The article deals with the feature’s projects portfolio formation of head enterprise that produces high-tech products. Methods the projects portfolio formation are considered: mathematical, simulation and economic-statistical. The factors that influence the choice of the model are illustrated.It is proposed to carry out research on the basis of creation complexes ofinterrelated, multi-level models and optimization-simulation approach. Themeans of implementing this approach are human-machine iterative,interactive procedures. To find the optimal solution by the decision maker,procedures should be based on the identification of the main goals andpreferences used in the creation of an optimal of the project portfolio, thestudy of a set of acceptable parameters and actions. The head enterprise is considered as a complex system described by severalmodels, to which the control scheme with direct and feedback is applicable,where: functional breakdown of the process of forming the projects portfolio into separate blocks justifies the use of multi-level modeling of a complex production system; in long-term planning and forecasting, it is necessary to solve both the direct problem of system consequences for a given “input”, and the inverse problem of planning, which has a significant spread of output parameters. In order to optimize the method, it is proposed to create iteration- optimization analytical models using the two-point boundary value method, including planning from the achieved and planning from the final result. Indicated the advantages of using a specialized mathematical apparatus inthe formation of the projects portfolio.

The article analyzes the structural guidelines for the modernization of the domestic agricultural machinery industry, which are formed in the aspect of a new development model; some types of machine-building products that are innovative in nature. Separate tasks of digitalization for the development of production of unmanned vehicles are considered. It is concluded that in order to seriously promote the structural modernization of agricultural machinery enterprises, it is necessary to give priority to the development strategy of enterprises, which should be based on clear development guidelines for the long-term period.

The article contains a study on the prospective tendencies and problems of the development of science-intensive enterprises of rocket and space engineering. Information base of statistical interpretation of results, using methods of logical analysis, synthesis of information and graphical interpretation of results. It was revealed that the primary tasks in the development of science-intensive enterprises of the rocket and space machine-building are the instability of financial results, the state monopoly on organizational design and ensuring the increase in the quality of products. It was proved that the development of rocket and space machine-building enterprises requires improvement of the levers and methods of state regulation of the industry and attraction of private investors. It is also necessary to concentrate all functions and levers of management of the space industry, especially in terms of financial flows, product quality, control of production activities.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

Abstract Until recently, the Mongolian welfare system was entirely category based. However, a new food stamps programme funded by loans from the Asian Development Bank, which targets aid according to proxy means testing, has been introduced as part of the bank’s aim to push Mongolia towards a fiscally sustainable welfare model. The food stamps programme is presented as efficient and responsible in contrast to Mongolia’s universal child money programme. Based on long-term participant observation research in the ger districts of Ulaanbaatar, areas inhabited by many rural-urban migrants living in poverty, this paper compares the two programmes, interweaving street-level accounts of the experiences of residents and bureaucrats alike with the respective histories and funding sources of the two programmes. Doing so provides a multi-level analysis of the emergent welfare state in Mongolia, unpicking the ‘system’ that ger district residents encounter, linking the relative influence of international financial institutions to democratic and economic cycles, and offering a critique of the supposed efficiency of targeted welfare programmes.

Analysis of the economic and social situation allows for the conclusion that the world is entering an era of global instability and contradictions. There is clearly a crisis of compensatory and basic institutions. Humans cease to be the subjects of the historical process and instead are becoming the object of control. Contradictions are sharply increasing at different levels. We are witnessing the conflict between labor and capital related to the national nature of labor and the global nature of capital. Production, security and regional applied science are changing, but financial and institutional systems remain global. Information and trade wars are intensifying. During a multi-level crisis, it is difficult to predict what a new social order will be like, but the transition to it will be difficult and highly possibly rife with (macro-) regional conflicts.

International economic activity occupies a special place in a complex system of the global economic relations. It reflects the mutual economic dependence of trade and economic activities of different countries of the world. The significance of the development of international economic performance of each country is growing. The purpose of the article is to determine the current state and trends of international economic performance of Ukraine, taking into account changes in the external environment. SWOT-analysis was introduced to identify strengths, weaknesses, opportunities, threats and ways to overcome weaknesses, solve problems in international economic activity, use strengths and opportunities. International economic activity is a powerful factor in the development of the country's economy and has a significant potential in regard of natural, economic and human resources, but the study has also revealed problems and negative trends. To identify trends in the effectiveness of the country's international economic activity, export-import performance indicators for 2019, 2020 and similar indicators for 2013 were analyzed. In 2020 a decline in exports in the machine-building industry is observed. Furthermore, the exports are dominated by the raw material component. The growth rate of exported goods refers to industries with a small share of value added. At the same time, imports are dominated by high-tech products, indicating a lack of strategy of technical and technological development, which leads to the deindustrialization of the country, which is a significant threat to the economy of Ukraine as a whole and its international economic activity. In the context of economic globalization, the importance of international economic relations is growing. To increase the efficiency of international economic performance it is crucial to address a number of domestic issues: stabilization of political situation, termination of military actions in the east of the country, overcoming corruption, ensuring technical and technological development, implementation of innovations at enterprises, development and implementation of multi-vector strategy, implementation of the strategy of public diplomacy in order to build a positive image of Ukraine. Further research will focus on assessing the effectiveness of international economic activity, identifying threats to national competitiveness and elaborating recommendations for overcoming them.
