Innovative development of the national university system in Russia: trends and key elements

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

Topicality. The inconsistency in carrying out scientific and technical and innovation policy during the years of Ukraine's independence has led to a significant technological lag behind the developed countries of the world. As a result, the low level of competitiveness of domestic industrial enterprises has become. In such circumstances, considerable importance is the creation of proper conditions for formation of an integrated national system to effectively transform new knowledge into new technologies, products and services that find their ultimate consumers. Aim and tasks. The aim of the article is to study, evaluate and identify the strengths and weaknesses of the country in providing the prerequisites for the innovation development of Ukrainian industrial enterprises. Research results. The article analyzes the main prerequisites for the formation of innovation system in Ukraine revealed strengths and weaknesses of the country's position in ensuring these prerequisites for innovative industrial development. The main directions of improvement of the components of the national innovation system are determined. Conclusions. The results of the analysis of the effectiveness of the national innovation system testify that in Ukraine, unfortunately, satisfactory prerequisites for the innovative development of industrial enterprises have not yet been formed. Having educated and professionally trained people who can create, share and use knowledge inspires some optimism, because intellectual capital of Ukraine - a point of growth for the economy. About that. in the conditions of an open market and borders, in the absence of economic freedoms and satisfactory social standards, our human capital will be the point of growth for foreign economies. The success of the modern state is defined by the ability to generate and commercialize knowledge and information as well as reforms to create an innovative economy and particularly for the innovative development of industrial enterprises should be a priority in most economic strategy.

Under the conditions of globalization a developmental strategy based on utilization of new knowledge and technological breakthroughs became the most efficient for achieving and retaining the leading positions in the world. Basically, the article deals with the role of the national innovation system in the Chinese economy. In this connection a comparative analysis of the levels of different countries’ innovative development is undertaken. A conclusion is made that until now China still lags behind the world’s leading nations in terms of innovation-based development.


The subject of the research is the modern innovative development in the conditions of application of the system of the state innovation policy instruments. The purpose is to systematize scientific views and analyze the criteria, components and directions of the state innovation policy, approaches to coordinating and regulatory role of the state in innovation policy and, on this basis, to make recommendations on the application of the components of an effective innovation policy of the country. The methodological basis for the article was the works of well-known foreign and Ukrainian economists on the subject of research, the results of the authors’ own research, analysis of the main international indicators of effective innovation development of the countries of the world. To achieve the goal, the following methods were used: dialectical, historical, logical, systemic, statistical and graphical. As a result of the research, the essence of innovation policy of the state and innovation and investment risks, factors hindering the innovative development of Ukrainian enterprises and functions of state innovation policy were determined. In order to develop and implement an efficient state innovation policy, a number of indicators that are components of the successful innovation policy of the country were analyzed, in particular, the ratio of the country’s expenditure on research and development as a percentage of GDP, the number of patents issued to the country’s citizens for innovations (within the country and abroad), and the same indicator but per million in the population of the country as well as the ratio of the share of high-tech and medium-tech products of the countries listed in the international innovative rating and the average interest rate of the country’s central bank. The concept of the state support for the development and implementation of innovations in the real sector of the economy is offered in this paper.

Problem setting. The introduction of the model of innovative development of the national economy requires the improvement of the system of state regulation of investment and innovation processes. It is the transformational trends in the national innovation system that necessitates a comprehensive analysis of the main factors that contribute to innovative development. At the same time, the stimulation of innovation orientation of any country’s development should be considered as part of the model of investment development of its economy, provided that this model has priority in innovative development. Target of research is to study the main factors promoting innovation. To achieve this goal, structural, comparative and statistical research methods were used. Analysis of resent researches and publications. Problems of development of the national innovation system and innovation infrastructure, ensuring the development of innovation processes have received considerable coverage in the works of scientists: S. V. Hlibko, O. V. Rozghon, A. M. Liubchych, A. V. Strizhkova and others. Article’s main body. One way to conceptually organize all the factors that determine innovation in a country is to think about the triangle of innovation success: the factors of the business environment along one side of the triangle; trade, tax and regulatory environment – the other party; and the innovation policy environment – along the third party. An effective business environment includes the institutions, activities and opportunities of the country’s business community, as well as broader societal attitudes and practices that promote innovation. An effective trade, tax, and regulatory environment has a competitive and open trade regime that includes strong government efforts to protect its businesses from foreign mercantilist practices; supporting competitive markets so that new entrants, including those implementing new business models, can thrive; processes that make it easy to open a new business and bring innovation to market; transparency and the rule of law; a reasonable tax burden on business, especially for innovation-based firms and commercial companies. The final stage of the innovation triangle is a complex and powerful system of innovation policy. Although markets and business are key to innovation, without an effective innovation policy, markets will be inefficient. Conclusions and prospects for the development. Effective innovative development of the country is possible only if there is a developed business, trade, tax, regulatory environment and an environment of innovation policy that can guarantee proper support for public investment in innovation infrastructure. At the same time, for Ukraine to be attractive to foreign investors, legislation on attracting investment must be clear, democratic and stable.

Some researchers call the modern stage of development of the world economy “the era of innovations". Studies show that economic and social progress is ensured through an innovative process - the process of producing new knowledge and practices. Thanks to new technologies, deep structural changes are taking place in the economic sectors, new industries are being formed, new jobs are being created. Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. In these circumstances, innovative instruments remain the only possible source of increasing the competitiveness of national economies. The innovative way of development of the Russian economy is recognized as the main direction promoting restoration of volumes of production, the international competitiveness, a standard of living of the population, increase of efficiency of national economy, improvement of an ecological condition of a natural environment. Therefore, it is no coincidence that at this stage of development of Russia’s economic system, its main vector is to increase the effectiveness of the implementation of innovation policy. The special attention paid at present to the issues related to the implementation of innovation policy is caused by the active activity of the state, which aims to transfer the Russian economy to the innovative way of development by 2020. It is an undeniable fact that the innovative way of development of the country is the only way to overcome the global socio-economic crises that pose a threat to the sustainable development of the state, both in the present and in the future. This article is devoted to the problems of innovative development of our country.


The relevance of the study is due to the fact that increase of proportion of high technology production in the aggregate product of the world economy, as a consequence of the new industrial evolution mid XX-early XXI century, defines a completely new, in terms of world experience, range of system views on the global economic system. The subject of research of the article is a process of developing of the theory of innovation system, an analysis of impact of the theory of long wave cycles on the innovative development of society. The goal of the article is to analyze the development of the theory of global and national innovative high-tech systems in time, considering the hypothesis of the existence of a rigid connection between long waves and the periods of basic innovation occurrence at various phases of the waves, in order to recognize the possible options for the development of events and to model the appropriate reaction to ensure the uninterrupted functioning of the national innovation system in the context of the new industrial revolution. The objective is to research the patterns of the life cycle of innovations and their diffusion to identify the advantages and disadvantages of a transfer of high technology products for the national innovation system and also to identify the development trends and new factors, which define the essence of modern efficient high-tech system in terms of the new industrial revolution. General scientific methods are used, such as system analysis - to determine the patterns of the life cycle of innovations and their diffusion to identify the advantages and disadvantages of a transfer of high technology products for the national innovation system, factor analysis – toformalizethecause-and-effectrelationshipsoftheinvestigatedfactorsof the development of modern effective high-tech system. The following results were obtained: on the basis of the analysis of the impact of the long waves theory on the innovative development of society is proved the necessity of the fastest access of domestic enterprises to world network markets not only to develop the sales network, but also to search for innovative solutions and creative interactions. These practices are suitable for most countries, which have adopted the experience of world's innovative leaders and now are competitive players of the world market of high technologies. Conclusions: the urgency to create a strong national innovation system in Ukraine, considering the specificity of those elements that are now the basis of functioning of innovative systems.

This article explores the nature and characteristics of the innovation economy, its place and role in the world economy. Considered the world experience of regulation of innovative development in the context of the challenges of global competition. Determined methodological basis for the formation of international competitive advantages of the country in the global innovation space. Proved that the innovative development of national economies under global transformations due to the necessity of forming a model of open economy, which would be competitive and innovative optimally combine the available internal resources of the economic system and the benefits of international cooperation in the field of innovation in the increasingly global competition. Proved that innovation in terms of one of the key factors in international competitiveness of national economies is their innovative capacity, which reflects the potential for the creation and use of modern innovative technologies. The efficiency of the national innovation system primarily depends on a complex system of interaction between enterprises that produce innovative products, research organizations to develop and help implement into production new products and technologies, which allows to optimize the use of available resources innovation and create effective innovative environment that is catalyst for generating new innovative technologies. Relevance of the research. Today's rapid global development is due to the latest technological changes brought about by another (fourth) industrial revolution, which opens up a window of opportunities for many countries to realize their intellectual potential and thus enhance their competitiveness. The innovative imperative, together with the government inclusive policy, remains a key driver of socio-economic growth and sustainable development. The subject of the research is innovative processes in Ukraine and factors that influence their course in the context of implementing the state innovation policy. The purpose of this article is to identify characteristic tendencies of the innovative development of Ukraine, to justify the identified problems and factors of influence, as well as to work out recommendations concerning directions for increasing the effectiveness of innovation policy in the implementation of socio-economic objectives, approved by the authorities. Methodology of work – the principles of innovation theories and economic growth; concepts of open innovation, innovative systems, 4.0-industry; the principles of the scientific and technological paradigm. The state of some innovation indicators has been assessed with the help of statistical analysis. Based on a systematic approach the problems of innovative development of Ukraine have been identified. Structuring and synthesis methods were used to develop proposals for strengthening the role of the innovation factor in ensuring economic growth. The results of the work are the following: the state of innovation processes in Ukraine is carried out and assessed, problems are identified and paradoxes are characterized – all that which makes the realization of the set goals of the state innovation policy more complicated and requires the development of measures to create a new model of the national innovation system. Conclusions. The negative phenomena in the sphere of innovation activity pose a threat to the economic and technological security of Ukraine, which requires urgent actions by both the senior political leadership of the state and the executive authorities at all levels. The creation of the innovative system based on the use of market mechanisms and the state active scientific, technological and innovation policy should be the basis for the development of knowledge-based sectors, their long-term competitiveness within the national borders and in the world markets.
