The problem of power decentralization is up to date in a modern political science. We can trace its historical genesis first in European and further in the USA political ideas. Decentralization of power was considered along with the study of a perfect state system, civil society and local self-government. It is argued that the major part of successful process of power decentralization in the Western Europe was due to the idea nature for their political culture. The article attempts to retrace the history of the idea of power decentralization. As a background of the investigations of such thinkers as J. Bodin, J. Althusius, J. Locke, J.-J. Rousseau, C.-L. Montesquieu, R. Owen, C. Fourier, J. S.Mill, T. Jefferson, A. de Tocqueville and M. Dragomanov were thoroughly investigated. The paper also considers the modern definitions of power decentralization. Likewise the value of structural functionalism, symbolic interactionism and constructivism are argued in terms of further surveys of power decentralization. To conclude, the author opines that civil servants training, their theoretical teaching and moral education have to become the main objectives in perspective investigations. Furthermore, the success of power decentralization depends not only on devoting authority by central government, but also on capacity of its implementation by deputies on the local level. How is the Ngompen Ningkeb Ceremony Procession in Banjar Kebon, Pakraman Blahbatuh Village, Blahbatuh District, Gianyar Regency? 2). What is the function of Ngaben Ningkeb Ceremony in Banjar Kebon, Pakraman Blahbatuh Village, Blahbatuh District, Gianyar Regency? 3). What is the philosophical meaning contained in Ngompen Ningkeb Ceremony at Banjar Kebon, Pakraman Blahbatuh Village, Blahbatuh District, Gianyar Regency? With the aim of research can implement the science of religion obtained in the life of the community and know in general about the Procession, Functions and Meaning philosophical related Ngaben Ningkeb Ceremony.</em></p><p><em>This research is discussed using several theories, among others, Religious Theory, is used because this research includes the research of Religion, Structural Functionalism Theory, used to dissect the problems related to Ngaben Ningkeb Ceremony, and Symbol Theory, is used to study the meaning of Philosophy. This type of research is qualitative research with primary data source from the field that is by observation and interview while secondary data obtained through documentation technique.</em></p><p><em>The results of the study as follows: 1). A. The initial procession Ngaben ningkeb ceremony, among others: Nyamuh, Matur Piuning, Mapajati, Ngulapin and Nyiramin. B. Ningkeb peak procession among others: Nedunin Sawa, Towards Setra, Sprinkle various types Tirta, Ngeseng Sawa, and last Ningkeb. C. The process after the implementation of Ngaben Ningkeb, among others: Mapegat and Mecaru. 2). Function Ceremony Ngaben Ningkeb include: A. Sustainability Function, where Ngingken ningkeb ceremony can be practically can be a ceremony that deserves to be preserved because in every process is something sacred and different with Ngaben in general. B. The return function of Sanghyang Panca Mahabhuta, which outlines the elements of Panca Mahabhuta in this great realm and usher Atma (Spirit) into Pitra nature by deciding Atma's love with his world. C. Purgatory function, in this case, purification is intended as a main foundation that should be put forward in the process Ngaben ningkeb ceremony. 3). And the meaning contained in Ngingken ningkeb ceremony is a philosophical meaning, where the conception of sarira is used as the meaning of philosophy Ngaben ningkeb is the conception of Sarira according to Wrhaspati Tattwa. And the meaning of Return Panca Mahabhuta, where basically all will return by itself although not done ceremony Ngaben, but it takes a very long time, hence from cultivated to return by cremation (Ngaben).</em></p>

This study discusses the practice of the bombon system which is a tradition of the Kadazandusun community. The bombon system is a method of conservation of freshwater fish that has been practiced by the Kadazandusun since the time of their ancestors. Through this practice, the Kadazandusun community can preserve their environment, while at the same time ensuring a continuous source of fish. The bombon tradition is based on the traditional beliefs and customary laws of the Kadazandusun people. The bombon system shows the local wisdom of the Kadazandusun community towards the environment and in human relations. The problem around which this study is centred relates to the structural functionalism of the bombon system in the life of the Kadazandusun community. The objective of this study is to look at the function and role of the practice of the bombon system in the life of the Kadazandusun community. This study was conducted via field study, employing interviews, participatory observations and document research. The results show that the bombon system and the Kadazandusun community are functional and support each other’s survival. The practice of the bombon system becomes a functional aesthetic requirement for the community of bombon practitioners, furthering its role as a contributor to the values and culture of the practitioner community. The practice of the bombon system, which highlights many implicit and explicit positive effects in the life of the Kadazandusun community, proves that the practice is functional and continues to be relevant to the life of the community today.


The article focuses on identifying contradictions of functionalist oriented sociological thought, which accumulates various tendencies that determine the ways and styles of sociological theorizing. In particular, an analysis of the link between the life and creative biography of Tolcott Parsons as one of the founders of structural functionalism, their influence on the way and style of his sociological thinking. From the point of view of the authors of the article, T. Parsons' autobiography suggests that the liberal way of thinking was natural to the American scientist. It is this method that has found its adequate reflection in his scientific work and determined the thinking style of one of the most prominent representatives of structural functionalism. It is emphasized that, in response to the accusations of violating the "balance between succession and opportunism" in his "intellectual history", T. Parsons raised questions that did not resolve this contradiction but significantly exacerbated it. Similar situations are classified by a number of intellectuals as schizophrenic in the culture of late capitalism. But they have their logic, based on the rules of which theorists offer different ways of getting out of contradictory social situations that provide temporary success, while creating the effect of their delayed exacerbation. It is emphasized that in the works of T. Parsons the contradiction between “social” and “societal” is realized but not resolved, where “societal” requires development and “social” requires order. It is proved that the functionalist style of sociological thinking creates the illusion of the possibility of its solution by the method of undeclared refusal to develop in the name of order, which, in turn, leads to a radical rejection of the principle of rationalism.

The degree to which engineering and social justice as fields of practice are (in)commensurable remains an open question. To illuminate important dimensions of that question, we explore intersections between those fields and two macro-sociological frameworks. Those theoretical frameworks—structural functionalism and social conflict—represent contrasting perspectives on how society should be organized. Specifically, we reveal conceptual alignments between structural functionalism and engineering/engineering education and between social conflict and social justice. Those alignments suggest some salient potential catalysts for tensions between engineering and social justice and provide a useful ideological mirror for reflection by all who are committed to the engineering profession and/or to social justice.
