Data envelopment analysis (DEA) as a nonparametric programming approach has been widely extended and applied in many areas. Conventional DEA models can well measure the efficiency of inefficient decision-making units (DMUs) but cannot further discriminate the efficient DMUs. A lot of methods are proposed to address this problem. One of the most important methods is the slacks-based measure of super-efficiency model (S-SBM model) developed by Tone in 2002. However, the projection for a DMU on the efficient frontier identified by S-SBM model may not be strongly Pareto-efficient that makes the super-efficiency score misestimated. This paper revises the usual slacks-based measure of super-efficiency by incorporating input saving and output surplus scaling factors into the objection function for measuring DMUs. We integrate SBM model and S-SBM model effectively and yield input saving and output surplus scaling factors as well as input and output slacks under only one integrated model. According to the study, the projection reference point identified by our method is strongly Pareto-efficient. Meanwhile, how each decision variable influences the efficiency score for a specific DMU is revealed and illustrated through two numerical examples and an empirical study in paper chemical mills.

According to the situation of real estate industry in different provinces and cities, the benefit is different, and the benefit of real estate industry in some regions is low. Based on the statistical data of real estate industry in various regions, this paper selects nine indicators, such as the number of enterprises, the average number of employees, the land purchase area (10000 square meters) in this year, to evaluate and analyze the benefit of real estate industry in 31 regions of China by using two-stage super efficiency model. The results show that the input-output of the real estate industry in 17 regions is effective, and the remaining 14 regions are DEA ineffective. The reasons for the inefficiency of the input-output are analyzed, and some suggestions to improve the efficiency are given.

There are a number of methods for ranking decision making units (DMUs), among which calculating super efficiency and then ranking the units based on the obtained amount of super efficiency are both valid and efficient. Since most of the proposed models do not provide the projection of Pareto efficiency, a model is developed and presented through this paper based on which in the projection of Pareto-efficient is obtained, in addition to calculating the amount of super efficiency. Moreover, the model is unit invariant, and is always feasible and makes the amount of inefficiency effective in ranking.

The environmental problems have become global issues. It is a key problem to solve in the near future for human beings to protect the survival environment and to adopt the sustainable development policy. This paper based on property theory analyzes the issues of the current eco-environmental system from the view of property right, points out the limitation of the methods through the property right and the calculation of other fees but not only the price in the market, analyzes the powerful effects when the property right is combined with financial methods from the government, and search some suitable solutions to the advantage of the sustainable development of the society. Finally, the paper analyzes the case of the property right and environmental protection in China.
