I write this piece as Iraq, following Syria, descends into a civil war that is undermining the post–World War I state system and reconfiguring regional and transnational networks of mobilization and instrumentalizations of violence and identity formation. That the Middle East has come to this moment is not an inevitable product of the artificiality of national borders and the precariousness of the state system. It is important to avoid this linear narrative of inevitability, with its attendant formulations of the Middle East as a repository of a large number of absences, and instead to locate the current wars in a specific historical time: the late and post–Cold War eras, marked by the agendas of the Washington Consensus and the globalization of neoliberal discourses; the privatization of the developmental and welfare state; the institutional devolution and multiplication of security services; and the entrenchment of new forms of colonial violence and rule in Israel and Palestine and on a global scale. The conveners of this roundtable have asked us to reflect on the technopolitics of war in the context of this particular moment and in light of the pervasiveness of new governmentalities of war. What I will do in this short piece is reflect on the heuristic and methodological possibilities of the study of war as a form of governance, or what I call the “government of war,” in light of my own research and writing on Iraq.

This chapter explores movement and circulation across the Mediterranean and seeks to contribute to a history of proto-nationalism in the Maghrib and the Middle East at a particular moment prior to World War I. The discussion is particularly concerned with the interface of two Mediterranean spaces: the Middle East (Egypt, Ottoman Empire) and North Africa (Morocco), where the latter is viewed as a case study where resistance movements sought external allies as a way of compensating for their internal weakness. Applying methods developed by Subaltern Studies, and linking macro-historical approaches, namely of a translocal movement in the Muslim Mediterranean, it explores how the Egypt-based society, al-Ittihad al-Maghribi, through its agent, Aref Taher, used the press as an instrument for political propaganda, promoting its Pan-Islamic programme and its goal of uniting North Africa.

This article examines the functions and the significance of picture postcards during World War I, with particular reference to the war in the Ottoman Lands and the Balkans, or involving the Turkish Army in Galicia. After the principal types of Kriegspostkarten – sentimental, humorous, propaganda, and artistic postcards (Künstlerpostkarten) – have been presented, the different theatres of war (Balkans, Galicia, Middle East) and their characteristic features as they are reflected on postcards are dealt with. The piece also includes aspects such as the influence of Orientalism, the problem of fake views, and the significance and the impact of photographic postcards, portraits, and photo cards. The role of postcards in book illustrations is demonstrated using a typical example (F. C. Endres, Die Türkei (1916)). The specific features of a collection of postcards left by a German soldier who served in Turkey, Syria, and Iraq during World War I will be presented at the end of this article.

In the 20th century Assyrians living in Diaspora have increased their search of identity because of the social and political conditions of their present countries. In doing so, they utilize the history by picking up certain events which are still kept fresh in the collective memory of the Assyrian society. World War I, which caused a large segment of the Assyrians to emigrate from the Middle East, has been considered as the milestone event of their history. They preferred to use and evaluate the circumstances during WW I in terms of a genocidal attack of the Ottomans against their nation. This political definition dwarfs the promises which were not kept given by their Western allies during the war for an independent Assyrian state. The aspects of Assyrian civilization existed thousands of years ago as one of the real pillars of their identity suffer from the artificially developed political unification around the aspects of their doom in WWI presented as a genocidal case. Additionally, this plays an efficient role in removal of existing religious and sectarian differences for centuries among Assyrians. This paper aims at showing in the framework of primary sources how Assyrian genocidal claims are being used pragmatically in the formation of national consciousness in a very effective way. Not the Assyrian civilization but their constructed history in WWI is used for the formation of their nation definition.

The article examines the initial period of the mandate administration of Iraq by Great Britain, the anti-British uprising of 1920. The chronological framework covers the period from May 1916 to October 1921 and includes an analysis of events in the Middle East from May 1916, when the secret agreement on the division of the territories of the Ottoman Empire after the end of World War I (the Sykes-Picot agreement) was concluded before the proclamation of Faisal as king of Iraq and from the formation of the country՚s government. This period is a key one in the Iraqi-British relations at the turn of the 10-20s of the ХХ century. The author focuses on the Anglo-French negotiations during the First World War, on the eve and during the Paris Peace Conference on the division of the territory of the Ottoman Empire and the ownership of the territories in the Arab zone. During these negotiations, it was decided to transfer the mandates for Syria (with Lebanon) to the France, and Palestine and Mesopotamia (Iraq) to Great Britain. The British in Iraq immediately faced strong opposition from both Sunnis and Shiites, resulting in an anti-English uprising in 1920. The author describes the causes, course and consequences of this uprising.

This article examines how the historical memory of World War I emerged and developed in Russia, and also compares it to how Europeans have thought about the conflict. The author argues that the politics of memory differed during the Soviet and post-Soviet periods. In the wake of the 1917 Revolution, Bolshevik efforts to re-format the memory of the Great War were part of its attempt to create a new society and new man. At the same time, the regime used it to mobilize society for the impending conflict with the 'imperialist' powers. The key actors that sought to inculcate the notion of the war with imperialism into Soviet mass consciousness were the Central Committee of the Bolshevik Communist Party, the Department of Agitation and Propaganda, and, in particular, the Red Army and Comintern. The latter two worked together to organize the major campaigns dedicated to war anniversaries, which were important both to reinforce the concept of imperialist war as well as to involve the masses in public commemorations, rituals and practices. The Soviet state also relied on organizations of war veterans to promote such commemorative practices while suppressing any alternative narratives. The article goes on to explain how, under Stalin, the government began to change the way it portrayed the Great War in the mid-1930s. And after the Second World War, Soviet politics of memory differed greatly from those in the West. In the USSR the Great Patriotic War was sacralized, while the earlier conflict remained a symbol of unjust imperialist wars.

Is the Middle East on a path to regional war? One hundred years after the conclusion of World War I, many of the same factors the preceded wars in Europe seem to be in place in the region today: increased arms sales, social and political unrest, and increasing conscription. This paper examines the similarities and differences between the Middle East today and the Europe of 1914. It also analyzes key variables to develop scenarios that could lead to peace or war in the region.

Following Austria’s annexation by the Third Reich, the NPEA authorities were eager to pursue every opportunity to found new Napolas in the freshly acquired territories of the ‘Ostmark’. In the first instance, the Inspectorate took over the existing state boarding schools (Bundeserziehungsanstalten/Staatserziehungsanstalten) at Wien-Breitensee, Wien-Boerhavegasse, Traiskirchen, and the Theresianum. Secondly, beyond Vienna, numerous Napolas were also founded in the buildings of monastic foundations which had been requisitioned and expropriated by the Nazi security services. These included the abbey complexes at Göttweig, Lambach, Seckau, Vorau, and St. Paul (Spanheim), as well as the Catholic seminary at St. Veit (present-day Ljubljana-Šentvid, Slovenia). This chapter begins by charting the chequered history of the former imperial and royal (k.u.k.) cadet schools in Vienna, which were refashioned into civilian Bundeserziehungsanstalten by the Austrian socialist educational reformer Otto Glöckel immediately after World War I. During the reign of Dollfuß and Schuschnigg’s Austrofascist state, the schools were threatened from within by the terrorist activity of illegal Hitler Youth cells, and the Anschluss was ultimately welcomed by many pupils, staff, and administrators. August Heißmeyer and Otto Calliebe’s subsequent efforts to reform the schools into Napolas led to their being incorporated into the NPEA system on 13 March 1939. The chapter then treats the Inspectorate’s foundation of further Napolas in expropriated religious buildings, focusing on NPEA St. Veit as a case study. In conclusion, it outlines the ways in which both of these forms of Napolisation conformed to broader patterns of Nazification policy in Austria after the Anschluss.

The rise of the propaganda production in World War I coincided with art history’s consolidation as a discipline. Immediately, the modern category “propaganda” was taken up to describe the relations between art, politics (sacred and secular), and power. After World War II, and in the Cold War, the use of the word “propaganda” shifted and many North American and European art historians resisted the categorization of “art” (associated with freedom) and propaganda (associated with fascist instrumentalization), although historians were less troubled by its use for “images.” The end of the Cold War loosened the prohibition on the term, though many art historians still prefer cognate terms, “persuasion” or “rhetorical,” when pointing to the key element of audience and effectiveness; similarly, many speak of “power,” “politics,” or “ideology” when pointing to institutions and their messages. Because there are alternatives for “propaganda,” the emphasis here is on the literature that have engaged the term itself and the problems it poses to art history, including its ongoing toxicity. Because propaganda arts are so closely associated with the modern regimes that perfected their use (communist Russia, fascist Italy, Nazi Germany), one of the major questions in the art historical literature is the appropriateness of the concept before the 20th century and for nonautocratic regimes. While some periods have attracted the term more than others, since Foucault and post–Cold War, there has been at once an understanding of all institutions, sacred and secular, as imbricated in power relations and on the other, a relaxation of rigid definitions of propaganda as “deceptive” or “manipulative.” These factors have opened scholars in art history considerably to a use of the term, although a reductive understanding of propaganda as inherently deceptive still persists. Three main criteria were used in compiling this article: periods of political upheaval or change in government that have attracted the term in particularly dense ways and generated dialogue over these issues; works that explicitly frame the study of objects as propaganda or substitute terms, rhetoric, persuasion, and ideology; and works by historians of images that explicitly engage with the category of propaganda (excluding, with a few exceptions, popular forms like posters as well as film, television, and digital media). Whenever possible, propaganda’s specificity is insisted on here in relation to art, for art poses special problems to the use of the word propaganda, and its invocation in art history often makes an explicit point.
