In this paper, a model of personnel activities in emergencies during the operation of an electric power facility is proposed. The factors that characterize the inerrancy of the activities of operational personnel and their relationships that determine the effectiveness of actions are identified. The efficiency of various strategies of human behavior is a function of properties of the situation, technical condition, as well as characteristics of equipment and professional attributes of the person.

The organization of operation, maintenance and repair of the basic technological facilities of electric power systems (EPS), which are beyond their designed service life (hereinafter referred to as ageing facilities, or AFs) is one of the problems that determine the energy security of many countries, including economically developed nations. The principal cause of insufficient overall performance of AFs is the traditional focus of the EPS management on economic efficiency and the insufficient attention to reliability and safety of AFs. The tendency to nonlinear growth in the frequency of occurrence of unacceptable consequences in the EPS requires ensuring the operational reliability and safety of AFs. The averaged estimates of reliability and safety used at designing power facilities are not suitable for characterization of overall operational performance. Among the basic and the least investigated (in terms of operational reliability and safety) EPS facilities are overhead power transmission lines (OPL) with a voltage of 110 кV and above. This is for a reason. OPL are electric power facilities with elements distributed along a multi-kilometer line (supports, insulators, wires, accessories, etc.). That is what makes the organization of continuous monitoring of the technical condition of each of these elements, and, consequently, the assessment of operational reliability and safety, so problematic. A method is suggested for assessment of “weak links” among the operated OPL on operative intervals of time along with a method for assessment of the technical condition of OPL at examination of a representative sample.

The article deals with the issues of improving the editors of mnemonic diagrams embedded in the programs of automated control systems for electric power facilities. It is proposed to extend the functions of mnemonic circuit editors from the usual modification of the mnemonic circuit in accordance with the reconstruction of the object of control and management to the formation of modified circuit diagrams and wiring diagrams of secondary circuits. In addition, a preliminary assessment was made of the possibility of analyzing the current state of the electric power facility and making recommendations for its management.

This paper presents calculation of resistance of tightening contact joints of switching devices. It allows considering the technical condition of low-voltage switching equipment and to specify energy emitted in the switching device in the mode of electrical networks operation is presented in the article.

Ensuring reliable operation of power transformers as part of electric power facilities is assigned to the maintenance and repair system, whose important components are diagnostics and monitoring of the technical condition. Monitoring allows you to answer the question of whether the transformer abnormalities and how to do they manifest, while diagnostics allow determining the nature, the severity of the problem, determine the cause and possible consequences. The article presents the results of the authors ' research on creating an algorithm for adaptive control of the technical condition of power transformers using diagnostic and monitoring data. The developed algorithm implements the decision-making procedure for ensuring the reliable operation of oil-filled transformer equipment as part of the substations of electric power facilities. The decision-making procedure is based on the method of statistical Bayesian identification the states of a transformer based on the results of dissolved gas analysis (DGA) in oil. The method is characterized by high reliability of recognizing defects in the transformer and the ability to adapt the probabilities of the obtained solutions to the newly received diagnostic information. These results illustrate the effectiveness of the developed approach and the possibility of its application in the operation of oil-filled transformer equipment.

This paper provides information about the current state of the energy system in Kazakhstan. Also, analyzing the technical condition of the structure of the Kazakhstan electro power station, a mathematical model for complex power systems is developed. Algorithms of control with Adams-Bashforth multistep method are developed. There has been conducted the analysis and assessment of significant factors affecting the forecasted dynamics of electric power consumption, built based on multivariate regression and cointegration models.
