This article analyzes the efficiency of innovative activity across countries and industries. Innovation determines the vector of development of the subject. They form a complex of practical inquiries, define scarce aspects in the functioning of organizations. However, the generation of new ideas is based on a detailed, clear system of actions: the study and analysis of the situation on the market, the demands of society, the formation of an algorithm for creating innovative solutions, schemes for their implementation in the practice of organizations. In the article, the authors proposed a methodology for assessing the level of innovative development of the country. The methodology is based on the use of quantitative indicators in three areas: the effectiveness of the use of labor resources; efficiency of the use of financial resources; efficiency of the use of invested funds. The authors offers his interpretation of the concept «model of innovation development». Tools for the quantitative assessment of level of innovative development of countries and formation of the vector of economic development based on indicators grouped under the following three components were developed: labor, productivity and cost. This study also investigates the structure of domestic expenditure on innovation in the main sectors of investment (by country). Based on the testing of the developed tools, recommendations for the innovative development of the country are offered. A set of quantitative indicators will allow performing a qualitative analysis of the dynamics of the country's development in the innovation vector of functioning, identifying weaknesses (existing shortcomings) in activities. This will allow to form a set of effective recommendations on the activation of innovative activities in the country with the aim of raising the level of competition.

The subject of research in the following article is innovative solutions in organizations which are engaged in construction activity, their importance for development and increase in socio-economic indexes. In order to assess the level of innovativeness of the regional economy of the central federal district of the Russian Federation, the survey presents the dynamics of the innovation development rating of the subjects (according to the ISIEZ of the HSE). The importance of development and introduction of innovations are reflected in the construction sector of economy. As the subject of detailed research in this article, the enterprises of the Vladimir region, implementing innovative projects and development, and also dynamics of indicators of their functioning, are considered. Survey conducted within the research has allowed to allocate and group the main reasons for low innovative activity of the construction enterprises.

The article is devoted to the analysis of the main factors of innovative spatial development that affect the economy of Russia and the world. The purpose of the article is to identify trends in Russia’s innovative development and “new” aspirants for world innovative leadership. Analysis of differences in the state of spatial innovation development, including the identification of features and factors of influence on the economy, has made it possible to note the limitations of existing approaches for assessing the innovative development of countries, including Russia, and to propose an authorial approach to the formation of a model of the interconnection of modern markets. The author’s idea of the model of innovative development in the system of economic development of the country is presented in the form of a conceptual model for the formation of an innovative landscape in which a qualitative aspect of management plays a special role: defining the requirements for the innovative character of development management, using new ideas, technologies and management methods at the state level. The study of the new innovative landscape of Russia and other countries of the world, as a result of the assessment of spatial innovation development, suggests the definition of new solutions in the field of innovative development at the regional and world level.

This article deals with the problem of providing the machine-building and metalworking industry in Latvia with labor resources capable of ensuring the innovative development of the industry. Imbalance in the labor market has been shown, the tasks facing the Latvian education system are identified, the importance of training and development of personnel of the machine-building and metalworking industry enterprises is pointed out. The importance of lifelong learning was noted, since the fourth industrial revolution, the aging of population and the extension of the active working age dictate need for constant adaptation of the skills and abilities of workers. The main activities of enterprise in the industry to attract the interest of young people to relevant professions are considered, a number of existing projects of training and development staff of engineering enterprises has been shown.

A key element in ensuring effective public activity is the management of state financial resources and coordination of its financial flows. Given the rapid pace of innovative technologies development and the formation of the course of countries’ development towards global digitalization, there is a need to study the relationship between the level of innovative development of the country and its state financial management. This article summarizes the arguments and counterarguments within the scientific discussion on the place and prospects of state participation in the formation of the basis for innovative development. The main purpose of the study is to confirm the hypothesis about the functional links between the main components of budgetary resources and the level of innovative development of the country. In this regard, the array of input data is presented in the form of nine independent variables (regressors) and two dependent variables (regressands). Four of the independent variables denote individual budget revenue items, and five – expenditure, while the dependent variables (regressands) identify the level of innovation development countries. The study of the impact of state financial resources on the level of innovative development of the country is carried out in the following logical sequence: the formation of an array of input data; formalization of functional relationships between variables by constructing two-panel multifactor regression models with random effects and interpretation of the obtained results. The object of the study is nine CIS countries and their closest neighbors. The study period covered 2011-2018. The study empirically confirms the above hypothesis, which is evidenced by the following identified dependences. The level of innovation development (presented by the Innovation index) depends on changes in the structure of the state budget, in particular in direct proportion to the Compensation of employees and inversely in proportion to the items Revenue and Other expense. At the same time, the change in research and development expenditures of the country is directly proportional to the items Compensation of employees and Subsidies and other transfers, and inversely proportional to item Tax revenue and expense. The results of the study could be useful for public authorities that provide public financial management and seek to optimize activities to support innovative development. Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

The use of bio-based composite as building materials is one of the innovative solutions for dealing with environmental disorders caused by the construction sector. Among these materials we find biocomposites based on vegetable aggregates, which have proven their effectiveness as insulating materials in numerous studies. Despite the growing interest in these materials and the recognition of their performance, their use remains hampered by the lack of implementation rules specific to these materials to move towards a control of their use and their durability affected by the climate and use conditions to which they will be exposed at the level of a building. The objective of this work is to study the compatibility of a protective coating with a block substrate of biocomposites based on cereal straw. It is in fact a mixture of vegetable aggregates (straw), a binder composed of lime and additives also obtained from a renewable source (Ismail et al., 2020). These additives (air-entraining agent, casein protein and a biopolymer) have been added to improve both the fibre-binder interface and the porosity of the binder. The use of these bio-based materials for external or internal thermal insulation of the building requires the application of a coating to protect them against climatic aggressions and to give them an aesthetic appearance. The lime-based coatings, air-entraining agent and casein protein selected for this study have been the subject of an experimental investigation (Brahim Ismail, 2020). In order to assess the compatibility of these coatings with the straw-based insulating material, we were interested in studying the adhesion between the biocomposite and the coating after aging cycles in accordance with the EN 1015-21 standard. The samples (biocomposite + coating) were subjected to two types of aging, one using water and the other using a saline solution of sodium sulphates (Na2SO4). The results of the bond tests after aging showed that the cohesive fracture (at the level of the substrate) is a pattern observed in all the studied systems. In Addition, It has been found that the coating to which a percentage of fine fibers has been added undergoes considerable degradation after aging with salt solution, demonstrating the need of an additional layer of outer coating without fibers in order to ensure the sustainability of the system.

The Institute is a world leader in macroeconomic modelling and forecasting. It has produced quarterly economic forecasts for around sixty years, supported by macroeconomic models. The aim of the original builders of macroeconomic models was to transform understanding of how economies worked and use that knowledge to improve economic policy. In the early years, when computers were rare, macroeconomic modelling was a new frontier and Institute economists were among the first to produce a working model of the UK economy. It is remarkable how quickly models were being used to produce forecasts, assess policy and influence the international macroeconomic research agenda. The models built at the Institute were mainstream in the sense that they followed the contents of standard macroeconomic textbooks, developed with the subject, and fitted the facts as they were known at the time. There were continual improvements in understanding as the subject developed in response to new ideas and developments in the global economy. This article celebrates the development of macroeconomic modelling at the Institute and the contribution it has made to public life.
