Securing decent work and living conditions in low-income urban settlements by linking social protection and local development: A review of case studies

Humanitarian simply means putting people first. Humanitarian work and organizational psychology puts people first in at least two major ways. One is by enabling humanitarian workers and organizations (like aid charities, for instance) to become more effective in what they do. The other is by aiming to help make working conditions, regardless of sector or type of work, humanitarian. Before the COVID-19 pandemic, the International Labor Organization (ILO) associated the world of work with a range of inhumane and unsustainable working conditions. A ‘new normal’ for working conditions was insecure, precarious work, working poverty, and income inequality. Viewed through this lens, the COVID-19 virus became a disruptor, with the potential to either set back or dramatically advance the preexisting 2016–2030 United Nations Sustainable Development Goals (SDGs). The SDGs had been focusing, and subsequently refocused minds even more, on “eradicating poverty in all its forms,” everywhere. A focal point within humanitarian work and organizational psychology is that any eradication of poverty, post COVID-19, must include not simply a return to 2019-style economic slavery-like conditions but unfettered access to sustainable livelihood. Humanitarian work and organizational psychology arguably contributes toward advancing the SDGs, and putting people first, in at least four main ways. Using the metaphor of a house, first its foundations are ethical (serving empowerment rather than power), historical (in humanitarian work and human services like employee assistance programs), conceptual (replacing the idea of “job” with sustainable livelihood), and political (advancing new diplomacies for bending political will to humanitarian evidence and ethics). Second, its levels are systemic, spanning individual (e.g., selecting for humanitarian values), organizational (e.g., helping food banks during the COVID-19 pandemic, providing startup training for business entrepreneurs in low-income neighborhoods), and societal (advocating for humanitarian interventions like wage subsidies and other forms of social protection). Third, its spaces traverse poverty lines; minimum, living, and maximum wages; formal and informal sectors; and transitions and transformations among unemployment, underemployment, and decent work. Fourth, its vistas include promoting livelihood security for all by balancing automation with social protection like universal basic income (UBI), and organizational social responsibility (protecting the biosphere). In these ways we may also sustain our own livelihoods, as humanitarian work and organizational psychologists.


This article discusses the development of entrepreneurship in the empire of Amir Temur. The empire has developed a special program for the development of entrepreneurship. Social protection of the disadvantaged sections of society was an important course of government. Low-income sectors of society are focused on entrepreneurial activities in the field of agriculture, domestic and foreign trade. As a result, the conduct of the state program to improve the living conditions of citizens in the empire creates new entrepreneurial strata of society in rural areas and cities. They played an important role in the trade and economic development of the empire. We must carefully study this topic in the future; it has scientific and practical significance at the modern stage of reform.

The Living Community Challenge (LCC) is a green certification program that, unlike most certification programs, is geared toward whole neighborhoods as opposed to singular buildings. Unfortunately, no existing communities have achieved Living Community Challenge certification. Still, there are many neighborhoods utilizing the ideals – known as petals – of the LCC in attempts to become more sustainable. The Living Building Challenge (LBC), the parent certification for the LCC, has seen more success than the LCC and will provide further research on the implications of its criterion. This paper will look at the hypothetical variables of the LCC, the communities trying to achieve these variables, and how elements of it could be used in relation to impoverished communities. Through case studies on groups and individuals attempting LCC and LBC certification, specifically Bend, Oregon and the BLOCK Project, the potential of the research becomes evident. This paper seeks to demonstrate how the LCC could be applied specifically in low-income areas in Gainesville, FL without achieving all the requirements of each petal.

Sustainable Development Goal 8 to “Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all” necessitates country level measures across the world. We take forward a comparative analysis of India’s SDG 8 indicator list with both the UN and ILO measurements. We note inadequate measurements on social-protection and rights for non-standard forms of employment including gig work, that are intermediated by ICT platforms. From our analysis we identify some levers to broaden the current indicator measurements to include these non-standard workers as well, to improve social sustainability.

In this paper three case studies of urban development policies are outlined in order to advance two models of the diverse structuring of interaction between business and politicians. The three cases concern the Italian cities of Pavia, Parma, and Modena. For each city we describe the economic and political context and review the planning policy, focusing on specific decisionmaking processes. This sets the stage for an analysis of the interaction between political and economic actors and for an evaluation of the results of that analysis with respect to the effectiveness of the decisionmaking and implementation processes of urban policy. Those factors which account for the relative strength of business interests and elected officials and favor their engaging in the bargaining relationships are discussed, and two contrasting models of their interaction are presented.

Since Doi Moi (Reform) policy in 1986, Vietnam has experienced rapid urbanization and economic growth. Urbanization has resulted in increasingly high housing demand in the urban areas but this has largely unmet, especially housing for low-income people. Development of social housing for low-income and under-privileged people in cities has been seen as an urgent and important task of the government to pursue stable social and economic development. Low-income people are most vulnerable to environmental impacts and in need of energy-efficient houses to reduce their cost of living. Eco-social housing is seen as a solution to protect the natural environment as well as to boost local economy, improve living conditions particularly for low income people. Through preliminary assessments of three social buildings at three distinct regions of Vietnam, this paper found that despite many challenges, eco-social housing is a solution to Vietnam's needs in providing houses with adequate living conditions to low-income people while protecting the environment and achieving sustainable eco-social development in the long run.

Street vendors are informal types of work (small businesses) that arise primarily in urban areas, carried out by low-income people (daily salaries), have limited capital, and consist of only one worker (self employed). The presence of street vendors in various major cities in Indonesia, including in Denpasar City, has become a dilemma that creates pro-contra, and has the potential to clash between citizens and officials of government. This is because street vendors sell their wares in public places that are considered strategic, thus disrupting public order, and other public peace. On the other hand, according to one of the SDG’s programs, the government has an obligation to realize decent work for everyone. In the effort of structuring street vendors, as well as helping small traders of economic actors in the informal sector, the government of Denpasar City issues Denpasar City Local Law No. 2 of the year 2015 about Street Vendors. Therefore, an analysis is needed to find out the implementation of Denpasar City Local Law No. 2 of the year 2015, as well as to find out the supporting factors and inhibiting factors of its implementation. This research is a qualitative descriptive study, where the data obtained through the process of observation, interviews, and documentation studies. Selection of informants through purposive sampling technique, and data analysis techniques using Merilee S. Grindle's theory of policy implementation and contingency theory by James Lester. The results of the analysis show that the implementation of Denpasar City Local Law No. 2 of the year 2015 for arranging street vendors is still faced with several obstacles such as: lack of location according to allotment, lack of adequate budget, evaluation that is rarely done, and sanctions that are not in accordance with what is written in the Regional Regulation and the lack of understanding of street vendors on the local law. An interesting finding is that it turns out that governemtn of villages and custom village have an important role in organizing street vendors in their areas.

<p>This research explores how residents and tourists perceive landscape aesthetics in tourism-based landscapes that are continuously changing. Three case study sites in Nepal are examined. Landscapes are dynamic, multifunctional and an amalgamation of natural and human-made components that are constantly evolving, both naturally and due to human activities. Landscape aesthetics, related to experiences within and with multiple dimensions of landscape that engage all human senses, are perceived differently by different groups of people and have implications for their preservation and modification. Tourism, an integral part of contemporary society, reflects and influences changes in society and the landscape. The interrelationships amongst landscapes, change, perceptions and tourism are complex with paradoxical tensions that arise from their interconnections and interdependence.  Researchers have studied and interpreted the interrelationship between landscape and tourism from different perspectives that are sometimes contradictory. The literature is fragmented with similar aspects of the landscape-tourism relationship described and conceptualized using different terminologies (landscapes, cultural landscapes, environment, place, space, nature) and with an absence of an integrated approach and a holistic concept of landscape. This research addresses this fragmentation and multiple interpretations to build an integrated approach of landscape taken as a holistic entity, where the natural, cultural, social and economic dimensions, including tourism, interact, integrate and overlap. This study adds a new perspective by looking closely at landscape aesthetics and its relation to change and tourism incorporating the perspectives of both residents and tourists.  This research adopts a qualitative methodology using case studies in three geographically, culturally and contextually different locations in Nepal (Ghandruk, Bandipur and Sauraha). A multi-layered approach is used to explore the dynamic nature of landscape and nonlinear drivers of change that add layers and dimensions to landscape aesthetics and how it is perceived by different residents and tourists, both domestic and international. This research applies an interpretivist paradigm using in-depth interviews with photo-elicitation (incorporating past and repeat photographs with in-situ interviews), field observations and visual data analysis.  Different themes emerged when the data were analysed but the overarching one was the often-antagonistic relationship between conservation and development. Participatory conservation and local development were key in Ghandruk, while the emphasis was on built heritage and expansion in Bandipur with the national park and indigenous Tharu traditions clashing with current landscape use in Sauraha. Key findings also indicate that the residents perceive landscape aesthetics holistically incorporating multiple dimensions that include traditions, culture, food, occupation and historical associations as well as contemporary societal changes and modern conveniences interwoven into their everyday landscapes. The tourists, with their fleeting presence, focus on the visual aesthetics, engaging with the non-material values of landscapes through different activities and are often accommodating of landscape changes perceived as improvements based on their background and worldview. The pace of change in the present context of globalisation influences the perceptions of both tourists and residents that are reflected in the landscapes and landscape aesthetics. In order to effectively manage landscape change and tourism development, it is pertinent to understand drivers of change and the society within a holistic concept of landscape.</p>
