ABSTRACTFor decades, Plateau State in Nigeria's Middle Belt has witnessed repeated ethnoreligious violence. Over this period, both state and federal governments have established formal Commissions of Inquiry (COIs) in response to unrest, tasked with investigating violence, identifying perpetrators, and – ultimately – strengthening accountability. While commissions’ mandates and specific outcomes varied, there is general consensus that inquiries have been largely ineffective at securing justice or establishing accountability for violence. This study seeks to understand the expectations placed on, and role of, COIs in Plateau State as pathways to formal accountability in a context of recurring violence. We argue that COIs are embedded in the complex, multilevel networks and politics of state and non-state institutions. Civil society, in turn, has diverse expectations and demands, and articulates these in fragmented ways. As a result, COIs served primarily as another avenue for interest-based negotiations.

The Berbers, an indigenous people of North Africa, belong to the group of “nations without a state.” For centuries, they were marginalized by the Arab majority or manipulated by European colonizers. Since the mid-twentieth century in North Africa, a movement for a Berber and Pan-Berber identity has been growing strongly. The movement has disseminated the neologism “Amazigh” as the endoethnonim of this group of peoples. The process of building (creating) a Berber identity has been slightly different in Morocco (where the stabilizing role of the monarchy has been highlighted) and in Algeria (where it has taken more violent forms). With the rise of Berber self-awareness in North Africa and the activity of the Berber diaspora in Europe (mainly in France), civil society organizations (associations) were established in Morocco and Algeria to defend the rights of the Berber minority. After many attempts and despite the resistance of Arab elites the Berber language and culture were recognized by the state authorities as equivalent to the Arabic component of the Algerian and Moroccan identity. State institutions (the Institut royal de la culture Amazighe–the IRCAM–in Morocco, and the Haut Commissariat à l’Amazighité–the HCA–in Algeria) were established for the revitalization of the Berber culture and language (tamazight).

In this article, we critically discuss the role of collaboration in Germany’s path towards a post-carbon economy. We consider civic movements and novel forms of collaboration as a potentially transformative challenger to the predominant approach of corporatist collaboration in the mobility and energy sectors. However, while trade unions and employer organizations provide a permanent and active arena for policy-oriented collaboration, civil society groups cannot rely on an equivalently institutionalized corridor to secure policy impact and public resonance. In that sense, conventional forms of collaboration tend to hinder the transformation towards a post-carbon economy. Collaboration in the German corporatist setting is thus, from a sustainability perspective, simultaneously a problem and a solution. We argue for more institutionalized corridors between civil society and state institutions. Co-creation, as we would like to call this methodical approach to collaborating, can be anchored within the environmental and industrial policy arenas.

In recent discussions, the role of the Internet in facilitating democratization has been either exaggerated or underestimated. The general consensus seems to be that that the Internet will eventually go the way of other technologies of communication such as the radio and television that failed to live up to their expected role of agents of democratization. Rather than empower marginal groups and constituencies, the Internet could even contribute to more subtle and omnipotent forms of social control through surveillance. This paper examines these positions by focusing on the Singapore case. The possibilities for the expansion of civil society and the emergence of a robust public sphere as a consequence of the wiring up of the country are examined. The key argument of the paper is that although the Internet does indeed contribute to enhanced surveillance capabilities, its potential for circumventing existing forms of regulation and expanding the limited public sphere in Singapore is also very real.

This article discusses the ambiguous role of religiously-marked civil society organisations during the Christian-Muslim communal violence in Maluku, eastern Indonesia, from approximately 1999 to 2004. During the Maluku violence, some social groups supported peace and reconciliation, while others were major backers for the collective conflict. Using Maluku as the primary case study, this article aims to re-examine a well-established Western concept of civil society that puts emphasis on three key features, as follows. First, the concept focuses on the constructive role of civil society, while ignoring its destructive contribution in society. Second, the concept focuses on formal organisations, while neglecting informal associations, networks and neighbourhoods. And third, the concept excludes the contributions of government and state institutions in the shape—and influence of—civil society organisations. The article also examines the growing theme on “alternative forms” of civil society. It studies the plurality of civil societies and investigates that form of civil society association that might help contribute to civic coexistence and which type that encourages social conflict.

The whole world, the Muslim in particular has witnessed conflicts in different areas, which have hindered the developmental efforts of the nations concerned. It should be learned that most victims of these conflicts are women and children. This article attempts to elaborate the role of Muslims Women as a crucial segment in civil society in initiating peace building through nurturing process. It maintains that the adoption of the principles and values derived from the Qur’ān and Sunnah of the Prophet is necessary as a process of lifelong learning.  Those identified values constituted the framework of this article and it adopts the textual analysis method.   This article concludes that through the implementation of those values and frameworks for peace building, women as one of the important segments of civil society are able to play significant role towards initiating peace building and promoting peaceful co-existence in pluralistic society. Abstrak: Dunia Islam khususnya telah menyaksikan konflik di pelbagai daerah yang berbeza. Konflik ini telah menghalang usaha kearah pembangunan Kawasan yang berkenaan. Kebanyakan mangsa konflik ini adalah wanita dan kanak-kanak. Artikel ini cuba untuk menghuraikan peranan wanita Islam sebagai segmen penting dalam masyarakat madani dalam membangun proses kedamaian dengan mendidik dan memupuk prinsip dan nilai murni janaan al-Qur’an. Penggunaan prinsip dan nilai yang dikutip dari ayat-ayat Qur'an dan hadis Rasulullah adalah keperluan yang mendesak sebagai wadah bagi proses pembelajaran sepanjang hayat. Nilai-nilai yang dikenal pasti merupakan rangka kerja artikel ini, dan metod yang dirujuk adalah analisis teks. Artikel ini menyimpulkan bahawa melalui pelaksanaan nilai-nilai dan kerangka kerja Islam bagi proses kedamaian, wanita Islam dalam masyarakat madani mampu memainkan peranan penting dalam memulakan pembinaan keamanan dan menggalakkan kehidupan yang harmonis, sejahtera dan saling bantu membantu dalam masyarakat majmuk.

All the Iraqi state institutions and civil society organizations should develop a deliberate systematic policy to eliminate terrorism contracted with all parts of the economic, social, civil and political institutions and important question how to eliminate Daash to a terrorist organization hostile and if he country to eliminate the causes of crime and punish criminals and not to justify any type of crime of any kind, because if we stayed in the curriculum of justifying legitimate crime will deepen our continued terrorism, but give it legitimacy formula must also dry up the sources of terrorism media and private channels and newspapers that have abused the Holy Prophet Muhammad (p) and all kinds of any of their source (a sheei or a Sunni or Christians or Sabians) as well as from the religious aspect is not only the media but a meeting there must be cooperation of both parts of the state facilities and most importantly limiting arms possession only state you can not eliminate terrorism and violence, and we see people carrying arms without the name of the state and remains somewhat carefree is sincerity honesty and patriotism the most important motivation for the elimination of violence and terrorism and cooperation between parts of the Iraqi people and not be driven by a regional or global international schemes want to kill nations and kill our bodies of Sunnis, sheei , Christians, Sabean and Yazidi and others.

In the article the author draws his attention to the differences between the position of the Committee as a social conscience of the EU (that has been declared in the treaties and declarations) and the practical possibilities to fulfil this role and its results. The analysis featured covers the structure and the manner of operation of the Committee, and, in particular, the functions actually fulfilled by the Committee in its role of the bridge between the EU and the organised civil society.

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.
