Humans are the noblest creatures in the sight of Allah swt in various fields, from form, behavior, communication, social interaction, to the establishment of applicable laws and connectedness with God. The Qur'an and Hadith in relation to Islamic Religious Education convey studies related to human nature and all its potentials that can be carried out by each individual human being for the benefit of himself, others and broader interests, to the level of becoming the best human profile in the version. Al Qur'an and human quality according to the study of Hadith. This article aims to find the meaning of Potential and Human Nature according to the Qur'an and Hadith. This writing method is in the form of a literature study (Library Research). The results of the writing describe that human nature has the basic meaning of Basyar (human with body dimensions), Insan (human with dimensions of growth and development), Bani adam (humans with hereditary dimension). The potential that exists in humans is the Instinct Potential (Emotional), Intellectual Potential (Intellectual), Sensory Potential (Physical), Religious Potential (Spiritual).

The role of education as a socio-economic variable of the country in the context of globalization is constantly growing. Its multidimensionality is the subject to the functions implemented in the relations between society and the economy. The social, cultural, spiritual and educational function of education is a significant and indisputable subject of study in the relevant sciences. The recognition of the economic role of education, the development of estimates its effectiveness and the direction of its growth is a problem which solution depends on whether the striking discrepancy between the productivity of education and the expectations of the economy regarding its importance will be canceled. Obviously, the economic role of education is realized, first of all, in relation to its economic growth. As the development of intellectual potential is a product of the education system that develops new knowledge, provides innovative and technological improvement of production and its embodiment in an increase in the social product, which stimulates economic growth. The aim of this paper is a scientific and experimental review of the economic conditions for the development of world educational systems in the context of globalization. The main background to the development of education is the proper investment in it. Typically for European countries is the fact that most expenditures on education is in the form of government consumption, although it is the consumers who actually spend the most. However, measuring costs only in this way significantly underestimates them, since a more subtle form of costs is completely missed: the opportunity cost of lost wages, since some students are not able to be involved in employment during their studies. It is estimated that the total cost, including the alternative cost of education, are twice the direct costs.

Цель статьи – построение комплексной методологии оценки оптимальной структуры формирования информационных кластеров и механизмов их эффективного функционирования. На основе преимуществ аутсорсинга в информационной экономике предложена использована новая форма сетевого взаимодействия – информационный кластер, разработан агломеративный иерархический алгоритм оценки максимальной эффективной сложности и однородности субъектов кластера по различным критериям (информационноемкость, интеллектуальный потенциал, социометрические характеристики и др.), построены модели распределения целей среди наиболее близких в институциональном плане субъектов кластера, которые позволяют решить большую область задач распределения проектов в партнерской сети информационных кластеров, организовывать сетевую распределенную работу и экономить ресурсы времени. The purpose of the article is to build a comprehensive methodology for assessing the optimal structure of the formation of information clusters and the mechanisms for their effective functioning. Based on the advantages of outsourcing in the information economy, a new form of network interaction is proposed - an information cluster, an agglomerative hierarchical algorithm has been developed to assess the maximum effective complexity and homogeneity of cluster subjects according to various criteria (information capacity, intellectual potential, sociometric characteristics, etc.), models for the distribution of goals among the closest in institutional terms of cluster subjects are built, which allow solving a large area of project distribution tasks in a partner network of information clusters, organizing network distributed work and saving time resources.

Education today is an area around which heated discussions are unfolding, both at the state level and in society. The processes of integration and globalization are especially active today, but they should not replace the content of national cultures and educational systems on which they occur. It should combine an openness of education with its general availability at all levels, in the interaction of interested parties and, above all, the state, in all components of this process in order to preserve society’s intellectual potential. Scientific analysis of any phenomenon involves considering it from several positions. Nowadays, modern society is going through complex processes of revaluation of basic values in all spheres of life - material, spiritual, socio-political, social (in the narrow sense) against the background of various activation of the human factor in the above areas. The analysis of global problems should consider the principal objects of influence of these problems and the subjects whose activities cause their aggravation. In other words, it is necessary to distinguish between the spheres of interaction between the individual, nature, society (in this case, the world community), which comprises states with different forms of social structure, economy, national-state organisation, different mentality, legal systems, and the like.

High Intellectual Potential (HIP) and High Functioning Autism (HFA) are two different conditions sharing some clinical and neurobiological features. The aim of the present study was to characterize a sample of HIP children (n: 16; M/F: 14/2; median age: 10 years) in comparison to those with HFA (n: 17; M/F: 16/1; median age: 13 years) and to neurotypically developed (NTD) children (n: 10; M/F: 4/6; median age: 11 years) from a clinical and neurophysiological perspective. Specifically, a standardized clinical assessment of cognitive and adaptive skills, autistic symptoms, executive functions and behavioral features was performed. Moreover, event-related potentials (ERPs) were recorded, referring specifically to the mismatch negativity (MMN) and P300 paradigm. Our data highlighted the presence of similarities between the intellectually gifted individuals and the ones with autism (i.e., a nonhomogeneous intellective profile, an adaptive skills impairment, subthreshold autistic symptoms and increased perfectionism). Interestingly, a distinct neurophysiological characterization between groups came out, with evidence of a reduced MMN amplitude only in the HFA group. Furthermore, no differences within groups in the P300 component emerged. Therefore, our results start to provide a more informative characterization of the HIP phenotype in comparison to those of HFA and NTD, highlighting the potential role of the MMN amplitude index in helping clinicians and researchers to distinguish between HIP and HFA. Nevertheless, further research on the topic is strongly needed.

In this work, the problem of the crisis of higher education in the world educational process is actualized. The significance of this problem demanded from the author a comprehensive analysis of the literature, which reveals the essence of the phenomenon under study. The paper speaks of the inappropriateness of the representation of the higher education system as being in deep crisis. The characteristic features of modern society are revealed, which testify to the opposite. The role of higher education is presented as the main source of the development of intelligence, the intellectual potential of a person, outside of which scientific and technological progress would be impossible. It is argued that there is no crisis in the higher education system, there are permanently arising contradictions (the driving forces of the development of nature, society and man) that require their systemic resolution. The need to improve the psychological, pedagogical and methodological culture of a teacher of higher education as significant components in the structure of their personality is noted

World and domestic experience shows that it is very effective to use the method of "tourist destinations" for the development of complex programs or strategies for tourism (1). As a result of numerous studies, a fairly coherent system of describing a "tourist destination" has been developed, allowing you to have a fairly comprehensive idea of both the product itself and the conditions for its receipt, attractiveness and related products. At the same time, the task of entrepreneurs, investors and representatives of regional authorities responsible for the tourism industry is to determine the prospects for the development of a particular tourist product or route. To do this, it is necessary to solve the problem of determining the investment attractiveness and prospects of a particular tourist destination, determine its competitiveness in relation to those available in this region and make a decision on the priority and expediency of investing in this direction of the tourism industry. This article is an attempt of the authors to formalize the process of determining the priority and promising development of regional tourism directions in the region, using the example of the tourism industry of Udmurtia. The basis is the preparation of a passport of a tourist destination and the use of expert assessments.

The tendency to seek the harmonization of the relationship between nature and man is as relevant as ever. In the social value discourse, increase in the role of religion and religions in public space encourages religions themselves to become useful to society with their environmental narratives, and society – to be more attentive to their potential. After all, now the answers to the question of how to save humanity without global losses and how to move from a destructive type of development to a regulated one are as relevant as ever. How to mobilize moral and intellectual potential? It is obvious that global problems affect absolutely all segments of the population: Christians and Buddhists, agnostics and atheists. Undoubtedly, these issues concern churches and their spiritual leaders. In the article, the author reveals humanistic aspects of ecological ideas of the East (on the example of Buddhism and Taoism), explains the resource of Buddhist and Taoist environmental wisdom in its heuristic possibilities for today. Relevant guidelines are important for analysis and reflection, at least because they have mentally shaped the ecological culture of its adherents. And as is known, the ecological construct of a number of Eastern countries is recognized in the West as worthy of approval and imitation for the formation of a model of sustainable development and potential establishment of environmentally friendly society. The author focuses not so much on the dogmatic features of the substantiation of Buddhist and Taoist ideas (in tendencies and directions), as on the identification of their common humanistic logic, which can be understood and accepted by Western people (they do not have to become the followers of relevant Eastern doctrines). The researcher also considers the value potential of the worldview cultures in the aspect of sacralization of the rhythms of nature, reverence for its beauty as an image of wise cosmic “industry”. The article implements the disciplinary interaction of religious studies, applied ethics, aesthetic hermeneutics.

Problem and purpose. Assessment of the contribution of universities to the socio-economic development of regions, technological and innovative progress of industry are topical issues of the modern agenda for the modernization of higher education in the Russian Federation. The authors propose a methodology for assessing the contribution of universities to regional development from the standpoint of the ecosystem approach, which makes it possible to reconfigure the development programs of the actors of the regional ecosystem "Education – Science – Industry" in order to achieve the tasks of technological progress and socio-economic development of the region. Research methods. When determining indicators using the ecosystem concept, it was taken into account that the initial components for the work of each actor of the regional ecosystem "Education – Science – Industry" are the results of the activity of one of these components. When using the system theory in determining the groups of indicators, the process, environmental and design components of the regional ecosystem "Education – Science – Industry" were identified. Results. Eight blocks of subsystems of indicators of the university's contribution to regional development have been formed: in integration, investment processes and technological development of the region, innovative development of the region, demographic development of the region, labor market of the region, social development of the region, intellectual potential of the region, infrastructure of the region, economy of the region. The indicators of the efficiency (effectiveness) of the university ("internal" efficiency of the university) and the indicators of the university's contribution to the development of the region are distinguished. The indicators are divided into short-term (allowing to evaluate the university's contribution as the effect of the university's activities, which manifests itself within 1-2 years) and long-term (allowing to evaluate the university's contribution as the effect from the university's activities, which manifests itself in 5-7 years). The indicators are differentiated by groups (priority 1, priority 2, priority 3) taking into account the close relationship between the indicator and the indicator of the university's contribution to regional development. In the conclusion, the possibilities of practical use of the methodology for analyzing the performance of the university in the region and adjusting the programs for the development of universities in the regional ecosystem, including when assessing the effectiveness of the implementation of the Priority 2030 program, are shown.
