Are these good or bad times for liberalism? On the domestic front, after eight years of the Reagan administration and a presidential campaign in which liberalism became “the L-word,” they seem to be bad times indeed. The same can be said of Margaret Thatcher's Britain. But elsewhere, especially in the Communist world, events and regimes seem to be moving in a liberal direction. China after Tiananmen Square presents a notable exception, of course, but the Communist regimes of the Soviet Union and Eastern Europe are generally moving towards market economies and a greater concern for individual rights and liberties—two of the hallmarks of liberal societies.Hence the question: Are these good or bad times for liberalism? To answer, we shall need a broader perspective than a survey of contemporary developments can provide. We shall need to look back, that is, to see what liberalism was in order to understand what it has become. Only then can we assess its current condition and prospects—and appreciate how politics in the United States is largely an intramural debate between different wings of liberalism.Liberalism did not begin as a self-conscious social and political movement. This is evident in the fact that “liberal” did not enter the vocabulary of politics until the early 1800s, at least a century after what we now call liberalism became an important force in political thought and action.

Since the 1990s, when previously classified and top secret Russian archival documents on the Korean War became open and accessible, it has become clear for post-communist countries that Kim Il Sung, Stalin and Mao Zedong were the primary organizers of the war. It is now equally certain that tensions arising from Soviet and American struggle generated the origins of the Korean War, namely the Soviet Union’s occupation of the northern half of the Korean peninsula and the United States’ occupation of the southern half to the 38th parallel after 1945 as well as the emerging bipolar world order of international relations and Cold War. Newly available Russian archival documents produced much in the way of new energies and opportunities for international study and research into the Korean War.2 However, within this research few documents connected to Mongolia have so far been found, and little specific research has yet been done regarding why and how Mongolia participated in the Korean War. At the same time, it is becoming today more evident that both Soviet guidance and U.S. information reports (evaluated and unevaluated) regarding Mongolia were far different from the situation and developments of that period. New examples of this tendency are documents declassified in the early 2000s and released publicly from the American Central Intelligence Agency (CIA) in December 2016 which contain inaccurate information. The original, uncorrupted sources about why, how and to what degree the Mongolian People’s Republic (MPR) became a participant in the Korean War are in fact in documents held within the Mongolian Central Archives of Foreign Affairs. These archives contain multiple documents in relation to North Korea. Prior to the 1990s Mongolian scholars Dr. B. Lkhamsuren,3 Dr. B. Ligden,4 Dr. Sh. Sandag,5 junior scholar J. Sukhee,6 and A. A. Osipov7 mention briefly in their writings the history of relations between the MPR and the DPRK during the Korean War. Since the 1990s the Korean War has also briefly been touched upon in the writings of B. Lkhamsuren,8 D. Ulambayar (the author of this paper),9 Ts. Batbayar,10 J. Battur,11 K. Demberel,12 Balảzs Szalontai,13 Sergey Radchenko14 and Li Narangoa.15 There have also been significant collections of documents about the two countries and a collection of memoirs published in 200716 and 2008.17 The author intends within this paper to discuss particularly about why, how and to what degree Mongolia participated in the Korean War, the rumors and realities of the war and its consequences for the MPR’s membership in the United Nations. The MPR was the second socialist country following the Soviet Union (the Union of the Soviet Socialist Republics) to recognize the DPRK (Democratic People’s Republic of Korea) and establish diplomatic ties. That was part of the initial stage of socialist system formation comprising the Soviet Union, nations in Eastern Europe, the MPR, the PRC (People’s Republic of China) and the DPRK. Accordingly between the MPR and the DPRK fraternal friendship and a framework of cooperation based on the principles of proletarian and socialist internationalism had been developed.18 In light of and as part of this framework, The Korean War has left its deep traces in the history of the MPR’s external diplomatic environment and state sovereignty

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.

Purpose – This paper aims to explore the relationship between childhood, consumption and the Cold War in 1950s America and the Soviet Union. The author argues that Soviet and American leaders, businessmen, and politicians worked hard to convince parents that buying things for their children offered the easiest way to raise good American and Soviet kids and to do their part in waging the economic battles of the Cold War. The author explores how consumption became a Cold War battleground in the late 1950s and suggests that the history of childhood and Cold War consumption alters the way we understand the conflict itself. Design/Methodology/Approach – Archival research in the USA and the Russian Federation along with close readings of Soviet and American advertisements offer sources for understanding the global discourse of consumption in the 1950s and 1960s. Findings – Leaders, advertisers, and propagandists in the Soviet Union and the USA used the same images in the same ways to sell the ethos of consumption to their populations. They did this to sell the Cold War, to bolster the status quo, and to make profits. Originality/Value – This paper offers a previously unexplored, transnational perspective on the role that consumption and the image of the child played in shaping the Cold War both domestically and abroad.

The article analyzes the features of Soviet emigration and repatriation in the second half of the 1960s through the early 1970s, when for the first time after a long period of time, and as a result of political agreements between the USSR and the USA, hundreds of thousands of Soviet Jews were able to leave the Soviet Union for good and settle in the United States and Israel. Our attention is focused not only on the history of this issue and the overall political situation of that time, but mainly on the peculiarities of this issue coverage by the leading American printed media. The reference to the media as the main empirical source of this study allows not only perceiving the topic of emigration and repatriation in more detail, but also seeing the regularities of the political ‘face’ of the American press of that time. This study enables us to expand the usual framework of knowledge of emigration against the background of its historical and cultural development in the 20th century.

For any way of thought to become dominant, a conceptual apparatus has to be advanced that appeals to our intuitions and instincts, to our values and our desires, as well as to the possibilities inherent in the social world we inhabit. If successful, this conceptual apparatus becomes so embedded in common sense as to be taken for granted and not open to question. The founding figures of neoliberal thought took political ideals of human dignity and individual freedom as fundamental, as ‘the central values of civilization’. In so doing they chose wisely, for these are indeed compelling and seductive ideals. These values, they held, were threatened not only by fascism, dictatorships, and communism, but by all forms of state intervention that substituted collective judgements for those of individuals free to choose. Concepts of dignity and individual freedom are powerful and appealing in their own right. Such ideals empowered the dissident movements in eastern Europe and the Soviet Union before the end of the Cold War as well as the students in Tiananmen Square. The student movements that swept the world in 1968––from Paris and Chicago to Bangkok and Mexico City––were in part animated by the quest for greater freedoms of speech and of personal choice. More generally, these ideals appeal to anyone who values the ability to make decisions for themselves. The idea of freedom, long embedded in the US tradition, has played a conspicuous role in the US in recent years. ‘9/11’ was immediately interpreted by many as an attack on it. ‘A peaceful world of growing freedom’, wrote President Bush on the first anniversary of that awful day, ‘serves American long-term interests, reflects enduring American ideals and unites America’s allies.’ ‘Humanity’, he concluded, ‘holds in its hands the opportunity to offer freedom’s triumph over all its age-old foes’, and ‘the United States welcomes its responsibilities to lead in this great mission’. This language was incorporated into the US National Defense Strategy document issued shortly thereafter.

Chapter 3 uses Party texts to explore China’s changing view of the United States at the end of the Cold War and the ends, ways, and means of its subsequent grand strategy to blunt American power. It demonstrates how China went from seeing the United States as a quasi-ally against the Soviet Union to seeing it as China’s greatest threat and “main adversary” in the wake of three events: the traumatic trifecta of the Tiananmen Square Massacre, the Gulf War, and the Soviet collapse. It traces how Beijing launched its blunting strategy under the Party guideline of “hiding capabilities and biding time,” which it tied to perceptions of US power captured in phrases like the “international balance of forces” and “multipolarity.” The chapter also introduces China’s effort to asymmetrically weaken American power in Asia across military, economic, and political instruments, which are discussed in greater detail in subsequent chapters.

Ronald Reagan’s foreign policy legacy remains hotly contested, and as new archival sources come to light, those debates are more likely to intensify than to recede into the background. In dealings with the Soviet Union, the Reagan administration set the superpowers on a course for the (largely) peaceful end of the Cold War. Reagan began his outreach to Soviet leaders almost immediately after taking office and enjoyed some success, even if the dominant theme of the period remains fears of Reagan as a “button-pusher” in the public’s perception. Mikhail Gorbachev’s election to the post of General Secretary proved the turning point. Reagan, now confident in US strength, and Gorbachev, keen to reduce the financial burden of the arms race, ushered in a new, cooperative phase of the Cold War. Elsewhere, in particular Latin America, the administration’s focus on fighting communism led it to support human rights–abusing regimes at the same time as it lambasted Moscow’s transgressions in that regard. But even so, over the course of the 1980s, the United States began pushing for democratization around the world, even where Reagan and his advisors had initially resisted it, fearing a communist takeover. In part, this was a result of public pressure, but the White House recognized and came to support the rising tide of democratization. When Reagan left office, a great many countries that had been authoritarian were no longer, often at least in part because of US policy. US–Soviet relations had improved to such an extent that Reagan’s successor, Vice President George H. W. Bush, worried that they had gone too far in working with Gorbachev and been hoodwinked.

Cannon and Max Shachtman, who co-led the Communist League of America, the Workers Party of the United States, and the Socialist Workers Party during is first two years. Among the many controversies considered is the 1939-40 dispute that sundered this collaboration, a debate that involved the actions and then the class nature of the Soviet Union. Special attention to the part played by philosopher James Burnham.

The history of the International Court of Justice in its thirty-third year is contained in narrow compass. It is chiefly confined to one judgment rendered by the Court in the Case of the Monetary Gold Removed From Borne in 1943, and to the advisory opinion given by the Court on the Effect of Awards Made By the United Nations Administrative Tribunal. Apart from these, in the Nottebohm Case between Liechtenstein and Guatemala, the time for the rejoinder of Guatemala to be filed was extended for one month, to November 2, 1954. Action was taken by the Court ordering that the “Électricité de Beyrouth” Company Case be removed from the list at the request of the French Government; the Court also ordered that two cases brought by the United States against Hungary and the Soviet Union, relating to the Treatment in Hungary of Aircraft and Crew of United States of America, should be removed from the list for lack of jurisdiction.
