Meeting Multiple Policy Imperatives: Encouraging and Discouraging People with Criminal Records to Work as Care Workers in Social Care: A Scoping Review

Social care policy-making seeks to address longstanding staff recruitment and retention problems but also to protect vulnerable clients from harm. Internationally many states have policies requiring disclosure of conviction histories by applicants seeking work with vulnerable populations. Policies also seek to encourage rehabilitation of people with offending histories, particularly in countries with high employment. This article presents and discusses the policy implications of a scoping review conducted in 2019 to explore evidence of current practice in employing people with criminal records as care workers in social care and the potential to recruit new staff from this group. The literature contains limited evidence about the effectiveness of policies inhibiting or facilitating social care work by people with criminal records. Further research should clarify policy contradictions, identify barriers and facilitators in different parts of the care sector to employment and protection, while holistic evaluation of initiatives in this area is needed.

AbstractThe hostile environment that older lesbian, gay, bisexual and transgender (LGBT) people faced at younger ages in the United Kingdom (UK) may have a lasting negative impact on their health. This systematic scoping review adds to the current knowledge base through comprehensively synthesising evidence on what is known about the extent and nature of health and care inequalities, as well as highlighting gaps in the evidence which point the way towards future research priorities. We searched four databases, undertook manual searching, and included studies which presented empirical findings on LGBT people aged 50+ in the UK and their physical and mental health or social care status. From a total of 5,738 records, 48 papers from 42 studies were eligible and included for data extraction. The synthesis finds that inequities exist across physical and mental health, as well as in social care, exposure to violence and loneliness. Social care environments appeared as a focal point for inequities and formal care environments severely compromised the identity and relationships that older LGBT people developed over their lifecourse. Conversely, the literature demonstrated how some older LGBT people successfully negotiated age-related transitions, e.g. emphasising the important role of LGBT-focused social groups in offsetting social isolation and loneliness. While there exist clear policy implications around the requirement for formal care environments to change to accommodate an increasingly diverse older population, there is also a need to explore how to support older LGBT people to maintain their independence for longer, reducing the need for formal care.

AbstractMigrant care workers play a significant role in meeting the escalating demand for social care in the UK. Workforce shortages create opportunities for new migrants to enter the social care workforce. This scoping review aims to identify and synthesise available evidence on the contribution of migrant workers to the provision of home care in the UK focusing on care worker and service outcomes as well as sustainability, and identify challenges and gaps in the context of Brexit and changing immigration policies. Twenty-two articles were identified for inclusion in the review and extracted using a structured format. The analysis presents a narrative description and synthesis of the research. Findings from the reviewed articles were grouped into five main themes: migrant, user and employer outcomes, effect on workforce, and sustainability—and 15 sub-themes that were described in detail. Much of the existing research on migrant care work is qualitative and focuses on migrant outcomes. The review identified some important gaps in research, namely, the impact of immigration status on migrant care worker outcomes, the cultural and psychological adaptation of migrant care workers to care practices, and the emerging UK live-in care market. Implications of findings are discussed in the context of post-Brexit immigration system.

Abstract Introduction: Generally, in Epidemics, such as COVID-19, health care workers (HCWs) faces many problems which lead to a shortage and weakening of human resources in the health system. Therefore, using effective strategies to retain human resources is one of the most important issues during outbreaks. This study aims to collect and classify the proposed interventions to strengthen human health resources and their sustainability during epidemics through scoping review.Methods: In this scoping review study, 2300 studies were retrieved through searching international databases –PubMed, Embase, Scopus and Web of Science. The retrieved studies were screened, and finally, 50 studies were included for analysis. The strategies were classified using inductive qualitative content analysis.Results: Most of the studies were conducted in the United States and the United Kingdom. The target population in 39 studies was all health workers; five studies were on physicians, five studies on nurses, and only one study on dentists. The proposed interventions were classified into five categories: preparation, protection, support, treatment, and feedback. Discussion: Most studies focused on providing interventions in one or two dimensions of human resources, but these interventions were summarized and categorized in this review. Therefore, this study has a holistic view of various dimensions of strengthening and maintaining human health resources during epidemics by providing a thematic map. Considering that human beings are multidimensional, policymakers and managers of the health system should use a set of interventions that simultaneously cover different aspects of their needs to strengthen and maintain HCWs.

Introduction Workers are potentially exposed to known and suspected carcinogens in the workplace, many of which have not been fully evaluated. Despite persistent need, research on occupational cancer appears to have declined in recent decades. The formation of the Occupational Cancer Research Centre (OCRC) is an effort to counter this downward trend in Ontario. The OCRC conducted a survey of the broad stakeholder community to learn about priority issues on occupational cancer research. Methods The OCRC received 177 responses to its survey from academic, health care, policy, industry, and labour-affiliated stakeholders. Responses were analyzed based on workplace exposures, at-risk occupations and cancers by organ system, stratified by respondents’ occupational role. Results Priority issues identified included workplace exposures such as chemicals, respirable dusts and fibres (e.g. asbestos), radiation (e.g. electromagnetic fields), pesticides, and shift work; and occupations such as miners, construction workers, and health care workers. Insufficient funding and a lack of exposure data were identified as the central barriers to conducting occupational cancer research. Discussion The results of this survey underscore the great need for occupational cancer research in Ontario and beyond. They will be very useful as the OCRC develops its research agenda.

The aim of this study was to examine the relationship between frequency of exposure to physical violence/aggression and traumatic stress and burnout in social care workers (SCWs). One hundred SCWs were surveyed using non-experimental, cross-sectional, quantitative correlational study design with three questionnaires: Demographic Questionnaire, Revised Impact of Events Scale and Maslach Burnout Inventory. Responses were analysed using SPSS quantitative software and utilised descriptive statistics, and non-parametric correlational tests. Results indicated statistically significant positive relationships between the frequency of exposure to physical aggression/violence and traumatic stress and burnout measures. Results also indicated significant positive correlations between traumatic stress and burnout. Furthermore, exposure to workplace violence/aggression, traumatic stress, and burnout also positively correlated with SCWs desire to leave the profession in the next five years. Finally, results indicated a significant relationship between frequency of self-care and levels of traumatic stress and burnout subscales in SCWs.)

This literary studies focuses in discussing key political implications in the design and application of Performance Indicaators (PIs) in Indonesia include competition and government’s agenda on research in HE. It is found that the competition is mainly addressed by the current practice of Journal Accreditation as giving benchmark for quality in research. This government’s agenda on research has caused some dilemmas in managing education as complex process. Some suggestions are given in answering to these dilemmas. First, PIs should be regarded as products of current situations and demands. Second, application of the design will have to be assisted by the nature of the institution. PIs should also not be considered as absolute indicators for quality but rather as catalyst toward development.
