PurposeThis study adopts an institutional entrepreneurship perspective in the context of public–private partnerships (P3s) to highlight the role of social actors in enacting institutional change in a complex organizational setting. By studying the actions of two prominent social actors, the authors argue that successful institutional change is the result of dynamic managerial activity supported by political clout, organizational authority and the social positioning of actors.Design/methodology/approachThe authors conducted a field-based case study in a complex institutional and organizational setting in Alberta, Canada. The authors employed an institutional entrepreneurship perspective to identify and analyze the activities of two allied actors motivated to transform the institutional environment for public infrastructure delivery.FindingsThe empirical study suggests that the implementation of institutional change is both individualistic and collaborative. Moreover, it is grounded in everyday organizational practices and activities and involves a coalition of allies invested in enacting lasting change in organizational practice(s), even when maintaining the status quo seems advantageous.Originality/valueThe authors critique the structural explanations that dominate the literature on public–private partnership implementation, which downplays the role of agency and minimizes its interplay with institutional logics in effecting institutional change. Rather, the authors demonstrate that, given the observed impact of social actors, public–private partnership adoption and implementation can be theorized as a social phenomenon.

In the current crisis economic conditions, the public-private partnership (PPP) mechanism can be used as one of the key ways to attract extra-budgetary sources of funds for the implementation of investment projects at the regional level. Despite the growing number of PPP projects in Russia, the presence of significant institutional constraints at the regional level hinder the further development of this mechanism. In particular, there is a lack of interconnection of PPP projects with long-term investment and state development programs at the regional level, low sectoral diversity of projects, high dependence of PPP projects on state financial institutions, and insufficient information support of regional PPP practices. The situation is aggravated by the lack of long-term money in the economy against the backdrop of limited private partners’ funds for the implementation of long-term PPP projects, as well as by existing legal restrictions. The practical purpose and scientific value of this article lie in the construction of a holistic and logical vision of solving the identified institutional problems of PPP development at the regional level.

The article touches upon the problems of public-private partnership which is a relatively new tool for the regional development in Russia due to attracting additional private investments, including foreign ones, directed to the implementation of strategically and socially important projects. Today the development of public-private partnerships in the constituent entities of the Russian Federation remains uneven, there is a lack of private investment in some federal districts, including the Far Eastern Federal District, despite the priorities of the state policy. The rating of the regions of the Far Eastern Federal District by the level of public-private partnership development in 2018-2019 has been presented. There has been studied the development of public-private partnership in Primorsky Krai in comparison with other regions of the Far Eastern Federal District, the meaning of the set of its constituent factors is revealed: development of the institutional environment, regulatory support and experience in implementing projects using public-private partnership mechanisms. The different forms of support for private investors used in Primorsky Krai have been analyzed. The factors hindering the development of public-private partnership in Primorye are formulated: lack of well-functioning mechanisms of communication between business and government in the projects of investment implementation, high risks for the private partners, and difficulties in attracting the required amount of investment. To minimize their action, there have been proposed measures for promoting public-private partnership mechanisms, raising the level of awareness of private investors, creating conditions to minimize risks for a private partner, developing the competencies of state bodies, introducing advanced practices in project preparation and management, expanding the range of projects with a focus on the transport sector.
