Recently construction companies and real state of SMEs sector of Dubai, reported that they have a combine shortfall of skilled staff of up to 500,000.  In addition to that, recently tourism industry of UAE, one of the most dominating service sectors also reported the severe shortage of qualified hospitality staffs. The shortage of workforce in the industry is one of the major causes of unfair distribution of work load and also an unjust compensation and reward system in the overall industry.  The supply and demand of workforces is also one of the crucial predictor factors for job satisfaction and may lead to quit their job or to migration.While examining the various factors that may affect employee’s intention to leave, many research findings confirmed that job satisfaction caused the highest variance on to leaving intention.  To get the deeper analysis of the job satisfaction and its impact on employee’s intention to leave, many researchers argued that there were many facets of job satisfaction that may cause the leaving intentions and therefore job satisfaction has been considered a variables composed of multiple factors. It is evident that there are many studies had been conducted to examine the relationship between job satisfaction and employees leaving intentions. However, not many studies on the same line have been fully addressed in small and medium size firms in UAE working setting and also most of the studies sampling strategies had focused in industries in developed economies.  Therefore, it is believed to be a gap in the literature in the context of the job satisfaction and intent to leave in SMEs.

Climate change has now become a reality that has intensified the sufferings of people living in arid ecosystems. Decrease in rainfall, rise in temperature and increase in the frequency of extreme events are some of the changes observed in the semi-arid desert of district Tharparkar. For thousands of years, people of Tharparkar are coping with drought and aridity of the land by using indigenous knowledge. However, global changes in the climatic pattern and deterioration of social and economic conditions have pushed the inhabitants of this arid region into extreme vulnerable situation. This paper investigates the link between climate-induced natural disasters, particularly drought, from the perspective of changing climate patterns which have resulted in food insecurity and water scarcity. The paper analyses the rainfall pattern in the last 38 years—dividing it into two periods i.e. from 1975-1994 and 1995-2014. The findings of the paper have challenged the prevailing notions about aridity and rainfall patterns in Tharparkar district. The research found that there is an increase in average annual precipitation in the district with erratic patterns. Thus, the nature of drought in the district has changed from its historic pattern of less or no rainfall to more but erratic rainfall that is more threatening to livelihoods of the people that in turn have multiplier effect on water and food insecurity. In particularly, women are more vulnerable in the absence of social security and lack of basic necessities for their survival amidst drought. For instance, traditionally the burden of managing water resources falls on women, which leads to an increased work load during the time of drought and also water scarcity. Introduction.The study is aimed to determine possible use of vocal signal analysis for diagnosis of functional states in air traffic control operators, with justifying selection of informative parameters of intonation structure of speech.Materials and methods.Experiments on semi-natural simulator complex with participation of 16 air traffic male dispatchers modelled occupational activity of air traffic dispatcher with moderate (6 aircrafts controlled) and intense (7–12 aircrafts controlled) work load. Duration of simulated working shiftwas 6 hours. Registration covered characteristics of main vocal tone of the examinees, with calculation of 8 jitter-factors that portrayed mirco-changes of main vocal tone curve and 2 tremor indices disclosing periodic waves of 4–16 Hz in main vocal tone curve. Functional state of the dispatchers was assessed via cardiac rhythm parameters. Reliability and work capacity of the dispatchers corresponded to correct radio traffi c, changes in threshold of reception and transfer of aircrafts in number of allowable dangerous approach of aircrafts, time to detection of input aircraft’s deviation from preset flight line.Results and discussion.According to analysis of the experiments results, some parameters of the main vocal tone carried significant changes both in first (simulated moderate work load) and second (simulated intense work load) experimental series.The data obtained prove lower level of psychic regulation of the dispatchers’ occupational activity during 3rd to 5thhours of “working shift” in the first experimental series and from 2nd to 4thhours of the second experimental series, due to decreased psychophysiologic resources and developing fatigue.Conclusion.Studies of changes in indicators of intonation structure of speech in occupational activity of air traffic dispatchers demonstrated that using such indicators provides adequate diagnosis of the functional state. The most informative indicators are average value, histogram asymmetry and excessive frequency of main vocal tone, duration of pauses between words of the dispatchers’ commands and fi ft h jitter-factor.

Abstrak Inovasi merupakan suatu hal penting yang harus dimiliki oleh sebuah organisasi pemberi layanan sektor publik. Instansi pemerintah sebagai pemberi layanan dituntut memiliki inovasi untuk meningkatkan kualitas pelayanan kepada masyarakat. Penelitian ini bertujuan untuk membandingkan inovasi pelayanan sektor publik di RSUD Prof. Margono dan Lembaga Permasyarakatan Nusakambangan Cilacap. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Temuan dalam penelitian ini adalah: 1). Kurangnya personil pegawai yang sesuai dengan tugas dan fungsinya; 2). Kuangnya kesejahteraan pegawai sehingga kinerja pegawai rendah dan tidak berkualitas; 3). Pegawai berpendidikan rendah sehingga tidak sesuai dengan beban tugas dan fungsinya. Rekomendasi untuk kedua Lembaga sector public tersebut dalam penelitian ini adalah: 1). Penambahan personel pegawai sesuai dengan tugas dan fungsinya sehingga cakupan kewenangannya luas; 2) Lebih memperhatikan kesejahteraan pegawai sehingga pegawai termotivasi untuk bekerja dengan baik dan berkualitas; 3) Memberikan Kemudahan kepada pegawai yang ingin melanjutkan pendidikannya kejenjang yang lebih tinggi sehingga kualitas Pendidikan personel lebih seimbang dengan beban kerja. Kata Kunci: Inovasi, Pelayanan, SektorPublik   Abstract Innovation is an important thing that must be owned by an organization that provides public sector services. Government agencies as service providers are required to have innovations to improve the quality of services to the community. This study aims to compare public sector service innovations in hospitals. Prof. Margono and the Nusa kambangan Penitentiary. The research method used is descriptive qualitative method. Data collection techniques through interviews, observation, and documentation. The findings in this study are: 1). Lack of employee personnel in accordance with their duties and functions; 2). The lack of employee welfare so that employee performance is low and not qualified; 3). Employees have low education so that it is not suitable with their work load and function. The recommendations for the two public sector institutions in this study are: 1). The addition of employee personnel in accordance with their duties and functions so that the scope of their authority is broad; 2) Pay more attention to employee welfare so that employees are motivated to work well and quality; 3) Providing convenience to employees who want to continue their education to a higher level so that the quality of personnel education is more balanced with the workload.
