The economic development efforts of the Papua province should focus on increasing employment opportunities and increasing investment as a stimulus to economic growth, thereby distributing community opportunities in every productivity Can be acquired for community welfare and economic development. Therefore, each autonomous region has the freedom to develop all potential and assets owned, especially the potential of natural resources that can be used as a mainstay asset in the development of regional economies in general. Therefore, it is necessary to analyze how the influence of Labour (Human Capital) and the power of investment in economic growth in Papua province (case study).The results showed that: the provision of employment opportunities in the Papua province is influenced by investment and real investment affects the provision of employment opportunities. This is because there is a lot of investment supported by the Government through a development financing budget that use more oriented to the development of sectors that are less absorbing workforce. Investment and Labour, both have no positive effect on the percapita income and economic growth.

In this study, an attempt has been made to estimate the incidences of job mismatch in Pakistan. The study has divided the job mismatch into three categories; education-job mismatch, qualification mismatch and field of study and job mismatch. Both the primary and secondary datasets have been used in which the formal sector employed graduates have been targeted. This study has measured the education-job mismatch by three approaches and found that about one-third of the graduates are facing education-job mismatch. In similar, more than one-fourth of the graduates are mismatched in qualification, about half of them are over-qualified and the half are under-qualified. The analysis also shows that 11.3 percent of the graduates have irrelevant and 13.8 percent have slightly relevant jobs to their studied field of disciplines. Our analysis shows that women are more likely than men to be mismatched in field of study. Aim of the research as follows: (1) inquisitive about variation of laws in regulating agrarian resources use, (2) function of traditional law in regulation at used of natural resources and related with existence on natural preservation-in formal law, and (3) inquiring influence outsider intervention to local institutions with the agrarian structure and relationship between expectation agrarian conflict. The unity of the study is Arfak community-as much as local community- was that administrative limited seatle in certain locations around natural preservation area of the Arfak Mountain. The trategy of the research is case study, while analysis of the data with qualitative manner. Result of the research is in the locations study beside property right of local community and movement of Arfak community from high land include at the resettlement programme. Not a problem related with economic subsistence with economic un-security because group property right community give free to the movement community for use to agriculture developing. For developing concept of forest sustainable as nit side to one side, income several NGO as well as role as institution relationship (young-shoot autonomy) for accommodation importance various party supra-village in relationship with existence natural preservation area of the Arfak Mountain and the party of local community in related of security in economic subsistence.
