For the first two years of the war the French government drew up no programme of its war aims. When the cabinet began to consider its aims in Europe during the summer of 1916, it still avoided serious discussion of war aims overseas. Faced with the overwhelming preoccupations of the Western Front, the government paid little heed to the future of the Empire. Such war aims as France possessed outside Europe by the time of the armistice were arrived at in two ways: first, by ad hoc agreenebts with her allies in the Middle East and in West Africa, agreements forced on the government by the course of the war; secondly, by a commission d'étude established in 1918 to prepare for the peace conference, a commission from which ministers were excluded. The colonial war aims that emerged in these two separate ways were the product not of the French cabinet but of the parti colonial and its sympathizers within the foreign and colonial ministries.

AbstractThis paper describes and critically reflects on a participatory policy process which resulted in a government decision not to introduce genetically modified (GM) cotton in farmers’ fields in Mali (West Africa). In January 2006, 45 Malian farmers gathered in Sikasso to deliberate on GM cotton and the future of farming in Mali. As an invited policy space convened by the government of Sikasso region, this first-time farmers' jury was unique in West Africa. It was known as l’ECID—Espace Citoyen d’Interpellation Démocratique (Citizen’s Space for Democratic Deliberation)—and it had an unprecedented impact on the region. In this Deliberative and Inclusive Process (DIP), the ECID combined the citizens’ jury method with indigenous methods for debate and dialogue, including the traditional African palaver. The ECID brought together male and female producers representing every district in the Sikasso region of southern Mali, specialist witnesses from various continents and a panel of independent observers, as well as resource persons and members of the national and international press and media. As an experiment in deliberative democracy, the ECID of Sikasso aimed to give men and women farmers the opportunity to share knowledge on the benefits and risks of GM cotton, and make policy recommendations on the future of GM technology in Malian agriculture. Designed as a bottom-up and participatory process, the ECID’s outcomes significantly changed national policy on the release of GM technology and have had an enduring influence in Mali. In this paper, we describe our positionality as action researchers and co-organisers of the ECID. We explain the methodology used for the ECID of Sikasso and critically reflect on the safeguards that were put in place to ensure a balanced and trustworthy deliberative process. The ECID and its key outcomes are discussed in the context of the political economy of GM cotton in West Africa. Last, we briefly highlight the relevance of the ECID for current international debates on racism in the theory and practice deliberative democracy; the production of post-normal transdisciplinary knowledge for technology risk-assessments; and the politics of knowledge in participatory policy-making for food and agriculture.

French colonial history, during the last twenty years of the nineteenth century, was marked by two significant developments—a steady devolution of executive power from Paris to administrators abroad, and the creation of the Ministry for the Colonies in 1894. The basic reason for these changes was simply pressure of work. As communications with an expanding empire improved, the tendency to over-centralize the management of colonial affairs placed an excessive burden on the colonial section of the Ministry for the Navy. The appointment of an Under-Secretary of State for the Colonies who was responsible to a variety of ministers in the 1880's had provided no solution to the volume of business brought from Africa and Asia by the cable and the mail-steamer. Indeed, the example of Algeria where officials had been closely bound to government departments in Paris since 1871 had showed that the formulation of coherent colonial policy under these conditions was too often frustrated by divided responsibilities and changing politicians. Towards the zenith of French expansion, therefore, a single ministry took charge of all, territories except North Africa; and its first task was to apply to other areas the framework of federal administration set up in Indo-China some eight years previously. No longer were the colonies dependent for directives on a sub-department of the French Navy that had founded and protected them. The heterogeneous posts and annexed territories were grouped, as far as pacification and diplomatic conventions would permit, under governors-general who were at once military pro-consuls of empire and civil representatives of republican presidents.

Nadat Hitler in oktober 1939 beslist had een aanval in het Westen te ondernemen, werden in Keulen twee studiegroepen opgericht, die het toekomstig bezettingsregime van België en Nederland moesten voorbereiden. Er was een studiecommissie die geleid werd door de toekomstige leider van het Duits Militair Bestuur in België, Regierungspräsident Reeder, en daarnaast bestond een geheime studiegroep die de Sondergruppe Student werd genoemd. Deze bijdrage belicht het voorbereidend werk van de leden van deze studiegroep op het gebied van handel, industrie, recht, Volkstum en cultuur in België. De groep legde een grote belangstelling voor de Flamenfrage aan de dag en trok daarbij lessen uit de ervaringen met de bezetting van België tijdens de Eerste Wereldoorlog. Ofschoon er van diverse zijden in Duitsland werd op aangestuurd, hebben zowel de 'commissie Reeder' als de Sondergruppe de wederinvoering van de bestuurlijke scheiding van het Vlaams en Franstalig landsgedeelte, één van de 'verworvenheden' van het Vlaams activisme uit 1914-18, beslist afgewezen. De bijdrage laat ook de tegenstellingen zien die in Duitsland bestonden op het gebied van de beïnvloeding (ten voordele van Duitsland) in de te bezetten gebieden. ________ A German network in the preparation of the Militärverwaltung (Army administration) in Belgium (1939-1940)After Hitler had decided in October 1939 to carry out an attack on the West, two study groups were set up in Cologne in order to prepare the future occupational regime of Belgium and the Netherlands.  The future leader of the German Army Administration in Belgium, President of the Government Reeder chaired the study group, and in addition there was a secret study group called the Sondergruppe Student (Special Student Group).This contribution illuminates the preparatory work of the members of this study group in the area of trade, industry, law, Volkstum (nationality) and culture in Belgium. The group demonstrated a lot of interest in the Flamenfrage (Flemish question) and in doing so drew lessons from the experience of the occupation of Belgium during the First World War.Although people from various quarters in Germany aimed for the reintroduction of the governmental separation between  the Flemish and French speaking parts of the country, one of the 'achievements' of Flemish activism from the period of 1914-1918, both the 'Reeder committee' and the 'Sondergruppe' definitely dismissed it. This contribution also demonstrates the contradictions present in Germany in the area of influencing the territories to be occupied (in favour of Germany).

BACKGROUND In the span of COVID-19, the mortality rate has been different from one country to another. As a country in the Middle East Iraq has a critical position, lies between Iran and Turkey while both countries coronavirus cases increase on daily basis, while Iranian mortality rate record is high similar to Turkey. After Wuhan city of China, Lombard of Italy, Qum city in Iran has the highest number of COVID-19 as a first country in the Middle East. OBJECTIVE aim of this study is to show the effect of BCG vaccine during pandemic diseases, especially nowadays at the time of COVID-19. One of the crucial observations is the government preparedness and strategic planning prior pandemics, in which the BCG vaccine is an attenuated live vaccine for control of tuberculosis (TB). BCG vaccine has a non-specific immune effect that is used against pathogens like bacteria and viruses, through the promotion of pro-inflammatory cytokines' secretion. METHODS An epidemiological study has been performed, and it shows that some countries are more prone to contagious diseases like COVID-19, regardless of the main cultural, religious, societal similarities among the three mentioned countries. The information data has been collected from WHO reports and worldometer in 18 February 2020 to 10 May 2020. Regarding the efficacy of the BCG vaccine, relevant data has been retrieved from Google scholar, Pub-med and BCG world-atlas. RESULTS COVID-19 mortality rates are at peak in Iran and Turkey while the mortality rate is very low in Iraq, while the patients that died in Iraq all had history of other long-term diseases as heart disease, blood pressure, cancer etc. CONCLUSIONS From the experiences of the three countries in the life span of COVID-19, the historical plan of BCG vaccine in Iraq in cooperation with WHO since the last decades it shows that COVID-19 mortality rate is lower than other countries due to the early vaccination of the Iraqis, otherwise Iraq is more fragile than Iran and Turkey due to the poor conditions of Iraq in terms of economics, politics, war and other aspects.

Taking the majority of its examples from the Salon of 1872, this article explores the extent to which official intervention was effective in eliminating from the exhibition potentially inopportune representations of the Franco-Prussian War. The withdrawal of a certain number of works deemed to risk offending the Prussians coincided with the very moment the French government was trying to negotiate the departure of occupying enemy troops under the terms of the May 1871 Treaty of Frankfurt. It initiated, or reignited, a debate about censorship during the course of which art criticism was itself politicized. Drawing on information in the Salon catalogue and analysing the reviews of the exhibition which appeared in the Parisian press, the article takes issue with much scholarship to date. In particular, it demonstrates how the interpretation of artistic works on display is inflected by polemical and ideological determinants. What emerges from this is precisely the incipient revanchard discourse which the government had hoped to suppress.

Even senior management teams could be targeted in executive education programs, as this case provides a detailed procedure and methodology that is also used by companies (multinational corporations and small- and medium-sized enterprises) to develop strategies on corporate and functional levels. Case overview A group of five senior executive teams of different Swiss luxury and lifestyle companies wanted to enter the Middle East market. To figure out the optimal market entry and operating strategies, the senior executive team approached the Head of the Swiss Business Hub Middle East of Switzerland Global Enterprise, Thomas Meier, in December 2012. Although being marked with great potential and an over-proportional growth, the Middle Eastern luxury market contained impediments that international firms had to take into consideration. Therefore, Thomas had to analyze the future outlook for this segment of the Middle East retail sector to develop potential strategies for the five different Swiss luxury and lifestyle companies to potentially operate successfully in the Middle East luxury and lifestyle market. Expected learning outcomes The study identifies barriers and operations challenges especially for Swiss and other foreign luxury and lifestyle retailers in the Middle East, understands the future (2017) institutional environment of the luxury and lifestyle retail sector in the Middle East and applies the institutions-resources matrix in the context of a Swiss company to evaluate the uncertainties prevailing in the Middle East luxury and lifestyle retail sector. Engaging people in preparing for inevitable climate change may help them to improve their own safety and contribute to local and national adaptation objectives. However, existing research shows that individual engagement with adaptation is low. One contributing factor to this might be that public discourses on climate change often seems dominated by overly negative and seemingly pre-determined visions of the future. Futures thinking intends to counter this by re-presenting the future as choice contingent and inclusive of other possible and preferable outcomes. Here, we undertook storytelling workshops with participants from the West Yorkshire region of the U.K. They were asked to write fictional adaptation futures stories which: opened by detailing their imagined story world, moved to events that disrupted those worlds, provided a description of who responded and how and closed with outcomes and learnings from the experience. We found that many of the stories envisioned adaptation as a here-and-now phenomenon, and that good adaptation meant identifying and safeguarding things of most value. However, we also found notable differences as to whether the government, local community or rebel groups were imagined as leaders of the responsive actions, and as to whether good adaptation meant maintaining life as it had been before the disruptive events occurred or using the disruptive events as a catalyst for social change. We suggest that the creative futures storytelling method tested here could be gainfully applied to support adaptation planning across local, regional and national scales.
