Background/Context Mayoral control of large city school districts has become the newest form of school district reorganization. Researchers have documented how real and perceived crises have propelled mayors in Chicago, Baltimore, and Washington DC, amongst others, to redefine the role of board governance by situating the operations of districts within mayoral governance portfolios. There is little research examining the role of suburban mayors in suburban school district secession movements. Demographic changes as well as tensions around funding and programs have prompted splits in suburban school districts within metropolitan regions that warrant study. Purpose This article examines the educational, demographic, and political dynamics that fueled the contest between suburban city mayors and school district leadership leading to the secession and fragmentation of the largest suburban school district in Utah. The authors sought to understand how this mayoral led secession activity interfaced with mayoral control activities in big cities. We also aimed to identify the parallels and departures that existed in the sources of tension in this case of suburban school district division and historic patterns of suburban political fragmentation, particularly, suburban cities’ creation of autonomous jurisdictions separating them legally and institutionally from urban school districts as a means of assuring clear racial divisions. Population/Participants The research participants included four mayors, two assistant mayors, four school district transition team members, six teachers as well as two school district administrators. Six focus groups comprised of four to six parents also participated. Research Design This study employed qualitative research methods as well as descriptive statistical data analysis. The researchers interviewed mayors as well as parent and community focus groups. Newspaper media pertaining to the events were collected and analyzed as triangulating data. The researchers also analyzed census data using Geographical Information Systems (GIS) software. Findings/Results The authors found that rapid demographic and financial shifts in school districts shared by multiple suburban cities can catalyze mayors to organize and act aggressively to split existing school districts. Strong city mayors were a key force propelling the modification of district governance structures through heightening the prominence of city borders and local control, even when the threats were neighboring middle-class cities composed of white residents. Mayors moved the region's political and educational dynamics one step closer to a mayoral control governance structure. The political, demographic, and economic relationships underlying these scenarios positioned suburban school district administration with few options in which to respond. Conclusions/Recommendations The authors conclude that these practices of division and appropriation by cities and their leadership will only diminish democratic processes of school governance and exacerbate social-class and racial segregation across suburban school districts over time. The authors recommend that regionally based governance bodies be formed that help maintain a regional perspective to educational policy.

Purpose The purpose of this paper is to examine the effectiveness of a teacher leadership academy (TLA) organized through a school district/university partnership in a small, US Suburban School District in increasing teachers’ participation in leadership activities. Design/methodology/approach TLA participants (n=11) were surveyed using the Teacher Leadership Activities Scale, and their results were compared to a control group of teachers in the district who were not participating in the TLA (n=12). Interviews and open-ended response items provided qualitative data to examine how the TLA contributed to teachers’ growth as leaders. Findings Results indicated that teachers in the TLA did increase participation in teacher leadership activities. Qualitative data revealed themes of many espoused benefits from TLA participation, including increased interactions with administrators, improved understanding of the obstacles associated with implementing changes, and expanded leadership capacity. Research limitations/implications Conditions that both enhanced and detracted from teacher leaders’ growth were identified and outlined, including formal leaders’ participation in TLA activities, material support for projects, and a supportive atmosphere (enhancers) and administrative roadblocks and the inability to remediate capacity issues for teacher leaders (detractors). Originality/value The conditions outlined above will assist those interested in creating TLAs in doing so with purpose and increased chance for buy in and success.

The purpose of this study was to investigate how the teachers employed by this suburban USA school district implemented balanced literacy instruction. The 111 teachers who taught grades K-6 completed surveys and were observed. Quantitative data from the surveys and observations were analyzed through descriptive statistics, nonparametric chi-square tests, and Pearson correlations. One open-ended survey question was analyzed qualitatively. Findings show that the majority of teachers had an acceptable understanding of balanced literacy. There were differences among teachers’ instruction on literacy components and structures across grades. Weak correlations among self-reported and observed practices were found. Implications are discussed as the data are being used for research-informed improvements in the district.

Much of the earlier research on women in leadership has told the stories of White women. Since there are very low numbers of superintendents of color both male and female nationwide, there have been very few stories reported of women leaders of color (Brunner & Grogan, 2007). This article describes the leadership issues involved when one Black woman crossed a border (geographically and culturally) to lead a school district. Delia (pseudonym) became the first woman and the first person of color to lead a small suburban school district whose population was very different from what she was and what she knew. Delia was a participant in a study designed to investigate how women school superintendents promote and support social justice and democratic community building in their school districts. Six women participated in that study: three were African American, one was American Indian, and two were White. This article briefly describes that study and then focuses on Delia, one participant in it who took a risk to apply for her first superintendency in a district not far from her old district in miles but miles apart in population, ideology, and community values.

This article presents data gathered between 1985 and 2000 from nine public schools in a Midwestern suburban school district. Data were compiled from routine documentation on health office logs and incident reports when students entered the health offices with a first-aid need. The purpose of the article is to demonstrate the value of the collection and analysis of injury data as a part of the school nurse’s role and provide some samples of injury data that can be used for comparison purposes. First aid is the most frequent reason to see the school nurse and is an important function. Student injuries can cause absenteeism that interferes with student academic success. Whether the school nurse delegates or directly provides first aid, it is important to collect and analyze information about school injuries to plan injury prevention strategies when appropriate.

Studies have shown referrals for special education evaluations and the evaluation process itself is marred by teacher subjectivity and a lack of quantitative data (Dunn, 2006; Mamlin and Harris, 1998; and Ysseldyke et al.,1982). Consequently, this behavior leads to over identification of students from minority cultures due to their struggle to assimilate into the school environment (Deninger, 2008; Klingner and Harry, 2006; Parette, 2005; Poon-McBrayer and Garcia, 1994; Skiba et al., 2008; Wehmeyer and Schwartz, 2001). This study seeks to better understand the special education referral process in one Midwestern school district. Specifically, this qualitative study employed focus groups, interviews, and artifact collection to engage K-5 regular education teachers in conversations about common behaviors that prompt a referral for special education evaluation. The research was conducted in three elementary schools in a metropolitan school district.
