Abstract The workhouse remains a totemic institution for social historians, yet we still know very little about the day-to-day experiences of the indoor poor. Nowhere is this clearer than in discussions about workhouse clothing, which remain overwhelmingly negative in the literature and consistent with the predominant view of the workhouse as a place of suffering and humiliation. Yet more often than not, this view is based on relatively shallow empirical foundations and tends to rely on anecdotal evidence or on the uncritical use of subjective sources such as photographs, newspaper editorials and other cultural products. This article takes a different approach by looking again at the whole range of meanings that workhouse clothing held for paupers and those who oversaw its allocation, and at the practical and symbolic usages to which it was put by them. On the basis of this evidence the authors argue that, contrary to the orthodox view, workhouse clothing was rarely intended to be degrading or stigmatising; that it would have held very different meanings for different classes of paupers; and that, far from being a source of unbridled misery, paupers often found it to be a source of great strategic and practical value.

The welfare state emerged in 1948 when the National Assistance Act finally abolished the New Poor Law Forty-two years later, as politicians and bureaucrats struggle to keep increasing expenditure within bounds, the existence of the welfare state in its present form is under threat. Just over 150 years ago, the Old Poor Law was presenting parish ratepayers with a similar problem of rising costs, leading in 1834 to a fundamental reorganisation into the New Poor Law It may therefore be profitable to see how effective in practice the New Poor Law was when it replaced a system widely regarded as profligate, and to consider the extent to which benefits payable through the welfare state were available a hundred years or more ago.This study examines in detail how the New Poor Law, and other forms of relief, affected the whole population of the rural parish of Colyton, in south Devonshire, during the thirty years from 1851 to 1881. It will first describe the sources from which a poor person in Colyton in the mid nineteenth century could look for relief; next discuss how widespread poverty was and who the poor were; then look at what kinds of relief were available, under what conditions; and finally assess the comparative importance to the poor of the different agencies providing assistance.

This chapter foregrounds the concept of pauper agency. Using the largest corpus of letters by or about the poor ever assembled, it argues that sickness was the core business of the Old Poor Law by the early nineteenth century. Rather than paupers being simply subject to the whim and treatment of the parish, the chapter argues that they had considerable agency. Despite problems of moral hazard and the idea that sickness could be faked, paupers and officials agreed that ill health and its treatment was an area of acceptable contestation.

Between 1809 and the early-1840s more than fifty mendicity societies were established throughout Ireland. These charities focused on the suppression of street begging and the relief of the destitute poor. Mendicity societies took their lead from earlier societies located in Britain and mainland Europe, and in Ireland the Dublin association acted as a parent body for this movement. While playing a prominent role in the welfare landscape in the first half of the nineteenth century Ireland’s mendicity societies largely disappeared within a short space of time, largely on foot of the introduction of the Poor Law system.

In May 1901 an article appeared in the Yarmouth Advertiser and Gazette entitled ‘Alleged Traffic in Pauper Corpses—How the Medical Schools are Supplied—The Shadow of a Scandal’. It recounted that, although a pauper named Frank Hyde aged fifty had died in Yarmouth workhouse on 11 April 1901, his body was missing from the local cemetery. The case caused a public outcry because the workhouse death register stated that Hyde had been “buried by friends” in the parish five days after he had died. An editorial alleged that “the body was sent to Cambridge for dissection” instead and that the workhouse Master's clerk profited 15 shillings from the cadaver's sale. Following continued bad publicity, the visiting committee of Yarmouth Union investigated the allegations. They discovered that between 1880 and 1901 “26 bodies” had been sold for dissection and dismemberment under the terms of the Anatomy Act (1832) to the Cambridge anatomical teaching school situated at Downing College. The Master's clerk staged a false funeral each time a pauper died in his care. He arranged it so that “coffins were buried containing sand or sawdust or other ingredients but the body of the person whose name appeared on the outside [emphasis in original]” of each coffin never reached the grave. This was Hyde's fate too. Like many paupers who died in the care of Poor Law authorities in the nineteenth century, Hyde's friends and relatives lacked resources to fund his funeral expenses. Consequently, he underwent the ignominy of a pauper burial, but not in Yarmouth. His body was conveyed on the Great Eastern railway in a “death-box” to Cambridge anatomical teaching school. Following preservation, which took around four months, the cadaver was dissected and dismembered. It was interred eleven months after death in St Benedict's parish graveyard within Mill Road cemetery, Cambridge, on 8 March 1902. A basic Christian service was conducted by John Lane of the anatomy school before burial in a pauper grave containing a total of six bodies. The plot was unmarked and Frank Hyde disappeared from Poor Law records—the end product of pauperism.

Despite the period after the Great Highland Famine being labelled by some historians as a period of relative prosperity for the crofting and cottar community of north-west Sutherland, poverty and occasional destitution remained the norm. This article examines the structural causes and social consequences of this recurring pattern, principally from the perspective of the owners and managers of the Sutherland estate. The views of those factors ‘on the ground’ revolved around the organisation of immediate assistance for the people, as well as a fear of a ‘dependency’ culture being the permanent result of landlord charitable aid. These views clashed with those of the estate commissioner and ducal family, who were concerned with their public image, especially in the wake of unfavourable comment on the clearances. These contrasting views were further complicated by contemporary debates about charity and Poor Law reform which, although often metropolitan in focus, had a direct impact on the Sutherland estate's response to destitution in the mid-nineteenth century.

By the middle years of the nineteenth century, Englishmen were in full revolt against the principle of centralization. Parliament's experiments in centralized administration had almost all ended in failure. A powerful and independent Poor Law Commission had given way, in 1847, to a more timid Poor Law Board under ministerial and parliamentary control. A strong Board of Health, ruled by that uncompromising centralizer and bureaucrat, Edwin Chadwick, was sheared of a large part of its influence when, in 1854, the government decided to release Chadwick from their employment. The Times responded to this event with a jubilant leader article which announced that, ‘If there is such a thing as a political certainty among us, it is that nothing autocratic can exist in this country.... Mr Chadwick and Dr Southwood Smith, have been deposed, and we prefer to take our chance of cholera and the rest than be bullied into health’.

Abstract:In the agricultural township of Rigton, ten miles north of Leeds, three-quarters of labouring households had recourse to poor relief at some stage between 1815 and 1861. The chronology of this microhistory straddles the end of the French Wars, the Sturges Bourne reforms, and, due to the existence of the country's largest Gilbert Unions, the region's laggardly application of the Poor Law Amendment Act. It seeks, by source linkage, to establish the contexts of labour, welfare and the life cycle within a northern community, and place the poor and their experiences of, and strategies against, poverty within that community. A demographic overview introduces the contexts of labouring families' lives, whilst a commentary on expositions of biographical reconstitutions of two generations of a labouring family, forms a major part of this exploration. This argues that whilst relationships with, and mitigation against, poverty were fluid and complex, as the century progressed labouring families had a decreasing interface with the Poor Law, and adopted and developed new economic strategies to add to their portfolio of makeshifts.1
