The article is devoted to the analysis of the labor discipline of production personnel when performing maintenance (maintenance) of cars. The research was conducted in Perm on the basis of a typical car service, which is an official dealer of the domestic car brand. The results of comparing the manufacturer’s MAINTENANCE technology and the actions of performers (locksmiths) are presented. Deficiencies in the work of production personnel were found and analyzed. Recommendations have been developed to improve the organization of work, increase the level of motivation of employees. In the conditions of economic uncertainty, serious requirements are put forward for the personnel management system. Special skills and qualifications of personnel are increasingly prevailing as the main competitive companies’ advantage in the struggle for a leading position in the market. In the short term, highly dynamic employment processes are expected, as many organizations aim to significantly adjust existing labor relations. Personnel consulting reflect the activity to solve the tasks set for the top personnel management in order to increase the profitability of the organization. The object of the personnel audit is the internal labor market, that is, the available human resources are considered, in particular, the workforce, various aspects of the organization’s production activities. Effectiveness evaluation of the methods of vocational guidance and adaptation, identification and diagnosis of problems arising during the adaptation period is also one of the main parameters. Thus, the specific diversity of personnel audit is determined by the goals and objectives. The lack of personnel assessment and development systems in the company entails serious risks in forming and implementation of management decisions, which can also lead to serious costs for the organization. Personnel assessment using transparent and understandable criteria, organization of trainings and training for employees, formation of programs for the development of professional competencies are not only conditions for retaining employees, but also a tool for developing the organization’s HR brand.

In the article, from the standpoint of theory and methodology, a competent approach to the evaluation of company personnel is described. The models for assessing the company's personnel from different approaches are presented. The methods used by modern companies for the personnel assessment procedure are highlighted. The meaning of the competence concept and approaches to understanding the essence of the competence concept are given. The concept of competency model is formulated and a variant of this competence model is presented. Deficient moments in the formation of competence models for the evaluation of company personnel were identified.

Assessment, as an integral part of the management process, it is the most effective system for the certification of the organization personnel. This procedure helps in determining the qualification and level of knowledge of employees, assess their abilities, moral and business skills. Each employee in the performance of his duties must use rational methods and modern technical means to ensure effective organization of production. The purpose of the article is substantiation of theoretical principles and development of practical recommendations for improving the procedure for assessing an agricultural organization personnel. The objectives of the research are: study of theoretical aspects and methodological tools, identification of the stages, and development of documentary support for the personnel assessment system. Such methods as the analysis of scientific and theoretical sources, the systematic approach, the method of comparative analysis, and generalization were used in the process of writing the article. The paper presents recommendations for the development of an effective certification system and its documentary support in agricultural organizations perfectly meeting the goals of the organization under study as well as its needs and the organizational culture developed in it.

Personnelists looking toward the future in personnel assessment and personnel administrators more generally are concerned with their own roles and the images which their roles will create in the broad perspective of management. This article addresses itself to these concerns in a discussion of professionalization in personnel. More specifically, the article covers particular areas demanding personnel attention in the future. Some of these are old acquaintances with new demands — As, the work place and the work force, psychological testing, older workers, the handicapped. The effects of the new technologies, especially as related to computers are considered. Some concerns are relatively new acquaintances to assessment personnelists, as their roles in human resource management. The aim has been to treat the topic of futurism and futurists in such a way as to be practical as well as visionary in guiding Public Personnel Management readers.
