The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

The purpose of this study is for learning. This study entitled Social Change Towards Development of Rasau Jaya Village 3 After the Development of the Rajati Flower Garden. With the problem of how social change in the village of Rasau Jaya 3, economic improvement after the construction of a flower garden, development planning or the addition of facilities. This research method is a descriptive qualitative approach. Data sources of this research are primary data and secondary data. The results showed that: after the construction of the flower garden in Rasau Jaya 3 village the development of social change there was increasing, the people there accepted the development of the flower garden, because with the development of the community's economy there could be increased, because the people there could sell at around the flower garden so that it can increase their economy again there, and there will be plans to add facilities in the flower garden so that it can attract visitors to keep coming to the flower garden of the flower garden rajati.

The village map becomes a reference in the village development plan and supports the village budget acceleration policy. The village map will also assist the asset inventory, so it can be used as a management capital of the Village Owned Enterprise (BUMDes).In Law 6/2014 on the Village it is clear that the boundaries of village areas are expressed in the form of village maps. The village map is the geospatial data and information that will be the basis for rural area development planning. With the existing village map, village officials can know the boundaries of the villages, identify and inventory thepotential or assets of the village. Through the village map, also known what are the obstacles in the effort to empower the potential.As a social society there are many problems that often arise among the community itself, as there is often a misunderstanding of the people against the boundaries and land /land ownership, it is due to lack of understanding of the people about the basic knowledge of the Soil Measure Science. The training that has been carried out in relation to how to measure, calculate, map out the measurements and determine the boundaries of the soil and how to correctly use the land measurement tools provides expertise for the village apparatus.

The purpose of this study was to analyze how the typology of policy formulation solutions in solving public problems and how to model public policy formulation of development planning based on public participation. Research method in this research use qualitative method. This research was conducted in Wanasalam District, Lebak Regency, exactly in Cilangkap Village. Data collection techniques through interviews, observation, documentation and review of documents from various sources and references. Data analysis techniques performed through data reduction, data presentation and data verification. The results and discussion in this research there are 5 (five) solution typology in solving public problem that is: 1)Inducment, policy step that is persuading or pressing over certain issue; 2)Rules, policy measures that emphasize the establishment of rules in the form of regulations that must be adhered to by the community; 3)Facts, policy steps in the form of use of information paths to persuade target groups to want to do something that is considered to solve the problem; 4)Right, policy measures in the form of giving rights or duties to the community; 5)Power. policy efforts in the form of additional weight of power caused by certain demands. Then, the process of modifying the formulation of a public-based rural development planning policy requires synergy between the village government and the community through policy recommendations to the formal policy actors in development planning forums and citizens' debates. The synergy of the three components within the framework of modification of the policy formulation is a continuous process called input (consisting of public choices), the policy process (through Musrenbang and Rembug rakyat forums) and output/outcome (policy formulation of public participation based development planning).
