Social Assistance and Dependency in South Africa: An Analysis of Attitudes to Paid Work and Social Grants

AbstractDespite the absence of an unemployment grant in South Africa, there is growing concern that other social assistance provision might nevertheless weaken work motivation and create a ‘dependency culture’. This study explores attitudes about the relationship between grant receipt and paid employment in South Africa. Using both quantitative and qualitative data, it examines whether there is evidence of a ‘dependency culture’, the nature and strength of labour market attachment among grant recipients, and the opportunities and barriers to employment they face.We found that both those in and out of work placed a high value on paid employment. Joblessness had not become ‘normalised’, and all categories of the workless were extremely motivated to get work. Grant recipients did not subscribe to a distinctive culture but to mainstream values and aspirations. While some benefit claimants subscribed to popularly promoted prejudices about other social assistance claimants, our findings appear to counter recent concerns about potential unintended effects of the current grant system. The key factors in reducing people's chances of finding employment seem linked to the structural conditions of the labour market and the wider economy rather than the motivational characteristics of the unemployed and the arrangements of the grant system.

We investigate the problem of simultaneous determination of labour market institutions and outcomes in single equation multi-country estimations by presenting an empirical analysis of unemployment and union density in 20 OECD countries. When explicitly modelling potential endogeneity and heterogeneity, our results suggest that unions contribute to explaining unemployment in different ways than previously thought. In addition, the relationship between unemployment and union density is heterogeneous across countries, depending on the way in which income support for the unemployed is organized.

A number of studies suggest that the Europeanisation process is having a profound impact on national labour market policies. Nevertheless, rather little research has been devoted to the development of social assistance schemes across countries and over time. Relying on two new indicators, benefit levels and replacement rates, we examined the relationship between the Lisbon Strategy and changes in national social assistance benefits. We found no robust results for the first years of the Lisbon Strategy. However, after its re-launch in 2005, there was a positive association between the Lisbon Strategy and social assistance benefit levels. In addition to the Lisbon Strategy, domestic political, institutional and several economic factors were significantly associated with social assistance benefits.

This chapter focuses on social assistance recipients’ evolving views on the fairness of being summoned to do volunteer work by Dutch local authorities. This ‘workfare volunteering’ is often considered the best alternative to – but also route towards – paid employment. Building on Nancy Fraser’s work on recognition and redistribution as well as Boltanski and Thévenot’s ‘worlds of justification’ framework, this chapter reveals how social assistance recipients’ perceptions of ‘workfare volunteering’ change over the course of their involvement as volunteers. While many social assistance recipients initially judged the obligation to do volunteer work as unfair, the meaning many found in their voluntary positions reversed their initial judgements. But over time – especially as the lack of sustained guidance left them as far away from the paid labour market as ever – they came to see workfare volunteering as deeply unfair. The chapter aims to further our theoretical and empirical understanding of social justice from the perspective of the subjects of welfare-to-work policies.

The unemployment level in a region and economic activity on the labour market are considered the most important determinants of individuals’ standard of living. The article aims to assess regional differences in indicators characterising the situation on the labour market depending on the selected social and demographic features of the unemployed. In order to achieve this objective, information from secondary sources, primarily statistical yearbooks and other source materials, was used. General data relating to Poland and sixteen provinces was analysed. The assessment of regional differences and the relationship between them used basic indices and ratios in the form of numerical evaluation. Coefficients of intensity, structure, variation and correlation were calculated. Differences in the level of unemployment in Polish provinces depend on such factors as place of residence, age, sex, level of education of the unemployed, seniority and duration of unemployment. Residents of provinces with a favourable situation on the labour market have a notably higher income and standard of living.

Young people in countries such as South Africa are finding it difficult to make a successful school-to-work transition. This is exacerbated by high unemployment and uncertainty in the labour market. The South African government appears to be trying to implement a range of strategies and approaches to try and assist unemployed graduates. However, the onus is also on the graduate to look for ways in dealing with the uncertain labour market. The purpose of this research was to investigate the labour market transition and experiences of unemployed graduates within the context of high unemployment in South Africa. The research utilised an interpretivist philosophy hinging on the qualitative approach, and it used an exploratory research design. Further, a longitudinal technique was employed, tracing over a period of two years the labour market experiences and transitions of a sample of 30 graduates who had been enrolled at a historically disadvantaged higher education institution in South Africa. Data was collected from focus group discussions and unstructured individual interviews over this two-year period. The findings obtained through structural narrative analysis revealed that the labour market transition and experiences of the unemployed graduates were not negative only; some of the graduates had used their own resourceful techniques to deal with challenges. Based on the findings of the research and in view of the uncertain labour market, suggestions were made that would have resonance for not only individuals but also policymakers, career counsellors and institutions of higher learning.

Governments often provide some form of social assistance to vulnerable groups. The right to social security is enshrined in the South African Constitution and the Social Assistance Act 13 of 2004. The country provides for a child support grant to single parents or caregivers who are low-income earners. The impact of the child support grant on teenage pregnancy in South Africa has aroused interest in the last couple of years, sparking debate that it may be encouraging teenage pregnancy. However, empirical evidence has been produced to confirm this relationship. This study examines the relationship between receiving the child support grant and being pregnant with another child in two national data sets using logistic regression analysis and empirical data. The results indicate that teenagers who receive the child support grant are significantly less likely to be pregnant with another child compared with teenagers who do not receive the child support grant.

In recent years labour market policies have shifted from a philosophy of material compensation for the loss of a job to a philosophy of promoting new opportunities for employment through activation programmes for unemployed workers or social assistance recipients. The discourse of activation is compelling and it contains very positive arguments for the materialisation of basic social rights, or even of new social rights such as the right to work and to social insertion. Its practice, nonetheless, raises serious problems given its permeability to ethical, financial and bureaucratic distortions. In this article the inclusionary impact of activation programmes for the unemployed is analysed in two quite different social and political contexts: Denmark and Portugal.

This paper explores the relationship between education and labour market positioning in The Hague, a Dutch city with a unique labour market. One of the main minority groups, Turkish-Dutch, is the focus in this qualitative study on higher educated minorities and their labour market success. Interviews reveal that the obstacles the respondents face are linked to discrimination and network limitation. The respondents perceive “personal characteristics” as the most important tool to overcoming the obstacles. Education does not only increase their professional skills, but also widens their networks. The Dutch education system facilitates the chances of minorities in higher education through the “layering” of degrees.

The State of Qatar has implemented several family policies in order to improve the wellbeing of Qatari families and ensure fair distribution of development benefits for both men and women. However, there is a linkage between female employment outside the home and instability in the marriages of Qatari families. This paper investigates the impact of female employment on marital stability, based on the results of primary data collected in Qatar, a questionnaire that consisted of several sections such as challenges in the workplace, supervisor, family and spouse relations, work motivation and performance. Of the 824 questionnaires that were returned, 807 were completed and valid for analysis. Regression analysis and an ANOVA test have been used to test the relationship between the variables. The results of the research have produced mixed findings about how wives’ employment increases marital instability and have yielded few significant differences on mean scores of discuss on work demands, insufficient time together, housework, financial matters, communication, relatives and rearing children. The results indicates that in general Qatar working women face several challenges in relation to their marital life as part of cultural and social constraints.
