For the sake of the children? Children, domestic violence and public policy

More attention than ever before is being paid to children in Australian public policy concerned with domestic violence. In family law and in the areas of child protection, policing and in the provision of specialist services, there is recognition that children are affected by domestic violence. Yet the ‘discovery’ of the impact of domestic violence on children and the development of public policy responses have not been straightforward processes of problem identification and solution. Rather, there are a number of competing discourses which underlie various policy approaches. Drawing on Bacchi’s (1999) ‘what’s the problem represented to be?’ approach, we examine the discursive constructions of children’s experiences of domestic violence and the responses to them as evident in Australian public policy. In identifying these particular understandings, and considering the implications of these meanings for current policy and practice, we aim to contribute to debate on the future direction of domestic violence policy concerned with children.

Background/Context Over the last two decades, youth involvement in policy advocacy has increased sharply, through youth councils, organizing coalitions, and new media forums. Currently 12 states and 140 American cities have youth councils or commissions established to advise policymakers on the impact of their legislation on youth. Despite their growing presence, we know little about what these councils do, how they are viewed, or how, if at all, they influence policy-making processes. Purpose This study explores manifestations of adultism during the first 4 years of the Ballou City Youth Commission (BCYC) from the perspectives of 22 youth members and adult allies. Research Design Though primarily interview-based, this study also draws on field notes collected during a BCYC meeting and a BCYC community forum and organizational artifacts to explore the nature and dynamics of adultism as they played out in BCYC. Data Collection and Analysis In-depth, individual interviews were conducted with 11 current and former youth commissioners and 11 adults who represented the target audience for BCYC's work or who partnered with the commission on various initiatives. The theoretical framework of adultism guided the analysis, which included open and axial coding, memo writing, and the construction of matrices and charts to track emergent patterns. Findings/Results Using a critical theory lens, we find that adultism has played a prominent role in limiting BCYC from achieving the goals laid out in its charter. We identify a “roller coaster of adultism” that illustrates how weak initial structures coupled with deeply entrenched views of youths’ limited capacity adversely impacted the functioning of BCYC and propelled a cycle of externalized and internalized adultism. Conclusions The study adds to the scant literature on youth voice in public policy, raises six clear implications for policy and practice, and extends theory by illustrating the complex ways in which external and internalized forms of adultism interact with and reinforce each other.

Summary Government and parliamentary inquiries into child protection have historically exerted a significant impact on policy and practice reform. Yet to date, there has been no analysis of the impact of such inquiries on programme and service supports for young people transitioning from out-of-home care (often termed leaving care). This article uses a content analysis methodology to critically examine and compare the findings of six recent Australian child protection inquiries (five at state and territory level and one Commonwealth) in relation to their discrete sections on leaving care. Attention is drawn to how the policy issue is framed including key terminology, the major concerns identified, the local and international research evidence cited and the principal sources of information including whether or not priority is given to the lived experience of care leavers. Findings All six inquiries identified major limitations in leaving care legislation, policy and practice including poor outcomes in key areas such as housing, education and employment. There was a consensus that post-18 assistance should be expanded, and most of the reports agreed that greater attention should be paid to the specific cultural needs of the large number of Indigenous care leavers. Applications Care leavers universally are a vulnerable group; leaving care policy should be informed by the lived experience and expertise of care leavers; governments have a responsibility to provide ongoing supports beyond 18 years of age, particularly in areas such as housing and education, training and employment

Until very recently social work and other child care agencies in Britain have paid little, if any, attention to the impact of domestic violence on children. Audrey Mullender — a pioneer of research in this field — argues the need for a radical improvement in agencies' response to domestic violence, based on a general raising of sensitivity and awareness at both worker and agency level. Among the specific areas for development suggested are an emphasis on safety planning with women and children, the need for better links between women's services such as Women's Aid, and child care and child protection agencies, and the promotion of positive and healing work with child survivors of living with abuse.

For a better understanding of the impact of global student flows on industries and knowledge societies, we need to rethink the relationship between global student mobility and migrant knowledge. The authors elaborate on the view that current policy and practice relating to higher education mobility puts too much emphasis on mobilizing pools of knowledge, thereby ignoring the fact that knowledge flows tend to be concentrated among people who are actively participating in the knowledge flow. Adopting a shared social context perspective on the dynamics of knowledge flow embedded in mobile minds may enable a better assessment to be made of the impact of student mobility over time on industries and societies. Given such an assessment, policy and practice measures can be developed to encourage those involved in the knowledge flow to exploit student talent flow more effectively.

The paper concentrates on the realization of an inner city or urban problem in British politics in the mid-1960s. Rejecting the conventional explanation of the resultant ‘urban programme’ as solely the consequence of Labour reactions to Enoch Powell's ‘rivers of blood’ speech in 1968, the paper assesses the utility of a number of explanations for the gestation and ultimate shape of this new policy direction. Interest-group, elite and Marxist interpretations are also rejected, while amorphous academic ideas and bureaucratic domination of an embryonic policy agenda are offered as the two most plausible explanations of the subsequent shape of the ‘urban programme’. The paper concludes with an assessment of the impact of poorly conceived policy responses in generating more viable alternatives.

Abstract Background: The advent of the COVID-19 pandemic presented many challenges for parenting. Parenting was severely affected by lockdown, school closure, illness, shortages, movement restrictions and the many sudden changes wrought by the global emergence of COVID-19. Responding to the need for a rapid emergency response to support parents and caregivers, a consortium of providers developed a suite of COVID-19 parenting resources based on evidence-based parenting interventions. Launched in March 2020, these were adapted for online use, with versions in over 100 languages, and the possibility for downloading, radio, and oral provision. A rapid qualitative evaluation initiative was conducted from September 2020 to February 2021 to inform the procedure, understand the impact and to drive future provision.Methods: The evaluation collected open-ended responses surveys (n=495 participants) and in-depth interviews with parents, providers and adolescent children (n=22) from 14 countries and one global source. Data were gathered on parenting challenges during COVID-19 and the utility of the COVID-19 parenting resources. In-depth, semi-structured interviews explored the same concepts and elaborating on challenges, utility, and recommendations for the future. Data were translated to English and coded in a hierarchy from basic, organising and global theme generation. Results: The parenting resources equipped parents with information and practices transforming everyday lives, interactions and the challenges from the parenting pressures. The tips provided prompts and permissions related to children’s behaviour, enabled communications and offered ways to reduce stress, monitor behaviour and navigate discipline challenges. The timeliness of the resources as well as the clarity and ease of use were seen as advantages. Future direction and possible hurdles related to adaptations needed according to recipient, child age, local context, culture and new challenges. Conclusions: Although limited by the timing and reach of the disseminated tips, overall findings point to the value and utility of this unprecedented global response to the COVID-19 pandemic. Results suggest that rapid provision of parenting resources at scale is feasible and of use and opens up a pathway for providing evidence-based interventions under COVID-19 constraints.Trial registration: N/A
