SUMMARYReducing emissions from deforestation and forest degradation, the sustainable management of forests and the conservation and enhancement of forest carbon stocks in developing countries (‘REDD+’) aims to improve local livelihoods and conserve plant diversity while limiting carbon emissions. Yet trade-offs and synergies that exist between supporting livelihoods, protecting plant diversity and maintaining forest ecosystem services are poorly documented. We used forest inventory data and community-group records to assess trade-offs and synergies between carbon, plant diversity and forest products in 19 community forests managed under REDD+ in Nepal. Trade-offs were prevalent for carbon, whereby community forests with relatively high carbon values had relatively low values for plant diversity or forest products provision, and vice versa. Synergies occurred between plant diversity and forest products provision (fuelwood and fodder), suggesting that forests with relatively high plant diversity values were also important for providing critical forest products to local communities. This study shows that conserving forests for carbon should not impinge greatly on the flow of forest resources to at least some local communities; however, promoting carbon storage will not necessarily protect plant diversity. These findings should help guide future REDD+ policy for community forests.

This paper examines the transfer of management rights over forests and natural resources and exercise of such rights by various sections of local communities in Protected Area (PA) buffer zones in Nepal. The study is based on an extensive review of government policy documents, available published and grey materials. The paper has also been drawn from the long experiences of the authors working in PAs and buffer zones in various parts of the country. We found that Buffer Zone Community Forests (BZCFs) have so far made significant contribution to biodiversity conservation, local livelihoods and institutional building in buffer zones. However, we also found a range of critical challenges in realising clear, comprehensive and secure rights by the local communities. Effective functioning of buffer zone community forestry is undermined by ever-increasing demand of forest products, lack of needed management autonomy and support from the PA management authorities, absence of clear policy guideline, increasing human-wildlife conflict and persistence of social exclusion of women, poor and marginalised. We argue that a better understanding and attention to address tenure related challenges in BZCFs would aid both conservation and local livelihoods and thereby enhance socio-ecological resilience of buffer zone communities.

We assessed 27 indicators of plant diversity, stand yield and individual crop tree responses 25 years post-treatment to determine long-term trade-offs among conifer release treatments in boreal and sub-boreal forests. This research addresses the lack of longer-term data needed by forest managers to implement more integrated vegetation management programs, supporting more informed decisions about release treatment choice. Four treatments (untreated control, motor-manual brushsaw, single aerial spray, and complete competition removal) were established at two jack pine (Pinus banksiana Lamb.) sites in Ontario, Canada. Our results suggest that plant diversity and productivity in boreal jack pine forests are significantly influenced by vegetation management treatments. Overall, release treatments did not cause a loss of diversity but benefitted stand-scale yield and individual crop tree growth, with maximum benefits occurring in more intensive release treatments. However, none of the treatments maximized all 27 indicators studied; thus, forest managers are faced with trade-offs when choosing treatments. Research on longer term effects, ideally through at least one rotation, is essential to fully understand outcomes of different vegetation management on forest diversity, stand yield, and individual crop tree responses.

Tree planting has been widely touted as an inexpensive way to meet multiple international environmental goals for mitigating climate change, reversing landscape degradation and restoring biodiversity restoration. The Bonn Challenge and New York Declaration on Forests, motivated by widespread deforestation and forest degradation, call for restoring 350 million ha by 2030 by relying on forest landscape restoration (FLR) processes. Because the 173 million ha commitments made by 63 nations, regions and companies are not legally binding, expectations of what FLR means lacks consensus. The frequent disconnect between top-level aspirations and on-the-ground implementation results in limited data on FLR activities. Additionally, some countries have made landscape-scale restoration outside of the Bonn Challenge. We compared and contrasted the theory and practice of FLR and compiled information from databases of projects and initiatives and case studies. We present the main FLR initiatives happening across regional groups; in many regions, the potential need/opportunity for forest restoration exceeds the FLR activities underway. Multiple objectives can be met by manipulating vegetation (increasing structural complexity, changing species composition and restoring natural disturbances). Livelihood interventions are context-specific but include collecting or raising non-timber forest products, employment and community forests; other interventions address tenure and governance.

Forests in Kenya are threatened by unsustainable uses and conversion to alternative land uses. In spite of the consequences of forest degradation and biodiversity loss and reliance of communities on forests livelihoods, there is little empirical data on the role of forest resources in livelihoods of the local communities. Socioeconomic, demographic, and forest use data were obtained by interviewing 367 households. Forest product market survey was undertaken to determine prices of various forest products for valuation of forest use. Forest income was significant to households contributing 33% of total household income. Fuel wood contributed 50%, food (27%), construction material (18%), and fodder, and thatching material 5% to household forest income. Absolute forest income and relative forest income (%) were not significantly different across study locations and between ethnic groups. However, absolute forest income and relative forest income (%) were significantly different among wealth classes. Poor households were more dependent on forests resources. However, in absolute terms, the rich households derived higher forest income. These results provide valuable information on the role of forest resources to livelihoods and could be applied in developing forest conservation policies for enhanced ecosystem services and livelihoods.

Deforestation and forest degradation are occurring continuously and posing serious threats to forests and people worldwide. In Myanmar, poor regulation and unsustainable extraction of non-timber forest products (NTFPs) is affecting millions of hectares of natural forests; overexploitation of forest resources is one of the main drivers of forest degradation. Although evidence shows that the extraction of NTFPs results in forest degradation, there have been few studies on what drives rural people to depend on NTFPs and how to address these drivers in terms of policies and measures. Policies and measures are nationally enacted policies and actions that countries undertake to address the causes of deforestation and forest degradation. This study identifies which factors determine the dependence on NTFPs in forest-dependent communities. From these factors, we derived policy implications for the main causes of overexploitation of NTFPs to provide suggestions for developing policies and measures in the design of national Reducing Emissions from Deforestation and Forest Degradation (REDD+) strategies. Focusing on the Taungoo District as a case of dependence on NTFPs by local communities, we conducted a qualitative and quantitative data collection procedure based on interviewing households in the local communities. NTFPs contributed the most to total household income and the main types of NTFPs exploited were charcoal making and bamboo selling. Households with lower education level, less agricultural land, less income from off-farm activities, lived under the poverty line or used only charcoal were more dependent on NTFPs in the study areas. Poverty and fuelwood usage were factors affecting NTFPs dependence for landowners while rice insufficiency, off-farm income and fuelwood usage most affected the NTFPs dependence for landless people. The results suggested that national strategies for REDD+ should take into account local features such as income opportunities and land tenure in order to make local people cooperate with the government to avoid deforestation and forest degradation.

Myanmar’s forests are socially and economically significant to the country because over 70% of the country’s population depends on natural resources for daily needs. We conducted this study with the aim of assessing the extent to which direct and indirect (tangible) benefits of mangrove forest contribute to local livelihoods in the Ayeyarwaddy Region, Myanmar. We used a questionnaire survey (n = 185 households), interview and group discussion for data collection. The study shows that 43% of total household income is generated through selling of forest products collected from the mangrove forest such as firewood, fishes, crabs and prawn, whereas agricultural and non-farm incomes were found to be 25% and 32% of total income, respectively. The result prevails that income from the mangrove forest products for fish, crab, prawn and firewood is specifically 36%, 28%, 9% and 27%, respectively. Hence, we confirmed that local livelihood mainly depends on the mangrove forest ecosystem.

This paper highlights the lessons of using adaptive learning in community forestry that effectively help to resolve forest based conflicts in Terai region of Nepal. The paper is based on a three-year action research carried out in Terai. Qualitative methods including participatory rural appraisal tools and documentation of engaged action and reflections were used. Methods and tools that largely fall under adaptive learning were deployed. The field data was complemented by review of secondary data and literature on environmental history of Terai. We found that policies on land and forest in Terai for the last fifty years have induced and aggravated conflicts over access and control between state and communities and also within diverse groups of local communities. These conflicts have had serious negative impacts on sustainable management of forests and on local people’s livelihoods, particularly resource poor and landless people. Centralised and bureaucratic approaches to control forest and encroachment have largely failed. Despite investing millions of Rupees in maintaining law and order in forestlands, the problem continues to worsen often at the cost of forests and local communities. We found that transferring management rights to local communities like landless and land poor in the form of community forestry (CF) has induced strong local level collective action in forest management and supported local livelihoods. Moreover, adding adaptive learning, as a methodological tool to improve governance and enhance local level collective action significantly improves the benefit of CF. It implies that a major rethinking is needed in the current policies that have often led to hostile relationships with the local inhabitants- particularly the illegal settlers. Instead, transferring forest rights to local communities and supporting them through technical aspects of forest management will strengthen local initiatives towards sustainable management of forests.

Non Timber Forest Products (NTFPs) in mountains are one of the enormously valued ecosystem services due to their contribution to the livelihood of people. Pine resin is one of the viable NTFP in middle mountain of Nepal which is tapped from Pinus roxbhurghii tree and can be used in paints, varnishes, stimulant, anti-spasmodic, astringent, diuretic and anti-pathogenic and so on. This piece of work is an attempt to review the current status of pine resin collection enterprise in Nepalese Community Forests and its contribution to the livelihood of Community forest users in mid-hill region. Typically, existing legislations and guidelines have high potential to endure the sustainable livelihood promotion by resin tapping enterprise but the endeavors of revitalizing the financial benefit sharing and governance system is still far. The valued contribution of resin enterprise to sustainable livelihood of users is not impossible but it needs greater effort of all stakeholders. For example, partial intervention to market, involvement of poorer households, improve the local and regional governance and so on. Participatory monitoring of collection work and proper enforcement of sustainable harvesting procedure both have to be improved in state of arts that could finally recognize the rational benefit sharing mechanism among various value chain actors from collector to international traders which is indispensable. Asian gypsy and nun moth introductions into the United States, possibly arriving on imported Siberian coniferous logs, threaten domestic forests and product markets and could have global market consequences. We simulate, using the Global Forest Products Model (a spatial equilibrium model of the world forest sector), the consequences under current policies of a widespread, successful pest invasion, and of plausible trading partner responses to the successful invasion. We find that trade liberalization would have a negligible effect on U.S. imports of Siberian logs and, consequently, on the risk of a pest invasion. But, if it happened, possibly through trade in other commodities, a successful and widespread pest invasion would have large effects on producers and consumers over the period 2002 to 2030.
