Studies of social change and language maintenance and shift have tended to focus on minority immigrant languages (e.g., Fishman, 1991; Gal, 1979; Milroy, 2001; Stoessel, 2002). Very little is known about language shift from a demographically dominant language to a minority but economically dominant one (e.g., Bowerman, 2000; de Klerk, 2000; Kamwangamalu, 2001, 2002a,b, & in press; Reagan, 2001). This chapter contributes to such research by looking at the current language shift from majority African languages such as Sotho, Xhosa, and Zulu to English in South Africa. In particular, it examines to what extent the sociopolitical changes that have taken place in South Africa (i.e., the demise of apartheid and its attendant structures) have impacted everyday linguistic interaction and have contributed to language shift from the indigenous African languages to English, especially in urban Black communities. It argues that a number of factors, among them the economic value and international status of English, the perceived lower status of the indigenous African languages, the legacy of apartheid-based Bantu education, the new multilingual language policy, the linguistic behaviors of language policy makers, etc., interact in complex ways to accelerate language shift in urban Black communities. In conclusion, the chapter explores ways in which the observed language shift can be curbed to prevent what Skutnabb-Kangas (2000) has termed “linguistic genocide,” particularly in a country that has a well-documented history of this phenomenon (Lanham, 1978; Prabhakaran, 1998).

<p>This thesis makes a contribution to the study of language maintenance and shift among New Zealand ethnic minority communities; it explores reasons for different rates of shift and different outcomes in relation to language maintenance in different communities; and the results are related to wide-ranging issues of New Zealand language policy. Research was undertaken in three minority immigrant groups in Wellington. The Gujarati community in Wellington is a major part of the Indian community totalling approximately 6,000 people at the time of the research; the Samoan community consisted of approximately 16,000 people, and the Dutch of 3,000. 141 members of the Gujarati community responded to questionnaires and interviews about themselves and their children, providing information on patterns of reported language proficiency, language use and attitudes to language maintenance from a total of 327 people. 184 Dutch respondents replied to a postal questionnaire about their own and their children's language knowledge, language usage patterns and attitudes to language maintenance, providing data on 412 people. 93 Samoan respondents filled out questionnaires and responded to interviews about themselves and their 133 children. Thus Information on a total of 965 New Zealanders belonging to minority immigrant communities was obtained. The data collected on patterns of language maintenance and shift is examined in the light of a wide range of language policy issues. The history of language and identity politics, minority immigration in New Zealand, and the immigration histories of the three groups are examined in detail, and the history of language and policy formation in New Zealand, is outlined and evaluated. The research focuses on the process of immigrant language maintenance and shift in the family and immediate community, and also investigates the role of language maintenance education in these processes. Information about language use processes in childhood and adulthood is presented. The Graded Intergeneration Disruption Stages scale, proposed by Joshua Fishman is tested against the information gathered on the three communities and found to be a useful heuristic device. The results of the research show that while processes of language maintenance and shift occur in all three communities, these processes take very different forms in each community, move at different speeds and. to date, have had very different outcomes. The reasons for the differences between the communities in these respects are examined in some detail. Finally, on the basis of the evidence provided by the research, language policy proposals are presented supporting the provision of government services in minority immigrant languages and indicating the advantages of state support for language maintenance education.</p>

South Africa possesses one of the richest popular music traditions in the world - from marabi to mbaqanga, from boeremusiek to bubblegum, from kwela to kwaito. Yet the risk that future generations of South Africans will not know their musical roots is very real. Of all the recordings made here since the 1930s, thousands have been lost for ever, for the powers-that-be never deemed them worthy of preservation. And if one peruses the books that exist on South African popular music, one still finds that their authors have on occasion jumped to conclusions that were not as foregone as they had assumed. Yet the fault lies not with them, rather in the fact that there has been precious little documentation in South Africa of who played what, or who recorded what, with whom, and when. This is true of all music-making in this country, though it is most striking in the musics of the black communities. Beyond Memory: Recording the History, Moments and Memories of South African Music is an invaluable publication because it offers a first-hand account of the South African music scene of the past decades from the pen of a man, Max Thamagana Mojapelo, who was situated in the very thick of things, thanks to his job as a deejay at the South African Broadcasting Corporation. This book - astonishing for the breadth of its coverage - is based on his diaries, on interviews he conducted and on numerous other sources, and we find in it not only the well-known names of recent South African music but a countless host of others whose contribution must be recorded if we and future generations are to gain an accurate picture of South African music history of the late 20th and early 21st centuries.

Academic involvement in language policy and planning in South Africa must be seen within the context of the country's sociolinguistic complexity and the relationship between language and a number of serious problems in the country. South Africa's sociolinguistic complexity (see Appendix) is a function of a number of factors: 1) a multiplicity of languages and cultures; 2) the overlapping demographical and geographical distribution of the country's major languages; and 3) the politicization of these languages and cultures due to both the colonial past and the policy of apartheid, and the differentiated linguistic manifestation of their politicization.

South Africa is one of some few countries where sizeable communities of black and white people live together which have preserved their distinct cultures. Other than in the Americas, South Africa has a black majority with the Bantu African languages and cultural institutions largely preserved – and it has the most marked history of segregation. Thus few elements of Bantu cultures have been adopted by white South Africans. Yet in recent years a core element of Bantu culture, the shamanism and mediumism of the “Sangomas”, has begun to manifest itself among whites in South Africa – in the characteristic forms of such “calling”. Interestingly this has not happened by “cultural learning” in significant cases.  This requires a different model of explanation. In this essay Rupert Sheldrake’s theory of “morphogenetic fields” will be applied to this phenomenon and its implications considered.
