The article considers the experience of developed and developing countries in the field of support and stimulation of innovative processes in industrial enterprises. It is concluded that one of the main roles in the activation of innovation processes in industry is played by state authorities and management.

The article offers a method for assessing the level of innovation development in the manufacturing industry and identifies the factors that have the greatest impact on the development of the process of creating and implementing innovations in this sector. A multi-factor regression model is constructed to determine the degree of influence of various socioeconomic factors on the level of development of innovative activity in manufacturing industries, as well as to develop proposals and recommendations for its activation.

Sustainable long-term development of the energy sector is impossible without a developed manufacturing industry and especially machine-building enterprises. In this regard, the article based on the analysis of the works of domestic and foreign researchers developed and tested a method for assessing the level of development of innovation in the manufacturing industry, taking into account the volume of output, the degree of involvement of enterprises in the sector of innovation and labor productivity in the production of innovative products. An economic and mathematical model is constructed to determine the degree of influence of socio-economic factors on the level of development of innovative activities in the manufacturing industry.


The purpose of the article is to consider the theoretical foundations, applied aspects, concepts and goals of sustainable development, as well as the study of factors and threats to the sustainable development of Pridnestrovie. Main material. The authors conducted a brief analysis of the main stages of introducing the conceptual apparatus used to assess the degree of world stability as a whole, regions and countries. Various approaches to defining the essence of sustainable development are considered. The author gives an extended interpretation of the "sustainable development" concept, which assumes that it is determined not only by environmental and economic aspects, but also has political, military, informational and other components. Groups and particular examples of indicators that characterize the degree of sustainable development are given. A list of factors that directly or indirectly affect the sustainability of countries and regions has been compiled and analyzed. Hierarchical levels of research on sustainable development issues are highlighted. Emphasis is placed on the study of the features of ensuring sustainable development of regions. Didactic aspects of studying the problems and mechanisms of ensuring sustainable development in educational institutions of different hierarchical levels are also considered. The applied aspects reflected in the article include assessment and analysis of a number of indicators reflecting development sustainability of the Transnistrian region of post-Soviet Moldova. Retrospective, modern and long-term threats to the sustainable development of the Transnistrian region are identified. Conclusions and further research. Some tools (measures) to ensure long-term sustainable development in the context of globalization and high turbulence of the international environment are proposed. Tools aimed at increasing the sustainability of the territorial units’ development of Pridnestrovie, the following are proposed: - diversification and growth of industrialization of economic systems; - preferential support for the development of high-tech material and energy-saving industries; - differentiation minimization of financial and property stratification of the population; - implementation of environmental standards and environmental management (ISO 14000) in industrial enterprises.

The author focuses on problems in the economy of the developing countries likely to arise as a consequence of mineral exploitation in the new territories. A general shortage of mineral resources, although predicted, should not uncritically be adopted as a sufficient explanation of the demonstrated interest of industrial enterprises in undertaking heavy investments in the new territories. The economic security claimed by institutions financing large-scale investments, may just as likely force the companies to seek options for long-term supplies from these areas, unhampered by the politically caused instabilities perceived in the Third World. This development may tend to push the developing countries into the role of subsidiary suppliers in the world market. The committees preparing the UN Conference on the Law of the Sea have so far taken no realistic measures to counteract this possibility, which may prove detrimental to the economies of several developing countries. The Conference will, in the opinion of the author, provide little but a settlement of disputed interests among the coastal states.

The purpose of the study is to identify the challenges, prospects and ways for the development of the manufacturing industry in Vietnam in the context of Industry 4.0, after COVID-19. The article examines the development of the manufacturing industry in the context of Industry 4.0. The research methodology includes comparative analysis, elements of positive and normative analysis. The study is based on statistical information available within the period of writing the article (till October 1, 2020). The data of Vietnamese and international research organizations and statistics bodies, in particular, the websites of World Bank and General Statistics Office of were used. The leading role of the manufacturing industry in achieving sustainable economic development in developing countries, including Vietnam, was determined. Based on an assessment of the levels of development of the manufacturing industry in Vietnam from 2011 to 2019 and the state of production of the main manufacturing industries under the influence of the coronavirus pandemic in 2020, urgent problems of the development of the manufacturing industry in the context of Industry 4.0 in Vietnam were identified. The coronavirus pandemic, on the one hand, is seen as the reason for the slowdown in production growth in the manufacturing industry, and on the other hand, as a condition for accelerating digital transformation in industrial manufacturing enterprises. The article identifies the main challenges and prospects for the development of the manufacturing industry in Vietnam in the fourth industrial revolution. The human resource challenge for the development of manufacturing in the context of the fourth industrial revolution was identified in some specific industries such as textiles, food processing, machinery and equipment manufacturing by analyzing the Report of 2019 about Industry 4.0 Readiness of Vietnam’s industrial enterprises. The main priority areas for improving the production of the manufacturing industry in Vietnam to achieve sustainable industrial development are presented. The results of the work can be used in the development of policies for the development of the manufacturing industry not only in Vietnam, but also in other developing countries


New technology trends, mainly related to the development of Industry 4.0 and the digital economy, have created significant prerequisites for changing the priorities of industrial policy. This topic is particularly relevant for countries with economies in transition or developing economies, including Russia. The accumulated structural gap, expressed in the level of industries' digitalization, indicates a low willingness of industrial enterprises to introduce digital and related advanced technologies. The data obtained show that this gap is especially pronounced (more than 50% of the average for the EU countries) in the manufacturing industry, oil and gas industry, and transport. In mining, this gap approaches 70%. These circumstances predetermined the need to identify the strategic vector of Russian industrial policy against the background of the developing modern technologies that predetermine the adjustment of industrial policy priorities. To assess the potential of industrial transformation, the authors conducted a comparative analysis of changed targets for the formation of industrial policy in the developed countries and Russia. The analysis showed a sharp evolution in the priorities of industrial policy in Russia – those changed six times during the period from 2014 through 2019. The strategic policy focus has shifted from supporting projects in the production of high-tech civilian and/or dual-use products by enterprises of the military-industrial complex and the transition of enterprises to the best available technologies to supporting the digital economy and artificial intelligence technologies. Based on the results, the researchers suggested the development of industrial policy instruments adapted to the new priorities.

The history of successful industrializers, such as South Korea and Taiwan, shows a systematic shift in the production structure from low- to high- value added activities in manufacturing and its resulting impact on agriculture, mining and services. Within manufacturing, the transformation is seen in both a movement from low-value added sectors, such as apparel making, to high-tech activities, such as automotive and electronics products, and, within particular industries, vertical integration into knowledge-intensive activities. Pakistan’s failure to engender the conditions to stimulate technological upgrading within its leading manufacturing industry of clothing, and a shift away to higher-value added industries is the prime reason why the country has not achieved rapid growth in GDP per capital over the long-term. This paper discusses Pakistan’s stagnation in manufacturing over the period 1960-2013 against the experience of the rapid industrializers of South Korea, Taiwan and Malaysia. Drawing on empirical evidence it argues that Pakistan requires a dynamic industrial policy that focuses on technological upgrading in its existing manufacturing sectors and the creation of competitive advantage in high value-added sectors if the country is to experience sustained long-term economic growth.

The level of innovation activity has not changed for a large number of years, despite the measures taken by the state. Based on empirical data, the article examines the dynamics of the following components of companies’ innovative activity in high-tech and low-tech sectors of the manufacturing industry: introduction of product and other types of innovations; activities to improve the qualifications of personnel; purchase of licensed foreign technologies and intangible assets. We also tested the statistical significance of differences in the levels of innovation activity of high-tech and low-tech companies in different economic conditions using the t-criterion. The analysis showed a decrease in the share of companies engaged in any kind of innovative activity. During the period of economic growth, both high-tech and low-tech companies made equal use of opportunities to increase innovation activity. It was found that the level of innovation activity among high-tech companies declines to a lesser extent than among low-tech companies during the crisis. In these conditions, high-tech companies are more actively using "internal reserves": they are working more to improve the skill level of staff and implementing innovation processes. During periods of high and low rates of economic growth, high-tech companies often buy new technology, but it does not lead to greater innovation activity; companies are only updating their technological base. During the period of weak economic growth, companies in both sectors continued to reduce their innovative activity in all areas. The resumption of growth trends in innovative activities is possible only when companies see the prospects from the implementation of innovative activities.

The increased attention to the theoretical issues of activation of innovation processes in the industrial sector is caused by various factors of influence, and primarily by the elimination of the technological gap between Russia and developed foreign industrial countries. To solve this problem, the author suggests focusing the priorities of innovation activity on the activation of high-tech industries. It is shown that domestic enterprises have come close to intensifying the search, development and implementation of the latest technologies, and activation of innovative activities. According to the author, the innovative activity of industrial enterprises primarily depends on the structure of production, enterprise management and organization of innovative activities.
