The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

Author analyzes scientific experience and literature in the field of assessing regional economy and regional development. In this research, the author tries to explore relation between state intervention and investment attractiveness of regions. The author proposes a new Regional Investment Index, which is an instrument for measuring business environment improvement and increase in investment attractiveness. This new Regional Investment Index is an instrument that can be used not only for analysis of economic indicators, but also for improvement of state policy at the regional level. The author develops Regional investment index in order to manage regional development and direction of investment processes. Regional investment index allows for a potential comparison of municipalities by combining different approaches and dimensions and thus becoming unique. The Russian index differs of the Regional investment index because the group of determinants is structured into two indexes. On the other hand, the Asian indexes are ones which are combined and refined in Regional investment index. The new Regional investment index is sophisticated, more flexible, comprehensive and gives more opportunities for comparison at the level of local authorities and territories.

Within the EU countries, an effective institutional model has been created to ensure structural regional mod-ernization of the economy, which applies not only to all hierarchical levels of government, but also to non-governmental organizations. This system makes it possible to implement the principles of sustainable development of the outermost regions, as it is quite dense and detailed. The current realities of regional development of Ukraine’s regions, their disproportion and asymmetry raise the necessity for a thorough structural adjustment, the realization of which is impossible without analyzing the best practices of the world in the implementation of eco-nomic and structural regional policies. The purpose of the article is to study the practical aspects of formation of the European institutional model of regional economy structural modernization. The article substantiates the essence of the concept of "structural modernization of the regional economy". The historical process of forming the institutional model of the regional economy structural modernization in Europe is revealed. The principles of building the European model of structural modernization are revealed, namely: leadership and horizontal coordination, vertical coordination, stakeholder involvement, evaluation and review, definition of indicators and monitoring. The main institutions contributing to the structural modernization of European regions have been identified. The integral coefficients of structural shifts in the regions of Ukraine in 2017 were calculated and the regions that underwent the largest structural changes were identified. The main causes of structural imbalances in the regional economy of Ukraine are outlined. The priorities of regional structural policy institutionalization should be the mechanisms of contradictions overcoming and interests harmonization at distribution and use of regional development potential, formation of normative-legal support of structural transformations in economy of regions, development and implementation of measures for attracting investors in the economic sectors of the regions, which can be the drivers of transformational changes (mining and processing industry, high-tech industry, services, agriculture). It is proposed to form an institutional model of regional economy structural modernization of Ukraine on the basis of vertical integrated structures and institutions for promoting small business. At the current stage of social development, diversification of regional development is one of the central tasks for improving its socioeconomic efficiency. Therefore, it seems relevant to find “growth points” of regional development in both economic and social aspects. The ethno-economic segment plays an important role in the system of regional economy with regards to formation of strategies for optimization of the regulatory impact upon the process of regional development. The development of ethnic economy may positively affect self-organization of the regional economy, increase rationalization in the use of ethnic, natural and other resources. The research uses the example of Krasnodar Krai as a polyethnic region with ethnic resources that can be used to augment competitiveness of the region. The goal of this article is to analyze the importance of ethnic resource in the development of Krasnodar Krai as a polyethnic region, as well as work out the organizational-economic mechanism for managing ethnic cluster in order to use the recreational, natural, and cultural-historical potential of the ethnoses of Krasnodar Krai most efficiently. The scientific novelty consists in the development of organizational-economic mechanism for managing ethnic cluster in economic space of the region, which has an effective managerial impact upon the subjects of ethno-economic activity of the region. The article employs the methods of monographic analysis and systemic analysis. In the course of research, the authors determined the characteristics of ethnic cluster as an economic category; revealed that multi-sectoral orientation of functionality of ethnic cluster in Krasnodar Krai indicates the need for the development of organizational-economic management mechanism; characterized the activity of the subjects of regulation of ethnic cluster considering the management hierarchy; worked out the organizational-economic mechanism for managing ethnic cluster.

The development of infrastructure, and transport infrastructure in particular, can be attributed to key factors in the economic growth of regions. In conditions of the development of society, the requirements for infrastructure are constantly increasing, which inevitably changes its quantitative and qualitative characteristics, modifying the structures of the infrastructure complex of a specific region. At the same time, it is necessary to take into account both the impact of the social and economic situation in a particular region on the development of infrastructure, and the reverse impact of infrastructure on regional development. In this connection, the transport infrastructure in the article is proposed to be considered as a subsystem of the regional economic system, which establishes institutional links and provides transport services both to the sectors of the regional economy and to the population. The increase in government spending on infrastructure development provides a multiplier effect in the economy. However, in modern conditions, a country may face investment restrictions. Most likely, in the coming years, the share of government spending on infrastructure will decline due to falling incomes first of all when selling energy resources. Obviously, in such conditions it is necessary to change the traditional formsand methods of managing the infrastructure complex, to find new "growth poles". The urgency of improving the spatial organization of the economy is explained by the need to increase the quality of life of the population on the basis of increasing the efficiency of the functioning of the regional economy. The use of transport accessibility as a criterion for the development of regions destroys departmental barriers,promotes a combination of sectoral and territorial planning, allows to take into account both the efficiency of the commercial activity of the transport complex itself, its quantitative and qualitative characteristics, and the impact of transport on economic and demographic processes, the standard of living of the population, and territorial economic development.At the same time, one of the problematic aspects of ensuring transport accessibility is its assessment. Since, if there are difficulties with the adequacy of the results of the assessment of existing realities, then decisions to increase it, as well as decisions related to the development of regions, may prove to be erroneous.The article analyzes different approaches to assessing the impact of transport on the social and economic development of regions. Methods for determining the impact of the territorial concentration of the transport infrastructure, taking into account production, social and population factors, are proposed.

This paper calculates the influence and induction coefficient based on the input-output theory, in order to evaluate the current situation of Beijing’s service industry and its effects on regional development. With online comparison, the author concludes that the service sector is getting more and more important on economic development, while the second industry is still the pillar of growth. The author also finds that the impact of service sector’s influence coefficient on the growth rate of regional economy and the scope of industry is weaker than the induction coefficient. At last, this paper shows that the fundamental compelling power for Beijing’s service development is from the demand side of market, and this gives the benchmark point for policy making in service sector.
