This article deals with the problem of providing the machine-building and metalworking industry in Latvia with labor resources capable of ensuring the innovative development of the industry. Imbalance in the labor market has been shown, the tasks facing the Latvian education system are identified, the importance of training and development of personnel of the machine-building and metalworking industry enterprises is pointed out. The importance of lifelong learning was noted, since the fourth industrial revolution, the aging of population and the extension of the active working age dictate need for constant adaptation of the skills and abilities of workers. The main activities of enterprise in the industry to attract the interest of young people to relevant professions are considered, a number of existing projects of training and development staff of engineering enterprises has been shown.

The present research substantiates the theorical and methodological foundations of quantitative assessment of the prerequisites for the implementation of strategic directions of innovative development of industrial enterprises under conditions of changing technological arrangement and the fourth industrial revolution. External and internal prerequisites for catching-up, leading and outstripping innovative development were determined and systematized. The two-step approach to assessing the sufficiency of prerequisites for the implementation of these directions was developed. It was proposed to assess external prerequisites according to the relative values of the indicators of the Global Innovation Index of the analyzed country, which take into account the highest and the lowest estimates of all countries Unlike existing approaches, the point-based score, rather than rating estimates of the indicators of countries are taken into account, which increases the assessment objectivity. The compliance of quantitative estimates with the levels of sufficiency of external prerequisites was determined using the Harrington Verbal-Numerical scale. It was proposed to assess internal prerequisites according to the author’s method of expert evaluations, which unlike existing ones, allows assessing the level of sufficiency of subsystems of the potential of innovative development of an enterprise. The two-step approach allows quantitative and comprehensive assessment of sufficiency of the prerequisites for the implementation of strategic directions of innovative development of industrial enterprises. It is possible to identify problems of prerequisites’ sufficiency, which allows their reasonable correction. The sufficiency of prerequisites for alternative directions of innovative development of machine-building enterprises was evaluated using the new approach and the best directions were chosen. The analysis time was reduced by 25–33 %, the accuracy of choice of directions and the effectiveness of their implementation strategies are increasing. The new approach improves strategic management of innovative development of industrial enterprises in the context of technological transformations

Subject. The paper explores the development of Russia's machine-building industry against the background of preconditions of the Fourth Industrial Revolution. We examine factors, influencing the development of the industry to formulate strategic decisions and implement policies to encourage further automation and digitalization. Objectives. The aim is to scrutinize the condition of the machine-building industry and its problems, arising in the modern objective reality and in connection with the onset of the Fourth Industrial Revolution. Methods. From the perspective of the systems theory of the economy, implemented in the RAS, we analyze the main aspects of the Fourth Industrial Revolution, the key factors that determine the willingness of countries and enterprises to enter a new objective reality. Results. The paper considers the impact of existing factors on the industry development in the new environment and analyzes individual indicators of growth rate. It investigates the machine-building production and growth rates in Russia, worldwide, and in the European Union over the past seven years, as well as the impact of some deflators, like gross domestic product, industrial production index, fixed investment and inflation on the domestic machine-building industry development, reviews and analyzes leading enterprises. Conclusions. We present the elements of conceptual approach to a technological economic model, which contribute to strengthening the production capacity of non-resource-based industries in the Russian economy.

Purpose: the main purpose of this article is to explore the specific characteristics of the innovation development of South Korea. To achieve this goal the following tasks must be solved in the article: research the main principles and steps in the development of South Korea; identify and analyze the successful factors of the South Korean «economic miracle» that will continue contributing to the development and growth of the country; describe the cultural and organizational factors limiting the speed of transformation of South Korea under the fourth industrial revolution.Methods: the main methods of the research are system, structural and qualitative analyses. For the study, statistical data and articles in Russian and foreign scientific and analytical publications were used. The article is contributed with the empirical findings from the case study conducted during direct involvement of the authors in one of the industrial companies of South Korea.Results: an in-depth analyses of the transformation periods during the innovation development of South Korea was carried out, which made it possible to formulate the conclusion about existing barriers originated in the organisational approaches used to achieve the former industrial success. The problems constraining the new paradigm shift are analyzed.Conclusions and Relevance: the materials stated in the article show that in modern conditions, transition of South Korea towards Industry 4.0 is constrained by several unique factors, that used to be the key success elements in the former stages of the innovation development of the country. The research conducted in this article represents the value to the activities of various organizations interested in the innovation development, especially for development of innovation policies from the aspect of the importance of oranisational and cultural behavior at a national level. Practical application of the suggested conclusions allows hierarchical and monocultural organisations to transition to the Industry 4.0 with the consideration of important economic and social dynamics. 


This article analyzes the efficiency of innovative activity across countries and industries. Innovation determines the vector of development of the subject. They form a complex of practical inquiries, define scarce aspects in the functioning of organizations. However, the generation of new ideas is based on a detailed, clear system of actions: the study and analysis of the situation on the market, the demands of society, the formation of an algorithm for creating innovative solutions, schemes for their implementation in the practice of organizations. In the article, the authors proposed a methodology for assessing the level of innovative development of the country. The methodology is based on the use of quantitative indicators in three areas: the effectiveness of the use of labor resources; efficiency of the use of financial resources; efficiency of the use of invested funds. The authors offers his interpretation of the concept «model of innovation development». Tools for the quantitative assessment of level of innovative development of countries and formation of the vector of economic development based on indicators grouped under the following three components were developed: labor, productivity and cost. This study also investigates the structure of domestic expenditure on innovation in the main sectors of investment (by country). Based on the testing of the developed tools, recommendations for the innovative development of the country are offered. A set of quantitative indicators will allow performing a qualitative analysis of the dynamics of the country's development in the innovation vector of functioning, identifying weaknesses (existing shortcomings) in activities. This will allow to form a set of effective recommendations on the activation of innovative activities in the country with the aim of raising the level of competition.
