The low carbon economy development mode refers to the use of a low carbon economy related theoretical knowledge, organization economy and social activity, the traditional economic development mode is transformed into a new low carbon economy development mode. With the economic development of Hebei Province, a low carbon economy development as the guidance, and Hebei Province low carbon economy development planning as the purpose, to establish Hebei Province low carbon economy development mode structure. At the same time, the economic development of Hebei Province is carried out investigation and analysis, the original data of Hebei Province economic development uses standard data method and normal distribution, to carry out standard processing. According to the analytic hierarchy process, the combination of Hebei Province low carbon economy evaluation and index hierarchy analysis method, to carry out system evaluation for the overall carbon economy development.

In order to deal with global warming, resource depletion and environmental degradation, China must develop low-carbon economy to cope with global climate change and maintain sustainable economic development. The important step in the transfer of low-carbon economy from the theoretical stage to practical application stage is to evaluate the level of economic development of low-carbon and to study its time-space disparities. In this paper, a low-carbon economy index system is used to evaluate comprehensively low-carbon economic development in Hebei Province. The evaluation results are analyzed to verify that the results are consistent with the actual situation of low-carbon economic development by using space-time analysis method.

Due to the increase in global carbon dioxide emissions, climate change, rising sea levels and other issues have become increasingly prominent. In the three major industries, industrial emissions of carbon dioxide accounted for the largest proportion of the total emissions. Developing a low-carbon economy, especially with regard to industrial low-carbon economy, has become the only way for Chinese society to achieve sustainable development. Building a scientific evaluation system of a low-carbon economy is an essential way to assess the level of regional industrial low-carbon economy comprehensively and correctly. In this paper, we establish the Hebei low-carbon economy Evaluation System based on DSR model, according to the industrial carbon economic development in Hebei Province, using factor analysis to obtain the main factors affecting the low-carbon economy in Hebei Province, establishing extended model, then propose measures for Hebei industrial low-carbon economic development.

Facing sharp conflicts between the current resources, environment and economic development, large-scale coal enterprises adopting the traditional extensive development mode are unsuitable for the requirements of the times of low-carbon economy. Based on the SWOT analysis of the factors of low-carbon economic development of large coal enterprises, this paper is to put forward the framework structure of large-scale coal enterprises developing low carbon economy on the basis of the coal industry to a low carbon economy, and take the Xinwen Mining Group Company as an example to elaborate the new development model.

Global warming, which is caused by over consumption of fossil energy during economic development in human society, threatens global ecological balance, tampers social and economic development, imperils energy security, ecological safety, water and food safety, and endangers the entire human race. Low carbon economy is a new economic development model based on low energy consumption, low pollution, and low-emission-based. This paper analyzes the Status quo and Limits of the Chinese Low Carbon Economy, making deep research on Design and Implementation Strategy of Chinese Low Carbon Economic model.

Facing the pressures of international carbon emission reduction, the transformation into a low-carbon economy has become a common issue of all countries. The core of developing a low-carbon economy is to increase carbon productivity, which can be measured as the economic benefits of unit carbon emissions. Therefore, using province-level panel data in China from 2009 to 2017, we analyze the carbon productivity level of each region, and empirically investigate the threshold effect of clean energy development on carbon productivity under different technological innovation levels. The results show that the carbon productivity is rising, and China’s economic development pattern has been shifting towards low-carbon and sustainable development. Furthermore, the driving force of clean energy development on carbon productivity is not monotonously increasing (decreasing) but is a “double threshold effect” of technological innovation capability. Finally, based on the research conclusions and realistic requirements of China’s low-carbon economic transformation, this paper proposes improving carbon productivity from the aspects of innovation capability improvement and institutional guarantee.

The face of the world economic development has transitioned to a low-carbon economy, in order to meet the dual challenges of climate change and scientific development, the development of low-carbon economy has become the reality of the development of key choice. In this background, based on energy consumption situation in Hebei Province,we use GM (1,1) gray prediction model to predict Hebei Provinces energy consumption and energy consumption structure in 2003-2010. Based on the analysis of the results, support from the policies, laws, and adjust the industrial structure, promote the three levels of the low-carbon concept has made a number of recommendations for the Hebei Province future energy planning and low-carbon development.
