research field in all walks of life currently. As a way to achieve low-carbon economy, industrial restructuring has been widely studied. In order to promote research in the field, and lead to the development of China's low-carbon economy, this article will give us a summary and a brief review of representative research achievements referring to industrial structure low-carbon adjustment in China's academia. This paper is designed to change the relative backwardness of China in terms of the low-carbon transition. By analyzing the specific situation of China and the features of Carbon Fund, we propose a new development mode that can be applied to China——the Carbon-Fund-Mode which can significantly facilitate the development of low-carbon economy by exerting Carbon Fund as the key species, giving full play to the capital platform, technology platform and information platform and forming the symbiosis network of low-carbon economy. At the end of the paper, suggestions have been made on how to develop a Carbon-Fund-Mode in China.

To develop low-carbon tourism attraction is conducive to the transformation of tourism industry’s development mode. It can also help China to take the carbon-reducing responsibility in the world, reduce carbon emission and develop low-carbon economy and society. This paper takes Beijing Badachu Park as the case study to analyze the relationship between the development of low-carbon tourism attraction and the tourists’ low-carbon cognition. It shows that there’re two kinds of low-carbon cognition, one is “to know it” and the other is “to do it”. But the reality is there always has some inconformity between consciousness and behavior in low carbon tourism which is bad for the construction of tourism attractions. This article put forward some suggestions to solve this problem: “hardware” transformation, scientifically planning and management, to intervene tourists’ low carbon cognition through “attraction also community” ways, etc.
