Abstract A modular photometric trap detector system has recently been developed at Physikalisch-Technische Bundesanstalt (PTB). All parts of the detector are now completely calibrated. The new planned traceability chain for the realisation of luminous intensity unit can therefore be established for the first time. This contribution shows the results of the individual calibration steps including the associated measurement uncertainties and correlations. A major part of the calibrations along the traceability chain is done at the upgraded measurement setup TULIP (TUnable Lasers In Photometry). The improvements of the TULIP setup are presented and the effects on the measurement uncertainty are shown. The result of the first complete calibration according to the new traceability chain is compared to previous calibration results both in terms of spectral irradiance responsivity and luminous responsivity. The further steps required towards implementing the new traceability chain and the possible implications are discussed.

The article presents the interpretation of the regulation of Polish Real Estate Tax resulting from the judgment of the Constitutional Tribunal of 24 February 2021, SK 39/19. In this judgment the Constitutional Tribunal questioned the current interpretation of the connection of land, building or structure with conducting business activity. The author describes necessary changes in interpretation of the regulation, which results from this ruling. The article explains who is affected by the new understanding of the regulation and what is the relationship of the new interpretation with the suspension of business activity. The major part of the considerations is devoted to the effects of the Constitutional Tribunal's judgment in relation to restrictions implemented on the conduct of economic activity in connection with the COVID-19 pandemic. The author presents the position according to which subjects who could not conduct economic activity by the regulation should not pay for this period the higher rate of property tax provided for real estate owned by entrepreneurs.

One of the treatises attributed to the scholar and philosopher al-Farabi is the fascinating single- page manuscript entitled tafsir asma al-hukama, a small document containing a shorthand inventory of fourteen Greek names. Although the authenticity of the attribution is still debated, the treatise itself demonstrates that its author had a strong interest in the interplay of philology and philosophy – a theme that first appears in a remarkable passage in Plato’s Politeia, namely Book IX, 582e. This paper therefore will examine the nature of the tafsir asma al-hukama, especially with regard to the title, which I leave untranslated until the last part of the paper, since the exact meaning of the words in the title forms a major part of my argument. Although the tafsir asma al-hukama is seemingly a very minor text, I believe that it represents a fascinating moment in the history of the dialogue between philology and philosophy. The result of my examination, then, will be a kind of maxima in minimis or hologram on a minor scale. I shall begin with a discussion of the importance of ism in al-Farabi.

The Institute of Oriental Manuscripts of the Russian Academy of Sciences possesses a xylographed fragment in classical Mongolian script with a handwritten text on the reverse side (call mark G 110 recto), which was obtained in 1909 during P. K. Kozlov’s expedition in Khara-Khoto. The printed text in classical Mongolian script with several interlinear glosses in Chinese and a page footer (of the transcription of the Chinese name of the chapter and the page number) was read by the Soviet Orientalist N. Ts. Munkuyev more than 50 years ago. Munkuyev dated it by the XIV century based on the paleographic peculiarities. Moreover, based on the official history Yuan shi, he supposed that the text might be a Mongolian translation of the legislative code Da Yuan tong-zhi and suggested two possible versions of original Chinese name of the chapter, out of which an incorrect one was unfortunately chosen. Since Da Yuan tong-zhi was not preserved in full and the major part of the written monument including the chapters of interest were lost, it was impossible to find the text in scope, and the mistake in the reconstruction of the chapter name also could not be detected. However, in 2002 in South Korea a part of Zhi-zheng tiao-ge code was found, which was promulgated in 1346 and was intended to replace the outdated Da Yuan tong-zhi. In one of his previous articles, the author has shown that both codes were built according to a general pattern elaborated as far back as the Tang epoch (618–907). This enabled reconstruction of the name of the chapter mentioned in the fragment. Fortunately, the surviving part of the Zhi-zheng tiao-ge code contains the required chapters, and the Chinese glosses in the fragment allowed us to find the original Chinese text, which turned out to be a document dated 1303 and, according to the date, was evidently included in both codes. The article also contains the Chinese text of the document and its annotated translation.

The cyber-physical systems take the major part of any system that help users to interact with environment processes. Cyber-physical systems are intelligent systems, which include networks of physical and computing components that interact on internal level. The basis for the development of various models of cyber-physical systems are the using of measuring instruments and their software. Measuring instruments are necessary to control technological parameters processes and the environment. The purpose was to investigate the features of interaction with sensors, to identify the most useful of them in use, to classify types and describe their capabilities for future use in developing of cyber-physical systems. The relevance of the choice of this topic is that mobile and cyber-physical systems occupy a significant place in modern life. The systems that help the user to simplify daily tasks are of maximum benefit. These tasks can be attributed to the tasks of the environment as they exist and are performed in it. Especially cyber-physical systems that interact with the environment have the ability to solve such problems. Sensors act as a tool of interaction, the so-called bridge between the environment and the program. Sensors collect and provide information for further processing and use in solving problems.

Abstract The gamekeeper was an important but controversial presence in the late Victorian and Edwardian countryside. Admired by some for his skills in woodcraft and deep understanding of nature, for others the keeper was much less benign: a destroyer of wildlife; a barrier against wider public access to the land; and the upholder of fiercely contested laws. At a time when debates about the land and its present and future use formed a major part of contemporary political discourse, and when an urbanising society was investing ever more meaning in its idea of the rural, consideration of the keeper takes us beyond the study of field sports towards broader histories of the English countryside and its attendant ruralist culture. Situating the keeper in a dual setting of material production and recreational service provision, the following examines both what he did and was expected to do, and the ways in which this was represented. Not only were keepers active agents in their own representation, eager to project themselves as skilled professionals, they might also elicit support from unusual quarters. As will be seen, keeper representation was as varied as his many roles.

Bulk cargo is being transported in large parcels to reduce transportation cost calculated per unit of cargo. Its main categories are: liquid cargo, dry bulk cargo and special bulk cargo. The deadweight of the fleet of ships carrying bulk cargo by sea increased 3.4 times in 1990-2020. Dry carriers account for 55% of the fleet and their deadweight increased 4.4 times during the same period. The Oil and oil products tankers account for 37% of the deadweights which has been increased by 2.4 times. The majority of the oil tanker tonnage (over 98%) comes from VLCC, Suezmax and Aframax type vessels. 60% of this is 200 thousands tankers sized more than dwt. The oil tanker freight market in 2002-2019 was characterized by a high level of volatility. VLCC tanker time-charter equivalent ranged from $ 8.7-95.2 thousand in 2002-2019. The variability of time-charter rates in other oil tanker categories was similar. The major part of the tonnage of product tankers (more than 90%) is derived from from LR2, LR1 and MR2 type of vessels. 43% of these are LR2 tankers. This segment of the freight market was also highly variable. LR2 tanker time-charter equivalent ranged from $ 7.5-28.8 thousand in 2011-2019 years. The main part of the tonnage of dry cargo vessels (over 69%) comes from Capesize, Panamax and Supramax type vessels. This segment of the freight market has been declining and highly volatile in recent years. The capesize-type ship time charter equivalent ranged from $ 3.5-30.8 thousands in 2011-2019. Traveling to different destinations is a major part of our lives. We visit a variety of locations both during our daily lives and when we are on vacation. How can we find the best way to navigate from one place to another? Perhaps we can test all of the different ways of traveling between two places, but another method is to use mathematics and computation to find a shortest path between them. In this article, we discuss how to construct shortest paths and introduce Dijkstra’s algorithm to minimize the total cost of a path, where the cost may be the travel distance, the travel time, or some other quantity. We also discuss how to use shortest paths in the real world to save time and increase traveling efficiency.

Представлены результаты статистического анализа показателей обстановки с пожарами, произошедшими в Российской Федерации в 2011-2020 гг. от электрооборудования. Рассчитаны значения как абсолютных, так и долевых показателей данных пожаров в общих значениях по России. Приведены распределения показателей пожаров от электрических изделий и устройств по различным объектам пожаров. По результатам исследования установлено, что наибольшее число пожаров от электрооборудования произошло на трех группах объектов: здания, сооружения жилого сектора; транспортные средства; общественные здания, сооружения. Основная часть погибших и травмированных людей, а также наибольший прямой ущерб соответствуют группе объектов «здания, сооружения жилого назначения, надворные постройки». There are presented the results of statistical analysis of parameters characterizing situation with fires caused by electrical equipment that occurred in the Russian Federation in 2011-2020. Both absolute and shared parameters of these fires in general values among Russia are calculated. The distributions of parameters of fires caused by electrical products and devices on different objects of fires are sited. According to the results of the study it was found that the largest number of fires caused by electrical equipment occurred on three main groups of objects: buildings and structures of residential sector; vehicles; public buildings and structures. The major part of fire deaths, fire injures and also the largest direct material loss from fires corresponds to the group of object “residential buildings and structures, outbuildings”.

Abstract The aim of the paper is to identify similarities and differences in terms of the metaphors used to present the COVID-19 crisis in Romanian and US articles. The paper is structured in two parts – a theoretical and a practical one. The theoretical framework presents metaphors from the cognitive linguistic perspective as a way to understand and explain reality, metaphors playing a major part in human thinking. They are approached in the paper as a subjective way of presenting reality, being indicative of cultural differences. The practical part analyses thirteen Romanian and US articles taken from broadsheet newspapers, focusing on three areas – the presentation of the virus, people’s reaction to it, and the vaccine – in order to see the types of metaphors and the source domains used.
