Competitive growth of enterprises in the mining and oil and gas industries of the Russian economy, combined with industrial safety requirements, updates the task of developing the design and production methodology for the aerodynamically adaptive turbomachines with a nature-like dominance. Such machines adequately and economically soundly establish the necessary parameters of the air environment in the technological space that implement the concept of optimal subsurface management ecotechnology. This article proposes a production methodology for the energy-efficient turbomachines using the aerodynamic adaptability criterion that determines the relations between the velocity circulation and flow acceleration around the vane cascade profiles as the nature-like dominance of the process for converting the mechanical rotational energy of impeller into the internal energy of the air flow. The Karman theory of bound and free vortices, the Chaplygin-Joukowski-Kutta hypothesis, the conformal mapping method, and curve irregularities are used for development of a mathematical model for controlling the aerodynamic adaptability. It is proved that the control dominant is the intensity of the sources distributed over the turbomachine impeller vane profile that determine the flow diffusivity and as a result the acceleration circulation around the profile. It has been experimentally confirmed that the use of profiles obtained using the proposed technique increases the aerodynamic adaptability coefficient of the turbomachine by 51%, while increasing the area of its cost-effective performance by at least 2 times.

Introduction. It is possible to give rise to synergy as a result of science-intensive industries combination with innovative eco-technologies for subsoil use only by developing a brand new approach to nature-like auxiliary technologies. Insufficient adaptability of turbomachines that ensure industrial safety increases the production cost of the mining and oil and gas complexes of the Russian Federation by more than 15%, reducing its competitiveness. Research methodology. Based on the hypothesis of the hydrodynamic analogy of the mechanisms of deceleration of the flow around the airfoil and the formation of its profile resistance, Karman's theory of attached and free vortices, the Zhukovsky-Chaplygin-Kutta hypothesis, the method of conformal transformations, the theory of similarity, the method of singular points by Chaplygin S. A., the criteria for the similarity of natural proportionality are obtained, that is, for the hydrodynamic similarity of the mechanism of energy interaction between the blades of the turbomachine impeller and the wing of a bird. Results. It has been proved that the dominant control over the nature-like proportionality of the aerodynamics of turbomachines is the ratio between the speed and flow acceleration circulation around the airfoil. It has been established that the coefficients of the airfoil resistance, lift and aerodynamic quality of the airfoil cascade are hydrodynamic analogs of the coefficients of the circulation of the velocity and acceleration of the flow and their ratio. Conclusions. It has been experimentally confirmed that the use of the proposed criterion of natural proportionality in the design of turbomachines increases their coefficient of aerodynamic adaptability by more than 2 times, increasing the area of economical operation by 83%.

Federal tax revenues from the main sectors of the Russian economy after the 1998 crisis are examined in the article. Authors present the structure of revenues from these sectors by main taxes for 1999-2003 and prospects for 2004. Emphasis is given to an increasing dependence of budget on revenues from oil and gas industries. The share of proceeds from these sectors has reached 1/3 of total federal revenues. To explain this fact world oil prices dynamics and changes in tax legislation in Russia are considered. Empirical results show strong dependence of budget revenues on oil prices. The analysis of changes in tax legislation in oil and gas industry shows that the government has managed to redistribute resource rent in favor of the state.

A method for calculating the values of specific resistivity ρ as well as the product µHB of the Hall mobility and magnetic induction on a conductive sample of an arbitrary geometric configuration with two arbitrary fitted current electrodes of nonzero length and has been proposed an grounded. During the experiment, under the constant value U of voltage and in the absence of the magnetic field effect (B = 0) on the sample, the current intensities I(0), IE(0) are measured as well as the mentioned parameters under the effect of magnetic fields B1, B2 (B1 ≠ B2), i.e.: IE(β(i)), I(β(i)), i = 1, 2. It has been proved that under the constant difference of potentials U and sample thickness d, the parameters I(0), IE(0) and IE(β(i)), I(β(i)), i = 1, 2 uniquely determines the values of the product µHB and specific resistivity ρ of the sample. Basing on the conformal mapping method and Hall’s tensor properties, a relation (a system of nonlinear equations) between the above mentioned quantities has been found.

The Belida field is an offshore field located in Block B of Indonesia’s South Natuna Sea. This field was discovered in 1989. Both oil and gas bearing reservoirs are present in the Belida field in the Miocene Arang, Udang and Intra Barat Formations. Within the middle Arang Formation, there are three gas pay zones informally referred to as Beta, Gamma and Delta. These sand zones are thin pay zones which need to be carefully planned and economically exploited. Due to the nature of the reservoir, sand production is a challenge and requires downhole sand control. A key challenge for sand control equipment in this application is erosion resistance without inhibiting productivity as high gas rates and associated high flow velocity is expected from the zones, which is known to have caused sand control failure. To help achieve a cost-effective and easily planned deployment solution to produce hydrocarbons, a rigless deployment is the preferred method to deploy downhole sand control. PSD analysis from the reservoir zone suggested from ‘Industry Rules of Thumb’ a conventional gravel pack deployment as a means of downhole sand control. However, based on review of newer globally proven sand control technologies since adoption of these ‘Industry Rules of Thumb’, a cost-effective solution could be considered and implemented utilizing Ceramic Sand Screen technology. This paper will discuss the successful application at Block B, Natuna Sea using Ceramic Sand Screens as a rigless intervention solution addressing the erosion / hot spotting challenges in these high rate production zones. The erosion resistance of the Ceramic Sand Screen design allows a deployment methodology directly adjacent to the perforated interval to resist against premature loss of sand control. The robust ceramic screen design gave the flexibility required to develop a cost-effective lower completion deployment methodology both from a challenging make up in the well due to a restrictive lubricator length to the tractor conveyancing in the well to land out at the desired set depth covering the producing zone. The paper will overview the success of multi-service and product supply co-operation adopting technology enablers to challenge ‘Industry Rules of Thumb’ replaced by rigless reasoning as a standard well intervention downhole sand control solution where Medco E&P Natuna Ltd. (Medco E&P) faces sand control challenges in their high deviation, sidetracked well stock. The paper draws final attention to the hydrocarbon performance gain resulting due to the ability for choke free production to allow drawing down the well at higher rates than initially expected from this zone.
