The paper discusses the problem of competitiveness between the rail and road transport with reference to the EU policy for sustainable development of the transport branch. The paper presents the idea of complexity of services which facilitates the development of logistic networks. The authors formulate preliminary assumptions recommended for designing and construction of multimodal hubs. Further, they describe examples of European and Polish businesses which, thanks to the consolidation of services, widened their offer of logistic capabilities. The authors highlight the need for action aiming at the reversal of the unfavorable trend and increasing the cargo flow by rail, and not road. Finally, they discuss the necessity to reform the current freight transport by rail through the construction of comprehensive supply chains.

Abstract Energy and climate issues are an essential part of the sustainable development process of the EU countries. They are also one of the primary objectives of international policy, as evidenced by their inclusion in Agenda 2030, adopted by the UN in 2015 among the Sustainable Development Goals. The implementation of these goals is also taking place in the EU countries. Although climate protection and energy transition activities have been undertaken in the EU for years, individual countries significantly vary in this regard. The aim of the research, the results of which are presented in this paper, was to analyze similarities between the EU countries in terms of sustainable energy and climate development. The analysis was conducted for all EU countries, based on 14 indicators characterizing energy and climate sustainability, in energy, climate, social and economic dimensions. Kohonen’s artificial neural networks were used for analysis. The research was conducted for data from the period between 2009-2018. The results showed that in the studied period (10 years), significant differences were found between the EU countries. A high level of energy and climate development was reported for Sweden, Denmark, Austria and France, among other states, and a low level for e.g., the Czech Republic, Poland and Bulgaria.

AbstractSustainable access to raw materials has been growing concern for the EU policy from 2008. Germany, Finland, United Kingdom, Portugal and Greece were the first European countries to introduce and develop own minerals policy (2010–2012). Each of Member State prioritized own targets, but sustainability, waste management and climate were also underlined. In 2015 the 17 Sustainable Development Goals were established and adopted in the EU policy framework to monitor and measure the social, economic and environmental aspects. Next Paris Agreement targets and climate neutral has been introduced. They have significant impact also on mining industry. Therefore the purpose of this paper is to discuss the relationship between mineral policy in chosen countries and achieving the Sustainable Development Goals and EU climate policy target. Due to limited data for mining sector the impact of mineral policy on sustainable mineral supply and CO2 emissions have been analyzed to identify the specific challenges, trends and successful factors of transition. It was shown that well developed mineral policy - in case of Finland - allow increase over 20% of production with over 20% decrease of CO2 emission. Moreover productivity in the sector in almost all analyzed country has been increased, what can show some correlation between mineral policy and SDG 12. However more detailed indicators for monitoring and assess the mineral policy on EU level and in individual country is needed, especially in contest of impact on sustainable development. It can help to provide acceptance of local society for new investment. It is a long term process which required not only significant financial capital, new technological solutions, but also trust and transparency in monitoring in implementing environmental and social aspects.

The demand for clean energy is a key global issue requiring global ideas to be implemented through local action. This is particularly important in Poland’s energy transition, since the country produces energy mainly from conventional sources, i.e., coal, gas, and crude oil. Adverse climate change caused by high emissions of the economy based on the combustion of hydrocarbons as well as the growing public awareness have made it necessary to look for new environmentally friendly energy sources. The aim of the paper is to demonstrate that the use of alternative energy sources, biomass in particular, is compatible with sustainable development policy. Eight indicators for the EU-28 and for Poland were analysed in order to verify the progress in modifying the energy mix between 2010 and 2018 in the context of implementing Sustainable Development Goals (SDGs). The analysis showed that both in the EU-28 and in Poland, the aggregated indicator taking into account the positive and negative change in the values of individual indicators improved between 2010 and 2018. In the EU-28, this indicator is higher (180.1) than in Poland (152.3). The lower value for Poland is mainly due to the fact that the main source of energy in Poland remains hard coal and lignite. However, the noticeable increase in recent years in the share of energy from renewable sources, biomass included, allows us to look with hope to a rapidly growing indicator measuring progress towards a sustainable development goal, and to improving environmental standards.

The activity of the EU in recent years to achieve this objective is based on the energy transition. The analysis of European strategies and laws show the promotion of renewable energies and energy efficiency has become a tool that is being used for the protection of the environment, the fight against climate change and the promotion of the green economy. However, given the results, the achievement of the specific objectives seems to be slowing down, so the EU must strengthen its activity to complete the energy transition. The development of the European Green Deal is going to be fundamental. RESUMEN: Uno de los objetivos del proceso de integración europea es el desarrollo sostenible. Tal y como se describe en el texto, la actividad desarrollada durante los últimos años por la UE para su logro se fundamenta en la transición energética. El análisis de las estrategias y normas europeas demuestran que la apuesta por las energías renovables y la eficiencia energética se ha convertido en la herramienta a la que se está recurriendo tanto para la protección del medio ambiente, como para la lucha contra el cambio climático y el impulso de la economía verde. No obstante, vistos los resultados, la consecución de los objetivos específicos parece ralentizarse, por lo que la UE debe reforzar su actividad para completar la transición energética. El desarrollo del Pacto Verde Europeo será fundamental para ello.

The whole world is currently struggling with one of the most disastrous pandemics to hit in modern times – Covid-19. Individual national governments, the WHO and worldwide media organisations are appealing for humanity to universally stay at home, to limit contact and to stay safe in the ongoing fight against this unseen threat. Economists are concerned about the devastating effect this will have on the markets and possible outcomes. One of the countries suffering from potential destruction of this situation is Poland. In this article we will explain how difficult internal energy transformation is, considering the long-term crisis associated with the extraction and usage of coal, the European Green Deal and current discussion on increasing the EU 2030 climate ambitions. In the face of an ongoing pandemic, the situation becomes even more challenging with each passing day.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.

Reducing inequalities for EU citizens and promoting upward convergence is one of the priorities on the agenda of the European Commission and, certainly, inequality will be a very important public policy issue for years to come. Through this research we aim to investigate EU labor market inequalities, reflected by the specific indicators proposed for Goal 8 assumed by the 2030 Agenda for Sustainable Development, based on cluster analysis for all the 27 Member States. The research results showed encouraging results from the perspective of convergence in the EU labor market, but also revealed a number of analyzed variable effects that manifested regional inequalities that were generated in the medium and long term. Based on the observations made, we want to provide information for policy-makers, business practitioners, and academics so as to constitute solid ground for identifying good practices and proposing to implement policies aimed at reducing existing inequalities and supporting sustainable development.

This perspective discusses the impact of political economy on the regulation of modern biotechnology. Modern biotechnology has contributed to sustainable development, but its potential has been underexplored and underutilized. We highlight the importance of the impacts of regulations for investments in modern biotechnology and argue that improvements are possible via international harmonization of approval processes. This development is urgently needed for improving sustainable development. Policy makers in the European Union (EU) in particular are challenged to rethink their approach to regulating modern biotechnology as their decisions have far ranging consequences beyond the boundaries of the EU and they have the power to influence international policies.
