Despite the expectation that social media use in the public sector contributes to enhancing government's transparency, few studies have been investigated whether social media use actually leads to more disclosure during environmental incidents in practice and how social media influence local governments and their officials' information disclosure. In this article, we model information disclosure during environmental incidents as an evolutionary game process between the central government and local government in social media context, and examine the internal mechanism that how social media influence the progress of information disclosure during environmental incidents. The findings indicate that social media plays an active constructive role in central-local government game relations. Specific- ally, social media can provides an efficient information channels for the central government supervise regional officials in environmental incidents, and thus improves its supervision efficiency, and it also provides an important means for internet mobilization and online-offline interaction by encouraging the public exchange information and express their views, and in turn forces local governments and their officials tend to disclosure ahead.

This chapter examines the social media use by local governments, and other policy actors (government agencies, non-governmental organizations and citizens) after the 2011 Van Earthquake in Turkey. This study is different from others examining social media use of just one policy actor after a disaster; as it compares and contrasts the performance of different policy actors with that of local governments. To this end, contents of the messages posted on selected Facebook pages after the earthquake are analyzed. The findings include examples of effective social media use for disaster relief and recovery, as well as detailed information about the nature and functioning of “multiple/parallel systems of public service/information delivery”, more than one electronic channel of communication and coordination simultaneously connecting people and organizations. The findings suggest that, if institutional arrangements conducive to collaborations are present, social media platforms can be effective means of disaster relief and recovery, especially for communication among citizens after a disaster.

The article examines lecturer creativity in the context of social media use in the process of teaching and learning. Social media have been recently extensively used in educational settings, including higher education, and are becoming an integral part of the process of teaching and learning. Learning supported by the use of modern technologies has made creativity and its expression particularly important. The concept of creativity is multifaceted and still under development. Applying social media in the process of teaching and learning, mastering social media and using them for teaching, lecturers get involved in the continuous process, the success of which is determined by creative personal characteristics and the creativity-supportive environment. Lecturer creativity determined by the intertwined factors of the environment and personal characteristics stands out as the impetus of social media use in the process of teaching and learning. The present qualitative phenomenological research focuses on the factors influencing lecturer creativity while using social media in the process of teaching and learning at the university. The study of the phenomenon is based on lecturers’ “lived” experience while using social media in this process. Two major categories related to the factors affecting lecturer creativity were established, including external factors that promote lecturer creativity and internal factors that predetermine successful use of social media by lecturers in the process of teaching and learning.

Purpose This study aims to examine how 20 local governments in Canada and the USA operationalize the government–citizen trust relationship through the administration of social media by answering two questions: Can local governments use social media to increase citizen trust? and if local governments can use social media, what can be learned about the administration of social media that results in an increase in citizen trust of government? Design/methodology/approach Based on a normative belief that increasing the trustworthiness of government is a desired outcome, the working proposition is that social media may offer a low-barrier method for engaging citizens and supporting trust-based relationships, if social media programs are administered in a way that operationalizes this objective. Using content analysis of data collected from interview transcripts and documentary sources, this exploratory, process-oriented study emphasizes the social, organizational and functional contexts of social media and social media as records. Findings The study found that most cities had extensive programs featuring multiple accounts on a number of common platforms. The cities maintained tight control over content, account creation and employee and audience participation to ensure compliance with federal and provincial or state legislation and to mitigate technology and content-based risks. The cities used social media to broadcast information, respond to service requests and provide issue management. Social media results were measured sporadically on an ad hoc basis for operational purposes and only two cities had dedicated procedures in place for managing social media as records. Contrary to previous research, this study indicates that fiduciary trust relationships do require trust by the agent (i.e. institution) and the principal (i.e. citizen). Research limitations/implications To increase generalizability, an effort was made to select cities that were demographically and geographically diverse by selecting a range of population sizes and locations. However, selection was skewed towards cities with well-developed social media programs, and as a result, over half of the cities were national, provincial or state capitals or larger population centres. While these cities experienced economic advantages, the participants in the study identified challenges around resourcing and capacity, and their responses are expected to be of value to cities operating under similar constraints. Additionally, this study represents a point in time, as social media use at the local governments continued to expand and evolve during and after the data collection period. Practical implications This paper identifies three scenarios where social media content from local government accounts should be managed as records, including: the documentation of incidents, the on-going collection of city content from high-profile accounts and the “on demand” collection of citizens’ content where cities have asked for citizen input on topics or issues. Social implications This study provides an in-depth characterization of social media administration and use by 20 local governments in Canada and the USA. Considering the progress made by cities in e-government using their websites as a base, cities can develop greater capacity for open government, meaning wider participation by citizens in the decisions that affect them on a daily basis. To achieve goals of transparency, accountability and civic participation, cities will need to develop capacity around social media measurement, reporting and procedures for managing social media as records. Originality/value In providing a detailed and complete description of social media use in 20 cities in two countries, this study moves beyond a compliance- and requirement-driven approach to consider the larger question of government–citizen trust and the relevance of records within this relationship.

Public managers play a central role in the adoption and smooth implementation of social media tools in the workplace, with local governments increasingly expecting managers to utilize these tools. Nevertheless, we know little about how public managers perceive social media use for work activities and what factors shape such perceptions. Preliminary research has shown that social media use in government may enhance task efficiency, but it may also increase management complexity and workload. In this study, we draw from current literature on e-government adoption and use to investigate the role of personal and organizational use of social media, organizational culture, digital threats, and technological capacity in shaping public managers’ perceptions of social media use. Combining data from a national survey of 2,500 public managers in 500 U.S. local governments, Census data, and data collected from city websites, we find that perceptions of social media tools in the workplace are influenced by the interplay of personal and organization use of social media, an organizational culture of innovation, and formal guidance on social media use. Technological capacity and perceptions of digital threats are not significantly related to perceptions of social media. We conclude with a discussion of what these findings mean for research and practice.
