Cycling and general sustainable mobility has become a topical issue around Europe, and gradually also in Latvia, including Valmiera – a medium size town, which is a research-base for this study where the governance and development of the municipal cycling infrastructure is analysed. The rapid growth of cycling in Valmiera not only highlights some deficiencies in urban infrastructure developments, but also reveals the management problems: the expectations and needs of users of different means of transportation and also pedestrians are not met. Looking towards solving various cycling development issues, it is necessary, first of all, to develop an understanding of system’s approach and the systemic governance of the cycling infrastructure. The urban transport/mobility system must be developed as a whole, integrating cycling mobility in it as an independently and continuously developing component, promoting a process of cooperation between all parties involved. Thus, to facilitate the cycling mobility of inhabitants in Valmiera, the involvement/participation of all the interested parties shall be pro-actively communicated – informed, educated/trained, pro-cycling behaviour encouraged. During this integrative case study, both quantitative and qualitative research methods were applied complementary: analysis of documents, infrastructure observations in the town with photo documentation, survey of inhabitants, also in-depth semi-structured interviews with open-ended questions. Additionally, a participatory observation was conducted through participation in cycling activities, forums, working groups, etc., elaborating suggestions for the municipal planning document - Transport Infrastructure Development Concept of Valmiera.

Purpose – The governance of the relationship between humans and the biophysical world has been based on a paradigm characterized by dualistic thinking and scientism. This has led to the Anthropocene. The purpose of this paper is to reframe human-biosphere governance in terms of “cyber-systemics”, a neologism that is useful, the authors argue, not only for breaking out of this dualistic paradigm in human-environmental governance but also of the dualism associated with the use of systems and cybernetics. Design/methodology/approach – In this paper the authors draw on their own research praxis to exemplify how the intellectual lineages of cybernetics and systems have been mutually influencing their doings, and how new forms of governance practices that explore different framing choices might contribute to building innovative governance approaches attuned to the problematique of the Anthropocene, for instance through institutional designs for cyber-systemic governance. Findings – The growing popularity of the Anthropocene as a particular framing for the circumstances, if it is to transformative and thus relevant demands informed critique if it is to help change the trajectory of human-life on earth. The authors offer arguments and a rationale for adopting a cyber-systemic perspective as a means to avoid the dangers in pursuing the current trajectory of our relationship with the biophysical world as, for example, climate change. The essay frames an invitation for a systemic inquiry into forms of governance more suited to the contemporary circumstances of humans in their relationships with the biophysical world. Research limitations/implications – The research essay challenges many taken-for-granted epistemological assumptions within the cybernetics and systems intellectual communities. A case for radical change is mounted; the means to effect this change, other than through changes in discourse remain unclear though it is apparent that changes to praxis and institutional forms and arrangements will be central. Practical implications – Cyber-systemic capabilities need to be developed; this requires investment and new institutions that are conducive to cyber-systemic understandings and praxis. Originality/value – Understanding the global environmental crisis as an emergent outcome of current commitments to dualistic governance choices demands a reframing of much of what humans have done, re-investment in cyber-systemics offers a moral and practical response.

Globally ‘sustainable agriculture’ is increasingly recognized as central to addressing many of our pressing environmental and social issues with current efforts towards ‘sustainable agriculture’ being pursued by numerous global institutions. Johan Rockström’s impactful address ‘Beyond the Anthropocene’ to the World Economic Forum in early 2017 (Rockström, 2017) emphasized the need for humanity to remain in the Holocene for our modern human survival, highlighting ‘sustainable agriculture’ and ‘sustainable forestry’ as fundamental prerequisites to succeed in our transformation to sustainability through planetary stewardship. It is unclear, however, what exactly ‘sustainable agriculture’ is or who will deliver this important public good for humanity. This commentary highlights the significant challenges and collaborative opportunities for developing systemic approaches of governance of ‘sustainable agriculture’ at the farm, nation and international level that could deliver at least six of the Sustainable Development Goals.

Dual vocational education and training (VET) with social partner involvement in its governance can typically be found in collective skill formation systems. This article reviews the diversity of collective skill formation systems with a particular focus on their systemic governance. In particular, we look at the actors involved as well as how the systemic governance is organised in terms of corporatist decision-making bodies. The article shows that there are important cross-national differences. First, the social partners do not always participate in the decision-making at the political-strategic level. Second, social partner involvement is not always on equal terms (parity), with trade unions in some cases being less strongly involved. Third, differences in VET governance are particularly pronounced at the technical-operational level. Empirically, the article focuses on the five prototypical collective skill formation systems Austria, Denmark, Germany, the Netherlands and Switzerland.

Purpose – The purpose of this paper is to address questions related to public service delivery. Specifically, the authors note that existing research relating to public services is usually based on a number of oversimplifications, and that a novel conceptual understanding of change management practices related to public services is necessary. As such, the authors base the argument on the observation that the notion of public services has evolved into one of service systems, which call for new kinds of conceptual and theoretical approaches in order to understand this transformational shift. Design/methodology/approach – This paper is intended to be inherently interdisciplinary – meaning that the authors discuss systemic governance challenges in a specific context (public service) relating this notion to a body of literature that is relevant to this context, though one which has not previously been used in this way (e.g. Modern Systems Theory, New Public Management and New Public Governance). This paper highlights the ongoing discussion on service-dominant logic and links these discussions to the framework of public services. The notion of public services is inherently under-theorised in the service science literature and thus presents a unique and important area for future inquiry. Findings – The paper provides three main conclusions. The first concerns the new understanding of public services as an embedded part of the service economy when looking at service delivery from the organisational viewpoint – and also from the viewpoint of service users. Public service systems operate in a world of open systems which are more or less difficult to govern and manage. Second, the emergent systemic governance changes will be both pervasive and profound. These changes cannot, however, be understood only in economic terms; only by adopting a wider societal standpoint can they be fully appreciated. Such changes include, for instance, gene technology, robotics, informatics and nanotechnology and they cover various technological fields. Third, systemic adaptability requires new leadership and management styles. Future governance, leadership and management models must therefore be agile and adaptive to complex changes. Practical implications – Based on this paper, potential future research topics include, analysing the role of public services as a delivery mechanism for public policies from the perspective of the coherence of public policies, to leadership models, forecasting methods and decision-making in service systems, the capacity of public service systems to adapt to systemic governance challenges, co-ordination in service organisations and service systems, service delivery mechanisms adopted at the service organisation level, touch-points between service staff and service users and the accountability functions of public service systems. Originality/value – Public service systems clearly face new challenges, challenges that are not adequately addressed by the currently dominant paradigmatic approaches such as NPM and New Public Governance. The connection between the challenges posed by systemic governance and their impact on public service systems has not been adequately analysed thus far, either theoretically or empirically.

Criminal law regulators face difficulties in adapting to technological change. They must often operate in environments of significant uncertainty, with changing policy aims and legislative provisions that fail to ‘move with the times’. Rather than engaging with robust, let alone radical theoretical examination of their actions and structure, regulatory organisations struggle to enforce laws in communities affected by technological or systemic change, often leading to claims of overcriminalisation, inadequacy, regulatory overreach or inconsistency. This article suggests that dealing with disruptive criminality solely through legal instruments is a policy failure. Instead, a radical new framework is proposed, embedded in cybernetics (a transdiscplinary approach to exploring regulatory systems). Such a framework — systemic governance — offers a substantially altered way of managing regulatory relationships that resists disruptive change and challenges regulators to find new ways of engaging with the population they seek to influence.
