International relations theorists have long complained about the paucity of rigorous political philosophy in their discipline, and especially bemoan the lack of classic texts to guide them. It is suggested that with the exception of Thucydides, there is little exclusively concerned with International Relations, and nothing that international relations theorists have constructed to resemble the received canon comparable with its sister subject of political theory. Yet all of the major political theorists accommodate international relations in some way, and are invoked by contemporary international relations theorists as having something important to say. Contemporary international relations theory, however, is immersed in its own sense of self-importance, seeing the value of everything in utilitarian or practical terms. The desire to change the world, and not merely to understand it, predisposes the discipline to scale the obligatory heights of Machiavelli, Grotius, Kant, Hegel and Marx in order to pillage what is useful, and to ignore the attempts of philosophers more immediately at the root of modern international relations theory who addressed many of the questions currently thought important and which pointed the way to some of the contemporary answers. Hegel's ill-deserved, but not wholly unfounded, reputation as a brutal realist, and the association of Bosanquet and the rest of the British Idealists with German or Prussian philosophy during and between the two world wars in popular and learned journals, newspapers, and the publications of leading philosophers, including Hobhouse, Hobson, Dewey, Santayana, Laski, Delise Burns, Cole and Joad, have served to bury almost without trace a wealth of literature that applied what are now fashionably called communitarian principles to international questions. Even Chris Brown, who relates Hegel, Green and Bosanquet to the communitarian approach to international relations, ignores the fact that British idealists addressed the key issues of the possibility of extending the community to the international sphere and the establishment of supranational institutions.

This article introduces the socio-anthropological concept of international representations to examine the relationship between a civilizational rhetoric, the West European and the international politics of otherization and containment of Southeast Europe, and an essentialist and timeless bias in international relations theory, including both radical and constructivist trends. We first explore the different narrative perspectives on the Balkan wars from the beginning to the end of twentieth century. Their subsequent problematization is aimed at challenging the way how they have constructed commonplace and time-worn representations, which international society shares with different consequences in international affairs. This is a limited conception since international representations as a socio-anthropological concept are always socially, culturally and politically constructed, contested and negotiated. They do not neutrally refer to a reality in the world; they create a reality of their own. Moreover, this limited conception ignores the fact that how, by whom and in whose interest international representations are constructed is itself a form of power in international relations. Therefore, the way international representations are constructed can be problematized as an example of political and ideological projects that operate in the West as well as in the Southeast European countries that are the object of Western foreign policy.

This book examines how ideas of war and peace have functioned as organizing frames of reference within the history of political theory. It interprets ten widely read figures in that history within five thematically focused chapters that pair (in order) Schmitt and Derrida, Aquinas and Machiavelli, Hobbes and Kant, Hegel and Nietzsche, and Thucydides and Plato. The book’s substantive argument is that attempts to establish either war or peace as dominant intellectual perspectives obscure too much of political life. The book argues for a style of political theory committed more to questioning than to closure. It challenges two powerful currents in contemporary political philosophy: the verdict that premodern or metaphysical texts cannot speak to modern and postmodern societies, and the insistence that all forms of political theory be some form of democratic theory. What is offered instead is a nontraditional defense of the tradition and a democratic justification for moving beyond democratic theory. Though the book avoids any attempt to show the immediate relevance of these interpretations to current politics, its impetus stems very much from the current political circumstances. Since the beginning of the twenty-first century , a series of wars has eroded confidence in the progressively peaceful character of international relations; citizens of the Western democracies are being warned repeatedly about the threats posed within a dangerous world. In this turbulent context, democratic citizens must think more critically about the actions their governments undertake. The texts interpreted here are valuable resources for such critical thinking.

We have long known that the Paris Peace Conference of 1919 “failed” in the sense that it did not prevent the outbreak of World War II. This book investigates not whether the conference succeeded or failed, but the historically specific international system it created. It explores the rules under which that system operated, and the kinds of states and empires that inhabited it. Deepening the dialogue between history and international relations theory makes it possible to think about sovereignty at the conference in new ways. Sovereignty in 1919 was about remaking “the world”—not just determining of answers demarcating the international system, but also the questions. Most histories of the Paris Peace Conference stop with the signing of the Treaty of Versailles with Germany on June 28, 1919. This book considers all five treaties produced by the conference as well as the Treaty of Lausanne with Turkey in 1923. It is organized not chronologically or geographically, but according to specific problems of sovereignty. A peace based on “justice” produced a criminalized Great Power in Germany, and a template problematically applied in the other treaties. The conference as sovereign sought to “unmix” lands and peoples in the defeated multinational empires by drawing boundaries and defining ethnicities. It sought less to oppose revolution than to instrumentalize it. The League of Nations, so often taken as the supreme symbol of the conference’s failure, is better considered as a continuation of the laboratory of sovereignty established in Paris.

AbstractA common objection to a proposal or theory in political philosophy is that it is not feasible to realise what it calls for. This is commonly taken to be sufficient to reject a proposal or theory: feasibility, on this common view, operates as a straightforward constraint on moral and political theory, whatever is not feasible is simply ruled out. This paper seeks to understand what we mean when we say that some proposal or outcome is or is not feasible. It will argue that no single binary definition can be given. Rather, there is a whole range of possible specifications of the term ‘feasible’, each of which selects a range of facts of the world to hold fixed. No single one of these possible specifications, though, is obviously privileged as giving the appropriate understanding of ‘feasibility’ tout court. The upshot of my account of feasibility, then, will be that the common view of feasibility as a straightforward constraint cannot be maintained: in order to reject a moral theory, it will not be sufficient simply to say that it is not feasible.

For three decades Judith Shklar (1928-1992) was one of the dominant figures in the world of political theory. Not many minds can feel their way into romanticism and then coolly turn round to examine legal philosophy, its very opposite, but she did so with exceptional success. After diagnosing the decline of political philosophy, she surprised many onlookers by making herself a major force behind its revitalization. Writing on Montaigne, Montesquieu, Rousseau, and Hegel, she both offered striking historical interpretations of their meaning and demonstrated how their outlooks could be lifted from their original contexts and pressed into service by the living.

The topic of feminism within the history of political philosophy and political theory might seem to be quite ambiguous. Feminists interested in the history of political philosophy did not urge the abandonment of the canon at all, but were instead protesting the way in which political philosophy was studied. They thus advocated “opening up” the canon, rather than its abolishment. There have been at least five ways in which this “opening” of the canon has been developed by feminists in the history of political philosophy. All of them do not only demonstrate that the history of political philosophy is important to feminism; they also demonstrate that feminism is important to the history of political philosophy. A two-tiered structure of freedom, with some conceptualizations of freedom designated for men and the wealthy, and other conceptualizations designated for laborers and women, shows that class and gender were important dimensions to be explored when examining the history of political philosophy. One way in which feminism has opened up the canon is its relevance to contemporary politics.
