The system construction of urban flood control and disaster reduction in China is facing pressure and challenge from new urban water disaster. Under the circumstances that it is difficult to build high standards of flood protection engineering measures in urban areas, it is particularly important to carry out urban flood early warning. In Jinan City, a representative inland area, based on the index system of early warning of flood in Jinan urban area, the method of fuzzy comprehensive evaluation was adopted to evaluate the level of early warning. Based on the cumulative rainfall of 3 hours, the CAflood simulation results based on cellular automaton model of urban flooding were used as evaluation indexes to realize the accuracy and integration of urban flood control early warning.

Fine particulate matter with a diameter less than 2.5 �m (i.e. PM2.5) is an air pollutant of special concern for urban areas due to its potential significant negative effects on human health, especially on children and elderly people. In order to reduce these effects, new tools based on PM2.5 monitoring infrastructures tailored to specific urban regions are needed by the local and regional environmental management systems for the provision of an expert support to decision makers in air quality planning for cities and also, to inform in real time the vulnerable population when PM2.5 related air pollution episodes occur. The paper focuses on urban air pollution early warning based on PM2.5 prediction. It describes the methodology used, the prediction approach, and the experimental system developed under the ROKIDAIR project for the analysis of PM2.5 air pollution level, health impact assessment and early warning of sensitive people in the Ploiesti city. The PM2.5 concentration evolution prediction is correlated with PM2.5 air pollution and health effects analysis, and the final result is processed by the ROKIDAIR Early Warning System (EWS) and sent as a message to the affected population via email or SMS. ROKIDAIR EWS is included in the ROKIDAIR decision support system.

The financial market is changing rapidly. Since joining the WTO, our country’s financial companies have faced pressure from dual competition at domestic and abroad. The complex internal and external environment has forced financial enterprise managers to improve risk prevention awareness, early warning and monitoring, so as to responding to emergencies and challenges in the financial market. However, traditional forecasting and analysis methods have problems such as large workload, low efficiency, and low accuracy. Therefore, this article applies intelligent computing to the forecast of financial markets, using related concepts of fuzzy theory and Internet intelligent technology, and proposes to establish a model system for financial enterprise risk early warning management and intelligent real-time monitoring based on fuzzy theory. This article first collected a large amount of data through the literature investigation method, and made a systematic and complete introduction to the related theoretical concepts of fuzzy theory and financial risk early-warning management, has laid a sufficient theoretical foundation for the subsequent exploration of the application of fuzzy theory in financial enterprise risk early warning management and intelligent real-time systems; Then a fuzzy comprehensive evaluation method that combines the analytic hierarchy process and fuzzy evaluation method is proposed, taking a listed company mainly engaged in automobile sales in our province as a case, the company’s financial risk management and modeling experiment of the intelligent real-time system; Finally quoted specific cases again, used the fuzzy comprehensive evaluation method to carry out risk warning and evaluation on the PPP projects of private enterprises in our province, and concluded that the project risk score is between 20-60, which is meet the severe-medium range in the risk level. Research shows that the use of fuzzy theory and modern network technology can make more accurate warnings and assessments of potential and apparent risks of financial enterprises, greatly improving the safety of financial enterprise management and reducing the losses caused by various risks.

The financial crisis is a realistic problem that the general enterprise must encounter in the process of financial management. Due to the impact of the COVID-19 and the Sino-US trade war, domestic companies with unsound financial conditions are at risk of shutdowns and bankruptcies. Therefore, it is urgently needed to study the financial warning of enterprises. In this study, three decision tree models are used to establish the financial crisis early warning system. These three decision tree models include C50, CART, and random forest decision trees. In addition, the ROC curve was used for comprehensive evaluation of the accuracy analysis of the model to confirm the predictive ability of each model. This result can provide reference for domestic financial departments and provide financial management basis for the investing public.

Abstract. This article presents a novel methodology to assess flood risk to people by integrating people's vulnerability and ability to cushion hazards through coping and adapting. The proposed approach extends traditional risk assessments beyond material damages; complements quantitative and semi-quantitative data with subjective and local knowledge, improving the use of commonly available information; and produces estimates of model uncertainty by providing probability distributions for all of its outputs. Flood risk to people is modeled using a spatially explicit Bayesian network model calibrated on expert opinion. Risk is assessed in terms of (1) likelihood of non-fatal physical injury, (2) likelihood of post-traumatic stress disorder and (3) likelihood of death. The study area covers the lower part of the Sihl valley (Switzerland) including the city of Zurich. The model is used to estimate the effect of improving an existing early warning system, taking into account the reliability, lead time and scope (i.e., coverage of people reached by the warning). Model results indicate that the potential benefits of an improved early warning in terms of avoided human impacts are particularly relevant in case of a major flood event.

Based on the Comprehensive Flood Management Plan (CFMP), one of the flood control alternatives in the Ciliwung Watershed is using the dry dam construction. Construction of Ciawi dam and Sukamahi dam who are located in Bogor District, are expected to decrease the flood peak and increasing the time concentration in order to reduce the impact caused by a flood in DKI Jakarta due to Ciliwung River. With the construction of Ciawi dam and Sukamahi dam, it is necessary to conduct a research on the effect of both dams construction in Katulampa Weir, one of monitoring point dams on the DKI Jakarta Flood Early Warning System. Hydrological analysis with Win-TR 20 and HEC-RAS was conducted to identify the changes in the flood level of Flood Early Warning System in DKI Jakarta with and without both dams are available. The results of this study indicate that the peak floods decreased by around 2.5% after the implementation of Ciawi dam and Sukamahi dams. The impacts of this reduction will not affect the Flood Early Warning System level at Katulampa Weir significantly.

Forecasting extreme precipitations is one of the main priorities of hydrology in Latin America and the Caribbean (LAC). Flood damage in urban areas increases every year, and is mainly caused by convective precipitations and hurricanes. In addition, hydrometeorological monitoring is limited in most countries in this region. Therefore, one of the primary challenges in the LAC region the development of a good rainfall forecasting model that can be used in an early warning system (EWS) or a flood early warning system (FEWS). The aim of this study was to provide an effective forecast of short-term rainfall using a set of climatic variables, based on the Clausius–Clapeyron relationship and taking into account that atmospheric water vapor is one of the variables that determine most meteorological phenomena, particularly regarding precipitation. As a consequence, a simple precipitation forecast model was proposed from data monitored at every minute, such as humidity, surface temperature, atmospheric pressure, and dewpoint. With access to a historical database of 1237 storms, the proposed model allows use of the right combination of these variables to make an accurate forecast of the time of storm onset. The results indicate that the proposed methodology was capable of predicting precipitation onset as a function of the atmospheric pressure, humidity, and dewpoint. The synoptic forecast model was implemented as a hydroinformatics tool in the Extreme Precipitation Monitoring Network of the city of Queretaro, Mexico (RedCIAQ). The improved forecasts provided by the proposed methodology are expected to be useful to support disaster warning systems all over Mexico, mainly during hurricanes and flashfloods.

Progress against flood disasters since the end of Word War II has shown that although human casualties have sharply decreased, material damage has not, despite improvements in flood control facilities. This is partly due to the increased concentration of buildings, infrastructures, and other assets in urban areas. Both natural and social factors are listed, and the implementation of suitable flood control policies is indispensable to saving lives and mitigating disasters in the future. Urban flood disasters are focused as a new type disaster explained in detail, stressing a combination of structural and non-structural measures and wide-area development accounting for both rivers and their entire basins to distribute the load in terms of flood control policy.
