PurposeMany developed countries have been using environmental taxes in their economic systems for many years. These taxes have a great impact on reducing the environmental damages of companies and individuals in society. But many developing countries have not used this tool effectively yet, and some countries face barriers to the effective implementation of environmental taxes that make it difficult and unsuccessful. To increase the effectiveness of the implementation of environmental taxes, governments must prioritize barriers and solutions to overcome its barriers. The identified knowledge gap of the pre-literature review is that an overview of the identification which completely considers all barriers and solutions of environmental taxes implementation does not exist. In response to this knowledge gap, this study aims to identify and prioritize the barriers and solutions of environmental taxes implementation.Design/methodology/approachRanking the barriers and solutions is a complicated multi-criteria decision making (MCDM) problem that requires consideration of multiple feasible alternatives and conflicting tangible and intangible criteria. This study addresses the prioritization of solutions of Environmental Taxes implementation by proposing hybrid MCDM methods based on the Fuzzy Analytic Hierarchy Process (Fuzzy-AHP) and the Fuzzy Technique for order preference by similarity to an ideal solution (Fuzzy-TOPSIS) under fuzzy environment. Fuzzy AHP is used to determine the weight of each barrier using a pairwise comparison, and fuzzy TOPSIS is used to finalize the ranking of solutions for more effective implementation of environmental taxes.FindingsThe results showed that environmental tax reform (ETR) (S3) has the highest value among the solutions for more effective implementation of environmental taxes. The result of the proposed model is validated by performing sensitivity analysis.Research limitations/implicationsThis study could foster research on the discussion of these barriers and precise ways of implementing solutions to pay more attention to environmental taxes.Practical implicationsRatings of solutions can be a guide and help governments to improve the implementation of environmental taxes or even develop this policy by being aware of the ranking of barriers and solutions.Social implicationsThis paper creates a new perspective on the effective implementation of environmental taxes, which is closely related to improving environmental performance and increasing social welfare through improving the tax system.Originality/valueFor the first time, this study comprehensively identifies barriers and solutions for more effective implementation of environmental taxes and ranks them using two MCDM techniques.

A novel decision support framework has been proposed herein to solve supplier selection problems by considering green as well as resiliency criteria, simultaneously. In this work subjectivity of evaluation criteria has been tackled by exploring fuzzy set theory. A dominance based approach has been conceptualized which is basically a simplified version of TODIM. Application potential of the proposed dominance based fuzzy decision making approach has been compared to that of fuzzy-TOPSIS, fuzzy-VIKOR and also fuzzy-TODIM. The concept of a unique performance index, i.e. “g-resilient” index has been introduced here to help in assessing suppliers’ performance and thereby selecting the best candidate. The work has also been extended to identify the areas in which suppliers are lagging; these seek further improvement towards g-resilient suppliers’ performance to be boosted up to the desired level.

In the past few years, reverse logistics practices have successfully managed to gain more attention in various industries and among supply chain researchers and experts. This is due to globalization, environmental concerns, and customer requirements, which have asserted industries’ concerns for reverse logistics management. In E-commerce, the process of reverse logistics originates with parcel refusal, undelivered goods, and exchanges. In developing countries like Pakistan, the adoption and implications of reverse logistics are still at their early stages. E-commerce companies give more attention to forward logistics and ignore logistics’ upstream flow in the supply chain. This study aims to identify, as well as list, the barriers and obtain the solutions to those identified barriers, and rank the barriers and their solutions so that logisticians and experts can solve them as per their priority. From the extensive literature review and experts’ opinions, we have found 14 barriers in implementing effective reverse logistics. Eight solutions to those barriers were also found from the literature review. This paper proposed the methodology based on fuzzy analytical hierarchy process (fuzzy-AHP), which used to get the weights of each barrier by using pairwise comparison, and fuzzy technique for order performance by similarity to ideal solution (fuzzy-TOPSIS) method, which was adopted for the final ranking of solutions to reverse logistics. The case of the Pakistan E-commerce industry is used in the proposed method.

In the paper the fuzzy extension of the Analytic Hierarchy Process (AHP) based on fuzzy numbers, and its application in solving a practical problem, are considered. The paper advocates the use of contradictory test to check the fuzzy user preferences during fuzzy AHP decision-making process. We also propose consistency check and deriving priorities from inconsistent fuzzy judgment matrices to be included in the process, in order to check if the fuzzy approach can be applied in the AHP for the problem considered. An aggregation of local priorities obtained at different levels into composite global priorities for the alternatives based on weighted-sum method is also discussed. The contradictory fuzzy judgment matrix is analyzed. Our theoretical consideration has been verified by an application of commercially available Super Decisions program (developed for solving multi-criteria optimization problems using AHP approach) on the problem previously treated in the literature. The obtained results are compared with those from the literature. The conclusions are given and the possibilities for further work in the field are pointed out.

This study aims at identifying the suitable lands for urban development in Bandar Abbas city based on its real world use regarding specific criteria and sub-criteria. The city of Bandar Abbas is considered as the most important commercial and economic city of Iran. It is also considered as one of the major cities of Iran which has played a pivotal role in the country's development and progress in recent years especially after the end of Iran-Iraq war owing to its embracing the country's main commercial ports. This process has caused the immigration rate into the city to rise significantly over the past 20 years. Thus, the development of the city is meanwhile considered as a high priority. Bandar Abbas city does not have a rich capacity for growth and development due to its special geographical situation being located in coastal border. Among the limitations placed in the city's development way, natural limitations (heights and sea shore) in the northern and southern parts of the city and structural limitations (military centers) in the east and west sides of the city may be referred. Therefore, identifying the suitable lands for urban development within Bandar Abbas city limits is becoming an essential priority. Therefore, different quantitative and qualitative criteria have been studied in order to select and identify these lands. The structures of qualitative criteria for most parts involve ambiguities and vagueness. This leads us to use Fuzzy logic in this study as a natural method for determining the solutions for problems of Multi-criteria decision making (MCDM). In the current research, a combination of MCDM methods has been presented for analysis. To assignee weights of the criteria Fuzzy AHP (analytic hierarchy process) is used for land selection and Fuzzy TOPSIS (method for order priority by similarity to ideal solution) is utilized to choose the alternative that is the most appropriate through these criteria weights. The sensitivity analysis of the results is included in the research.
