The current trends of development, ensuring the welfare of the state, are in continuous communication with innovation activity. Under the influence of complex and sustainable innovation processes, the concept of the national innovation system is embodied at the macroeconomic level in its totality. Numerous elements are seen in the conjugation of the national innovation system scale, among which higher education institutions, and their scientific and innovative potential take their place. However, the reverse side is inequality in the levels of university integration, which introduces a discrepancy between the degree of their effectiveness as the elements of the national innovation system. So it becomes urgent to have a specific set of steps to improve the level of university integration. The process of integration level increase must be governed necessarily by the principles of suitable integration condition management, where it is possible to justify waiting by creation of a management algorithm for university integration in the national innovation system. The result of such an algorithm application is the obtaining of a visual set of steps by a user to ensure the process of managerial decision making and implementation to improve the level of university integration in the national innovation system. The increase of university integration will directly enhance its interaction with other elements of NIS, and therefore will increase its contribution to the national economy development, and other priority areas of the state.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

Modern mechanisms of interaction of these blocks are investigated. They are cooperative processes and processes of knowledge and technology diffusion. The importance of innovation in ensuring the development of a modern economy has been recognized in Kazakhstan not only in the works of specialists, but also in the position stated by the state. However, from understanding the importance of innovation in the context of economic development to understanding its real significance in the economic development of the country, and even more so - to develop an effective policy that ensures the active use of innovation to ensure economic and social progress, a very difficult path runs. Regulation of innovation in a modern market economy is a complex system of state, public and corporate institutions that serve and regulate innovation processes in order to ensure the fullest use of their potential. A set of institutions and organizations that cover all stages and areas of the innovation process, and currently forms a national innovation system in developed market economies. The trend of transition to an innovative way of development and the formation of a national innovation system is currently an important direction in economic science. This makes it particularly important to theoretically understand the essence of the innovation process in the economy and ways to improve the effectiveness of state regulation of innovation. Thus, the development of a mechanism for activating innovation activities within the framework of the state regulation system is one of the most acute socio-economic problems. The obvious relevance, great practical significance and lack of development of the indicated problem led to the choice of the topic of the dissertation research, its goals and objectives. In the scientific article, the conditions for effective innovation activity of economic entities are identified and based on them, recommendations are developed to improve the mechanism for increasing innovation activity within the system of state regulation of innovation activity of the Kazakh economy.


The subject of research in the article is the National Innovation System (NIS). The purpose of the article is to study the current state of the NIS of Entrepreneurship and the essence of public-private partnership in innovation. Objectives: to reveal the essence and structure of NIS, to substantiate the features of their development in the context of the fourth industrial revolution, to characterize the current state of the NIS, to systematize the limitations of its effective functioning. The following results were obtained: proposals were developed to improve the NIS taking into account the challenges of the fourth industrial revolution. Conclusions: the article reveals that Ukraine has good results of innovation in terms of indicators characterizing educational potential, human capital and research. At the same time, the slowdown in innovative development occurs due to an unfavorable institutional environment, environmental instability, operational instability, government inefficiency, problems with the rule of law, uncertainty in the status of insolvency and investment provision. Overcoming obstacles to the formation of the NIS of Entrepreneurship is an important condition for the development of the national economy, dictates the need to improve the state's innovation policy. The active involvement of the state in the development of the NIS will allow to overcome the following obstacles: insufficient use of opportunities for participation in international programs; inconsistency between the provisions of the Civil Code of Ukraine, which regulate intellectual property relations and special acts on this issue, limited efficiency of innovation infrastructure, insufficient development of venture financing in Ukraine and problems of legal protection of property of foreign investors. The improvement of the situation will be facilitated by the establishment of public-private partnership, which in relation to the innovation sphere is an organizational form of cooperation between the state and business in the implementation of innovative projects in certain areas of the national economy on a contractual basis. Thus, the relevance of public-private partnerships for innovation has been proven.

The article considers the issue of determining the promising areas of improving the state regulation of innovation in construction. The purpose of the study is to determine the functions and specify the most important levers of the innovative activity state regulation in construction. The levers of state regulation are characterized in accordance with the studied functions: forecasting and strategic planning, program-target, legislative and normative-legal, administrative-organizational, financial-investment, stimulating, fiscal, monetary, coordination, insurance, control. Objects of state regulation of innovation are identified. The state of implementation of the levers of state regulation of innovation, in particular in construction, was discussed. The analysis of the functions and levers of state regulation of innovation in construction allowed to determine the directions of its priority improvement.Key words: construction, innovative enterprise, direct state regulation, national innovation system, levers of the state regulation.
