Fusarium oxysporum isolates from tomato plants displaying crown and root rot symptoms were collected in central and southern Florida and analyzed using vegetative compatibility grouping (VCG) and nuclear restriction fragment length polymorphism (RFLP) data. VCG 0094 of F. oxysporum f. sp. radicis-lycopersici, previously known only from northwestern Europe, was predominant among 387 isolates assessed. In addition, two newly described VCGs (0098 and 0099) were detected at low frequencies. Floridian VCG 0094 isolates displayed a continuum of compatibilities, which is in contrast to the three distinct subgroups previously identified among European VCG 0094 isolates. RFLP haplotypes were constructed using one repetitive and three low-copy probes. Population subdivision of VCG 0094 from various Floridian counties and from northwestern Europe (Belgium, the Netherlands, and the United Kingdom) was evaluated by analysis of molecular variance. A “natural” population structure was revealed, differentiating populations from the east and west coasts of Florida. In addition, isolates from Europe were statistically indistinguishable from the Palm Beach County, FL, population. Furthermore, gene diversity among Palm Beach County VCG 0094 isolates was more than five times greater than among European isolates. Results from both VCG and RFLP analyses strongly support the inference that the European VCG 0094 constitutes a founder population that resulted from intercontinental migration of a few isolates from Palm Beach County, FL.

The relationship between human and canine has long been a topic of interest, studied by many. It can be argued that the effect of a canine on their human is one of life's greatest and most impactful. Humane education recognizes this relationship and those of other animals in humans' lives. Humane education provides students with the background information necessary to properly treat animals, while simultaneously instilling a multitude of desired character traits that young people carry far into adult hood. During the 2014 and 2015 school year, an elementary school in The School District of Palm Beach County, Florida began implementing humane education in the classroom, as part of their environmental Green and School-wide Positive Behavior Support initiatives. Humane education curriculum implementation included visits from local author and President of The Little Blue Dog, a non-profit organization with humane treatment of animals at its core. A field trip to a Peggy Adams, a local, no-kill animal rescue was also provided for students in Grades 3rd and 4th, where students toured the facility and wrote haiku poetry about the pets that were up for adoption. Classrooms in Grades Pre-K through 5th were consistently exposed to topics and content pertaining to the proper care and treatment of animals, including critical character traits such as respect, empathy, responsibility, and kindness. As a result of the implementation of the humane education integration, the elementary school's student body further developed a culture in which the fore mentioned character traits (among others) were admired and adopted, creating a school environment in which respect and kindness were the expectation, and responsibility, a necessary must.

Abstract Coastal water bodies are impacted by watershed alterations, increased population density, modifications to inlets and shorelines, climatic periodicity, and increases in external material loads. Estuaries such as Lake Worth Lagoon (LWL) in south Florida possess all these attributes. The LWL watershed extends from the southeastern portion of Lake Okeechobee through Palm Beach County, where it meets the lagoon. Palm Beach County Department of Environmental Resources Management recognizes the social and ecological importance of the ~36 km lagoon and aims to maintain suitable water and habitat quality for all stakeholders. Recent declines and shifts of seagrass distribution along the lagoon prompted a step toward better understanding the water quality patterns of the system. In support of these efforts, this study assessed bathymetry, inflow, flushing, and water quality attributes (chlorophyll a, salinity, total nitrogen, total phosphorus, total suspended solids, turbidity) using data collected along a series of 14 midlagoon stations from 2007 to 2015. Salinity in the North Segment was higher and less variable because of proximity to Palm Beach Inlet. Although concentrations of chlorophyll a, total nitrogen, and total phosphorus correlated with freshwater inflow, turbidity and total suspended solids were not. Fast flushing of the lagoon on a scale of days likely precludes water quality issues common to many estuaries with higher resident times. However, the combination of landscape-scale water management, a shoreline that is almost 70% modified by hard structures, and changes in essential nearshore habitats, introduces new levels of uncertainty to both the understanding and management of LWL. From this study, increased knowledge of relationships among water quality parameters and their spatial and temporal variability in LWL provides points of reference from which targeted studies can be developed to explore links between environmental parameters and responses of key organisms in this unique system.

Created in 1978, the Solid Waste Authority of Palm Beach County (Authority) has developed an “award winning” solid waste management system that includes franchised solid waste collections and the following facilities to service the residents and businesses in Palm Beach County, Florida: • North County Resource Recovery Facility (NCRRF); • Residential and Commercial Recovered Materials Processing Facility; • Five Transfer Stations; • Class I Landfill; • Class III Landfill; • Biosolids Pelletization Facility; • Ferrous Processing Facility; • Woody Waste Recycling Facility; • Composting Facility; and • Household Hazardous Waste Facility. The Authority has proactively planned and implemented its current integrated solid waste management program to ensure disposal capacity through 2021. However, like many communities, the Authority anticipates continued population growth and associated new development patterns that will significantly increase demands on its solid waste system, requiring it to reevaluate and update its planning to accommodate future growth. The NCRRF, the Authority’s refuse derived fuel waste-to-energy facility, has performed very well since its start up in 1989 processing over 13 million tons of MSW, saving valuable landfill space and efficiently producing clean, renewable energy. As the NCRRF approached the end of its first 20 year operating term, it became necessary to complete a comprehensive refurbishment to ensure its continued reliable service for a second 20 year term and beyond providing for continued disposal capacity and energy production for the Authority’s customers. The Authority renegotiated and extended its operating agreement with the Palm Beach Resource Recovery Corporation (PBRRC), a Babcock & Wilcox Company, for an additional 20-year term. The Authority selected BE&K Construction Company (BE&K) and entered into an Engineering, Procurement, and Construction contract (EPC Contract) to perform the refurbishment. The Authority, with assistance from its Consulting Engineer, Malcolm Pirnie, Inc., developed the minimum technical requirements and negotiated the EPC Contract with BE&K. The design and procurement efforts were completed in early 2009 and on-site construction refurbishment activities commenced in November 2009. The refurbishment has a total estimated cost of $205 million. The refurbishment work is sequenced with the intent that one boiler train will remain operational to reduce the impact to the Authority’s landfill and maximize electrical production and revenues during the refurbishment period. This presentation will focus on the improvements to operations as a result of the refurbishment and its positive effects on the Authority’s integrated solid waste management system.

The Solid Waste Authority of Palm Beach County (Authority) has owned the North County Resources Recovery Facility (NCRRF) since 1989, producing clean, economical and renewable energy from refuse derived fuel while preserving precious landfill space. As with any facility as it approaches the end of its first 20-year operating term, the Authority found it necessary to initiate a comprehensive refurbishment to ensure its continued effective operations. The operating agreement between the Authority and the Palm Beach Resource Recovery Corporation (PBRRC), a subsidiary of Babcock & Wilcox (B&W), is set to expire concurrently with the end of the this 20-year term. The Authority acknowledged that PBRRC has unparalleled institutional knowledge of the NCRRF and, as such, took the opportunity to renegotiate its operating agreement with PBRRC for an additional 20-year term. The Authority was also able to build into the new operating agreement conditions for PBRRC to provide assistance to a third party design-builder performing the refurbishment. Additionally, understanding that B&W produced many of the key combustion unit components of the original NCRRF construction, the Authority worked into the new agreement terms for B&W to provide several essential components for the refurbishment that will be installed by the design-builder. When the refurbishment is completed in 2011, the Authority will still only have disposal capacity through 2021 with its existing landfill. To be able to keep up with rapid growth in Palm Beach County, the Authority has initiated the due diligence phase for the development of a new mass burn waste-to-energy facility and landfill that will expand the disposal capacity of the Authority’s system for more than 100 years.
