The paper discusses the key issues that allow finding approaches to solving the problem of investment activity in the process of developing and implementing investment projects and construction programs in the real sector of the economy. The mechanism of formation of investment programs is considered. The process of examination of investment projects for their inclusion in the investment program has been determined. The algorithm for making investment decisions is proposed.

The article discusses the main problems associated with the development and implementation of investment projects at enterprises of the real sector of the economy for sustainable development. The current situation in the investment and construction sector of the economy has been evaluated and the ways of solving the main problems of investment activity in the construction industry are outlined. The issues of formation mechanism of the investment attractiveness of industries and individual organizations, production and investment activities have been consistently considered. Traditional indicators and criteria of investment efficiency have been analysed. The expediency of using indicators of the return on capital or assets of the organization necessary for the implementation of the project has been substantiated. It has been noted that in the process of developing an organization’s sustainable development strategy, it is necessary to take into account its digital transformation, within the framework of the possibility of functioning in a single digital environment in order to increase competitiveness. The applying a comprehensive assessment of the effectiveness of attracting investments for the implementation of investment programs based on the selected criteria, taking into account their functioning in the digital environment, – has been recommended.

Decisions about the choice of investment projects can significantly affect the destiny of the company, its competitive position in the market, market participation, the direction of further technological development, and even the survival of the company. The aim of this paper is, in the conditions of the current economic reality, to point out the significance of the choice of methods of expressing the benefit of an investment project. In this sense, we have explained in detail all currently applicable methods for assessing the viability of investment projects on a cash basis, comparing the good and bad sides of all the methods presented. In this connection, we especially pointed out the importance of the time value of money. The decision to apply the capital budgeting process, certainly, is the decision of the company itself. However, the outcome of investment activity is borne by a wider circle of consumers, which should be a sufficient reason to encourage education and the application of current methods in this area. If you want to realistically look at the investment process and evaluate the justification of an investment project, it is necessary to identify and analyse the effects of exploitation of a particular investment. In order to ensure the realization of the company’s basic strategic goals and thus ensure its growth and development, it is necessary to make decisions in which the company will focus its investment activities on this investment projects whose effects will ensure the highest return on investment. This work deals with the complex issues of making adequate investment decisions using a method for assessing the viability of investment projects on a cash basis. Bearing in mind the significance of investment activity, we can conclude that for the purpose of making a good investment decision, it is necessary to realistically look at the entire investment process and assess the justification of the implementation of the investment project. In this sense, we identify, measure and quantify the overall effects of the realization of a particular investment. Capital budgeting for the purpose of making an investment decision today is a generally accepted concept in developed economies. There is no doubt that there are many disagreements regarding the choice of the methods of assessing the viability of investment investments, and then the selection of criteria within a certain method. However, it is quite certain that the rich experience of developed countries undoubtedly points to the need for capital budgeting, investment project management, with particular emphasis on the use of discounted methods for assessing the viability of investment investment and respecting both economic and non-economic effects. Implicit benefits that the application of capital budgeting brings to the overall growth and development of the company, in terms of reducing uncertainty in making investment decisions, easier ranking of investment projects, exact measurement of expected benefits, transparency of investment activity criteria, attracting investors and ultimately creating additional value and greater degree of realization of strategic company goals.With this work, we pointed out the fact that capital budgeting is crucial in the process of making an investment decision and in that way has influenced enterprises to seriously deal with the choice of the method of estimating the profitability of investment projects that will surely result in additional value for the company.

Encouragement of domestic investments into the real sector of the Russian economy is a pressing task of state administration at the current stage. As part of the measures of state support the author names tax preferences, including tax incentives both in their economic manifestation and in their legal implementation. Residents of special economic zones and other territories with special status, as well as participants of regional investment projects have the right to use reduced corporate income tax accompanied with a whole system of prohibitive conditions and restrictions. The assessment of the set of conditions and restrictions applied for various economic entities allows to question the real attractiveness of the status of a resident or participant of such a significant activity for the State as the investment activity. Lack of confidence in the rigidity of business conditions, including tax conditions, is a factor that affects adversely the attractiveness of investment activities. The significance of this factor is evidenced by the adoption of Federal Law № 69-FZ dated April 01, 2020, “On Investment Protection and Promotion in the Russian Federation” that provides for a stabilization clause covering tax regulation. The Federal Law has been widely discussed among business people at the stage of a draft. However, the new Law does not solve many problems: the conclusion of an agreement with a stabilization clause will be available to far from every economic entity, real and potential residents of territories with special status or participants in regional investment projects.

The main problem of the innovative development of the regions of Kazakhstan is the lack of innovative activity of enterprises, which is reflected in the volume, periodicity and impact of their innovations. At the same time, the majority of enterprises belonging to the real sector of the economy have sufficient resources for the development of innovative activities. However, the prospects for their interaction with enterprises in other sectors and sectors of the economy for technology transfer are insignificant. In this connection, the studies defining the main ways and methods of forming cluster initiatives in the regional economy are relevant. The analysis of the investment activity of industrial enterprises in the region predetermined the multidimensional nature of the research methodology, the need to use methods of system, statistical, comparative and logical analysis, grouping. The practical significance of the study is to develop specific recommendations to increase the investment attractiveness of Pavlodar region through the implementation of several cluster initiatives in the real sector. The results of the study allowed to develop some recommendations on the formation of a system for the implementation of cluster initiatives in the region, differing in their adaptation to the specifics of the industry, which made it possible to identify priority areas for the development of clusters in the real sector of the regional economy.

The paper reviews the processes of direct and portfolio investment, outlines the differences and the main directions of implementation of ways to achieve economic goals using these tools at both international and national levels. The arguments and reasons for the growing popularity of portfolio investing in the modern world are given, given the wider range of sources of primary information on the state of the stock market in global trading platforms and the ever-increasing tools for managing investors’ assets. Based on the systematization of the work of foreign and domestic scientists, the assessment of the role of investment activity in the formation and further successful development of the national economy is given. Taking into account the experience of developed countries, the need to develop the stock market of Ukraine, identify problems and, taking into account the specifics of the domestic economic and geopolitical space, proposed effective steps to improve the investment climate in our country. In order to detail and classify possible areas of investment activity, the study analyzes the types of investment instruments and identifies their likely target use in modern realities. The analysis of investment activity of Ukraine in the period 2014-2020 provided an opportunity to find out the main trends in the dynamics of changes in direct and portfolio investment. From the point of view of the root causes of the low level of investment activity in this period, gaps in the legislation, the presence of corruption schemes, inconsistencies in the strategies of regulatory financial institutions, a large share of the shadow economy, military action in industrial regions were highlighted. Therefore, despite the high level of return on capital in Ukraine, our country has found itself on the sidelines of global investment flows. The study of the ratio of direct and portfolio investments and their dynamics shows a certain pattern. First, Ukraine is characterized by a constant excess of direct investment over portfolio investment. Secondly, the gap between these types of international capital movements in our country is narrowing due to the increase in portfolio investment. This situation makes it possible to state the invariability of the negative level of investment attractiveness of the domestic economy in the real sector, and the problems of economic imbalance are covered by external borrowing through the use of one of the portfolio instruments, namely placement of foreign and domestic government bonds. The main emphasis is on the inadmissibility of such a state of affairs, which makes it possible only temporarily to maintain Ukraine’s economy in a stable state. A review of the dynamics of the country’s debt growth and the decline in the competitiveness of domestic production in the context of a very high degree of depreciation of production capacity, only confirms the need for urgent measures to stimulate the process of direct investment. Regarding the development of the portfolio investment process, it is proposed to bring the regulatory framework to international standards in the first place. Combining the stimulation of direct investment, especially in the real sector of the economy, in the presence of relevant laws and financial institutions, inevitably revival in the stock market, which in turn will change the structure of portfolio investment in Ukraine. The opinion also expresses the need to take into account the external effects of the investment process, namely to pay attention to increasing the indicators of inclusive economic development.

The article discusses the directions of innovation and investment development of the strategic, system-forming, enterprises of the Samara Region, which were determined on the basis of an analysis of information about the real situation (20182020) and the planned future (from 2021), obtained as a result of a questionnaire survey of managers about the directions of investment, criteria for making investment decisions, as well as the strategic goals of investment plans. The analysis of investment directions was carried out, on the basis of which the types of investment activity of enterprises were identified as active, proactive and passive. Criteria for making investment decisions are considered, on the basis of which the types of investment behavior of enterprises were divided into leader behavior associated with the economic justification of investment decisions, and follower behavior characterized by an empirical decision rule. The average values of the investment projects characteristics the payback period of investments, the excess of the rate of return over the loan rate, and the discount rate required for making a decision on investment, as well as the volumes of investment projects in different periods are given. On the basis of the investment objectives considered, three types of strategies of system-forming enterprises are formulated: aggressive, moderate and conservative. Based on the analysis of the results of the survey, the features of innovative activity, as well as the directions and prerequisites for the innovative development of the Samara Region strategic enterprises are determined.

The paper examines the problems faced by enterprises in the real sector of the economy. These problems are not new; they have been discussed in the scientific community for a decade, but in today's realities, when the entire world economy lives in a pandemic, these problems have become aggravated and require a serious, balanced approach to their solution. All economic crises are primarily reflected in investment activity. That is why it is necessary to highlight economic security to ensure the effectiveness of budget investments. In this area, the bulk of violations and sometimes crimes are observed in the financial and investment area of relations of all participants in business processes in the economy. In general methodological terms, the article substantiates and reveals a proposal for organizing a system of indicative analysis and regulation of production volumes and production and economic activities of enterprises and organizations of the real sector of the economy as an organizational tool for resolving crisis situations in the economy. Both external and internal factors are touched upon, which caused the current unsatisfactory state of the Russian economy. In a concrete plan, the author's proposals on the directions and ways of overcoming the current crisis phenomena in the Russian economy are presented.

The role of investment by credit institutions, including investment lending, is increasing against the backdrop of the consequences of economic crises in the country and the world, the negative impact of the coronavirus pandemic, and a shortage of long-term resources. The most important problems in the development of investment activities in modern Russia are an acute shortage of long-term money, imperfect conditions for guaranteeing the return of resources and the presence of high risks of credit institutions from participating in the investment process. The purpose of the article is to determine the priority areas of investment activities of credit institutions. The current trend of their investment activity is assessed by the authors by quantitative, comparative, structural and factor methods. The logic of the study made it possible to assess the activity of credit institutions in the securities market. By analyzing and summarizing statistical data, the authors identified the priority tasks of the shortage of long-term resources and determined promising interaction with NPFs. The study revealed the limited long-term resources and high risks of credit institutions, which do not allow them to invest in the real sector of the economy. The authors determined the assessment of the structure of attracted resources in investments, identified the negative factors holding back investments. A systematic and comprehensive approach to the analysis of the directions of investment activity of credit institutions made it possible to make a number of recommendations for its improvement. According to the authors, it is necessary to form a comprehensive mechanism containing legislative measures to stimulate the accumulation of long-term resources, increase the volume of capital of credit institutions, and minimize the risks of investing in the real sector of the economy. The authors propose specific measures that activate investment activities, providing profitability with an increased guarantee of the return of resources and minimizing risk. Joint activities of credit institutions, financial intermediaries (NPF, insurance companies) and the state will ensure the attraction of long-term resources in the investment process, contributing to the rapid economic growth in general. This determines the scientific and practical significance of the research.
