In the article, from the standpoint of theory and methodology, a competent approach to the evaluation of company personnel is described. The models for assessing the company's personnel from different approaches are presented. The methods used by modern companies for the personnel assessment procedure are highlighted. The meaning of the competence concept and approaches to understanding the essence of the competence concept are given. The concept of competency model is formulated and a variant of this competence model is presented. Deficient moments in the formation of competence models for the evaluation of company personnel were identified.

The article dwells upon the major methodological approaches to the development and implementation of a complex system of a service company’s employee performance assessment. The authors define the role and significance of employee performance assessment in the general framework of HR and organizational management. Special attention is paid to the essential principles and methods of employee performance assessment, the issues of the assessment procedure development and design, the current forms of personnel motivation to acquire new knowledge and skills. The authors consider the issues of employee self-esteem regulation, the impact of external and internal factors on the objective personnel assessment, and the automated employee performance assessment. Emphasis is laid on developing unconventional methods of employee performance assessment and improving the training of HR assessment experts.

In this article, approaches to the study of the organizational and methodical aspects of certification of management personnel, the need for its use are considered. The importance for each enterprise and organization of the application of each of their methods and approaches is considered. The tasks of certification of management personnel are presented in detail, a number of difficulties are shown, which arise when using different methods of personnel assessment. The Technical Committee, which deals with the standardization of quality management systems, found that when using the standards from the 9000 series, there are already obvious shortcomings in them. The reasons that do not allow full use of the standards are considered. The advantages that an enterprise or organization receives are obtained by showing qualified personnel who have passed the certification provided that the certification is carried out by competent employees. Brief conclusions and ways of solving the problems described in this article are given.

Purpose Information security policies (ISPs) are used by organizations to communicate rules on the use of information systems (IS). Research studies show that compliance with the ISPs is not a straightforward issue and that several factors influence individual behavior toward ISP compliance, such as security awareness or individual perception of security threats. The purpose of this paper is to investigate the competencies associated with users’ ISP compliance behavior. Design/methodology/approach In order to reveal the competencies that are associated with the users’ ISP compliance behavior, the authors systematically analyze the ISP compliance literature and the authors develop an ISP compliance competency model. The authors then target to explore if IS users are equipped with these competencies; to do so, the authors analyze professional competence models from various industry sectors and compare the competencies that they include with the developed ISP compliance competencies. Findings The authors identify the competencies associated with ISP compliance and the authors provide evidence on the lack of attention in information security responsibilities demonstrated in professional competence frameworks. Research limitations/implications ISP compliance research has focused on identifying the antecedents of ISP compliance behavior. The authors offer an ISP compliance competency model and guide researchers in investigating the issue further by focusing on the professional competencies that are necessary for IS users. Practical implications The findings offer new contributions to practitioners by highlighting the lack of attention on the information security responsibilities demonstrated in professional competence frameworks. The paper also provides implications for the design of information security awareness programs and information security management systems in organizations. Originality/value To the best of the authors’ knowledge, the paper is the first study that addresses ISP compliance behavior from a professional competence perspective.

The proposed approach involves building matching job profile on the basis of a preliminary assessment of the options to profile competencies. On the basis of the competency model, and the system of assessing the levels of a candidate, developed in this artide the author built a profile of competencies of a sales Manager of wood processing enterprises. The results of the study showed that the implementation of competence model in personnel management system allow you to create structural personnel policy of the organization, where the competency model is the Central element of the system of personnel management

The aim of the study is to analyze the technology of conducting interviews by competencies. The article considers the goals and objectives of the interviewer, formulates the basic requirements for the personnel assessment system when hiring. It is noted that the evaluating interviewer should be familiar with the content of competencies and their indicators. Recommendations are given on the number of competencies evaluated and the duration of the interview. A hiring interview plan has been formulated to obtain and evaluate specific information on the required competencies. Concrete examples of real working situations, the procedure for maintaining records are given. Focuses on privacy issues. An example of a form for recording the results of the final interview is given. The principles for assessing a candidate are listed. The scale of expressiveness of indicators of competencies, a scale for assessing the level of expressiveness of competencies is presented. The maximum possible number of positive manifestations of indicators in competence is determined. A formula is recommended for calculating the percentage of positive manifestations following an interview. In conclusion, the components of the universal competency model are formulated.

The nature of the questions asked concerning a child determines the procedures used to generate the answers. This article describes a variety of assessment procedures and discusses the situations under which each procedure would be used. The Project NEW TeamS (neurological, ecological, wholistic team system) observational assessment procedure designed for infants, toddlers, and preschool children is presented. The goal of this assessment process is to link assessment with intervention by determining what supports and what compromises a child’s perfomance.

The field of information security is experiencing a shortage of specialists to meet the growing demand for qualified and ready-to-work personnel. The use of competency models as tools for determining and evaluating employee qualifications, and skills needs to be reconsidered. The purpose of the research is to formulate competence a model of a specialist in the field of information security. The article examines the structure of the competence model of a specialist in the field of information security, and the model of competence of a specialist in the field of information security, as well as defines the main competencies that are necessary for an information security specialist. Industry standard competence models can help employers, teachers, and human resources professionals prepare, develop, and advance the workforce for enterprise security and information security in the future.

Collaborative design in dispersed groups of engineers creates various kinds of challenges to technology, organization and social environment. This paper presents an approach to description and representation of the competences needed for a planned collaborative design project. The most important competence areas are identified starting from the nature of design work, problem solving in design teams, and working in distributed groups. The competence model is built structuring these areas according to three perspectives: general, cultural, and occupational competences. An ontological representation is proposed to implement the described model for collaborative design competence. Using an ontology language for representation of collaborative design competence models makes it possible to identify those individuals who are best suited for the collaboration by ontology matching. Furthermore, a software design team consisting of two persons was interviewed and competence profiles were created using the developed ontological representation. Modeling of the team members has confirmed that the proposed approach can be applied to modeling competences needed for collaborative design in engineering fields.

The analysis of the concept of “competence” has been made. The stages of building a competency model for an accountant performing consulting functions based on a judgement-based approach have been described. A step-by-step development of an accountant’s competency model has been carried out (the existing performance of functions was assessed, and the desired performance has been described; the competencies necessary for the successful performance of their functions were determined; the behavioral indicators have been distributed according to competences; finally the original competence model of the accountant of the organization has been formed).
