The Environmentally Educating Teacher: Synthesis of an Implementation Theory for Pre-service Courses

ABSTRACTThis paper sets out to establish a tentative implementation theory which can inform the work of teacher educators working with novice (student) teachers in their initial professional development related to environmental education. The paper begins with an exploration of the problem of how to encapsulate environmental education within pre-service programs by looking at attempts over the years to encourage and stimulate the professional development of the environmentally educated teacher through pre-service programs. The paper then reports on research carried out by the method of deliberative inquiry which examined the work of two environmental education initiatives: the OECD-funded ENSI project, a co-operative curriculum development program based in primary and secondary schools; and the European Union-funded EEITE program, a development initiative based in universities offering pre-service courses in eleven European Union member states. The paper discusses how ENSI'S aims and guiding principles and EEITE'S organizing principles, key elements and program characteristics were considered and a tentative implementation theory established. This theory, it is argued, constitutes a criterial framework of process skills and values which can inform and guide the inclusion of environmental education within pre-service teacher education programs. The paper ends with a call for a critique of the theory presented.

Purpose The purpose of this study is to understand the impact of a collaborative workshop, aimed to support teacher educators in embedding a “global outlook” in the curriculum on their perceived professional development. Design/methodology/approach The workshop included working sessions, during a period of 13 months, and was structured as participatory action research, according to which volunteer academics designed, developed and evaluated global education projects in their course units. Data were gathered through a focus group session, conducted with the teacher educators at a final stage of the workshop, and analyzed according to the principles of thematic analysis. Findings Results of the analysis suggest that the workshop presented a meaningful opportunity for teacher educators to reconstruct their knowledge and teaching practice to (re)discover the importance of collaborative work and to assume new commitments to themselves and to others. Originality/value The study addresses a gap in the existing literature on academic staff development in internationalization of the curriculum, focusing on the perceptions of teacher educators’, whose voices have been largely silent in research in the field. The study concludes with a set of recommendations for a professional development program in internationalization of the curriculum.

The Union Européenne des Médicins Spécialistes, through its sections and boards, has responsibility for European aspects of training, qualifications, continuing professional development and accreditation. Many specialties have recognised the necessity for a Europe-wide assessment of training schemes and examination of individual practitioner abilities. As a result, several specialties (notably those in surgery) have established accreditation and examination procedures that are recognised throughout the European Union. The processes will have wider influence as the number of countries in the Union expands.

In this research, a comparative analysis of the gender inequalities between Turkey the member, candidate and potential candidate economies of the European Union is tried to be examined. To ensure equality and justice and to reach the level of the EU Member states in this regard, it is a necessity to reduce the gender inequality in society. Rather than comparing Turkey with all transition economies within the frame of the EU standards of gender inequality, it was decided to compare Turkey with the transition economies like itself that are EU Members, Member candidates and potential candidates. The Gender Inequality Index that was developed by the United Nations Development Program (UNDP) was used in the aforementioned comparisons. Research results show proof that there are unfavorable differences in Turkey in regards to the comparison of gender inequality with transition economies that are EU members, member candidates and potential candidates. This result shows that Turkey has omissions in all components of gender inequality, categorized as health care, participation in political life, access to education and participation in working life. Therefore Turkey needs to reconsider all these categories and their indicators.

AbstractThe ‘Agenda 2000’ introduces the Rural Development Policy, as part of the Common Agricultural Policy (CAP), as a complex policy that can ensure a stable income and a reasonable standard of living for the rural population. Rural development is a major CAP objective since over 50% of the population lives in rural areas and accounts for 80% of E.U. Territories. As a concept, the ‘rural area’ is defined both at a national and European level following specific criteria; however, these criteria differ from one country to another. A complete definition can be found in the European Charter of Rural Areas. Between 2014-2020, the development of rural areas in Romania is supported by the National Rural Development Program. It provides non-reimbursable funds from the European Union and funding from the Government of Romania. Convergence with the Europe 2020 Strategy is ensured through the Partnership Agreement with the European Union, which covers a number of challenges and thematic objectives. In order to achieve them, well-founded investment programs are needed. These programs must have a direct impact on increasing the living standards of the population residing within rural areas. Over 19 billion euros were allocated to Romania for the 2014-2020 period; these funds were used for agricultural policy and rural development. The total budget of the NRDP (2014-2020) is 9.4 billion euros, of which 1.3 billion euros comes from national funding. We believe the achievements recorded in rural areas, up to 2020, are modest and do not reflect the proposed objectives. Thus, projects were drawn up at national and local levels seldom support rural development and do not reflect development needs; sadly, these projects are often drawn up without focusing on efficiency.

The article examines the attraction of foreign investment in the Transcarpathian region within the cross-border region. Investment cooperation with the territories bordering the countries of the European Union - Poland, Romania, and Hungary - is analyzed. Slovakia. It is established that the most intensive cooperation is carried out in the Ukrainian-Hungarian cross-border region. In addition to foreign direct investment, Hungary provides both lending assistance and through Egan Ede's Economic Development Program, strengthening economic, cultural, and historical ties with its border areas. Using statistical methods, the inflow of foreign direct investment in the Transcarpathian region is analyzed. It is established that the total volume of foreign direct investment is 243 million US dollars, including from the countries of the European Union 225.3 million US dollars, which is 92.7% of the total. It is determined that the greatest interest among foreign investors by type of economic activity is as follows: industry - 77.3% (total), wholesale and retail trade - 5.2%, then - transport, agriculture, forestry and fisheries, construction, real estate transactions. The share of Hungarian investments in the Transcarpathian region is most significant among neighboring countries. The possibilities of using the experience of Hungary in the administrative-territorial and land reform and the possibility of applying it in territorial communities are considered. It is proposed to create an association of agricultural producers in the united communities with the participation of farmers, private farms, and foreign investors. The methodology and principles of creating the association are laid down. The study identified factors that hinder the process of investing and improving the investment climate in the cross-border region. The most important is the insufficient development of border infrastructure, inadequate institutional support for investment activities, low quality of human capital, the inertia of border business.
