Background: This article reflects on the implementation of a diagnostic study carried out to understand the gender responsiveness of the national monitoring and evaluation (M&E) systems of Benin, South Africa and Uganda. Carrying out the study found that the potential for integrating the cross-cutting systems of gender and monitoring and evaluation (M&E) are strong. At the same time, it highlighted a range of challenges intersecting these two areas of work. This article explores these issues, which range from logistical to conceptual.Objectives: This article aims to share reflections from the gender diagnostic study to enable more appropriate capacity building in the field of gender responsiveness in national M&E systems. Developing more sophisticated tools to measure gender responsiveness in complex contexts is critical. A better understanding of how gender and national M&E systems intersect is important to understanding firstly how we can more accurately measure the gender responsiveness of existing systems and secondly how better to engender capacity development initiatives.Method: As part of the Twende Mbele programme, Centre for Learning on Evaluation and Results (CLEAR) commissioned Africa Gender and Development Evaluator’s Network (AGDEN) to coordinate teams of researchers in Benin, Uganda, and South Africa to collaboratively develop the diagnostic tool, and then implement it by conducting a review of key documentation and to interview officials within the government wide monitoring and evaluation systems as well as the national gender machinery in each country.Results: The study found that the gender responsiveness of M&E systems across all three systems was unequal, but more importantly, it is important to do more work on how M&E and gender are conceptualised, to ensure this can be studied in a more meaningful way. To strengthen national monitoring and evaluation systems, gender responsiveness and equity must serve as a foundation for growth. However, intersection M&E with gender is complex, and riddled with gaps in capacity, conceptual differences, and challenges bringing together disparate and complex systems.Conclusion: A stronger understanding of the linkages between M&E and gender is an important starting place for bringing them together holistically.

This article provides an overview of some developments, internationally, regionally and in the SADC, in relation to development, that may be expected to influence the South African government’s response to the development needs of the people in the country.  An overview is provided of the somewhat haphazard way in which the Constitution of the Republic of South Africa, 1996 refers to the need for and objective of development (including rural development) in the country.  Through their explanatory outline of three distinct phases in South African rural development law and policy: 1994–2000 (the Reconstruction and Development Programme and related documents and their implementation); 2000–April 2009 (the Integrated Sustainable Rural Development Strategy and its implementation) and April 2009+ (the Comprehensive Rural Development Programme and related documents), the authors review some of the historical strengths and future prospects related to rural development in South Africa.  Based on an assessment of historical trends, a number of recommendations are made for government’s way forward in the implementation of the constitutional objectives, law and policy relevant to rural development in the country.

The SUNSAT satellite was conducted as a research and development programme at Stellenbosch University from 1992 till 2001. It obtained new technology for South Africa and set new performance levels internationally with regard to micro-satellites. SUNSAT also supported amateur radio communications internationally, as well as space physics experiments. During the development phase more than 100 postgraduate students based their theses on SUNSAT, and a supplementary science awareness programme reached more than 50 000 learners. This article provides an overview of the satellite configuration and concludes with a vision for satellite technology in South Africa.

Most capacity development efforts for research ethics committees focus on committee members and little on ethics administrators. Increasing studies mandate the focus on administrators’ capacity development needs to enable adequate and effective committee support. This study investigated current responsibilities, training requirements, and administrator role needs. An online cross-sectional survey was conducted among administrators from 62 National Health Research Ethics Council-registered research ethics committees in South Africa. In total, 36 administrators completed the questionnaire. Results show that, in addition to administration, they perform managerial, review process and guidance-advisory tasks. Nearly 49% indicated only having received informal research ethics-related training, not targeted formal training, with 81% of the informal training being through workshops. Research ethics administrators’ responsibilities have evolved to complex tasks requiring targeted capacity development efforts.
