SummaryThis paper reflects on the role of open source in health information system interoperability. Open source is a driving force in computer science research and the development of information systems. It facilitates the sharing of information and ideas, enables evolutionary development and open collaborative testing of code, and broadens the adoption of interoperability standards. In health care, information systems have been developed largely ad hoc following proprietary specifications and customized design. However, the wide deployment of integrated services such as Electronic Health Records (EHRs) over regional health information networks (RHINs) relies on interoperability of the underlying information systems and medical devices.This reflection is built on the experiences of the PICNIC project that developed shared software infrastructure components in open source for RHINs and the OpenECG network that offers open source components to lower the implementation cost of interoperability standards such as SCP-ECG, in electrocardiography.Open source components implementing standards and a community providing feedback from real-world use are key enablers of health care information system interoperability.Investing in open source is investing in interoperability and a vital aspect of a long term strategy towards comprehensive health services and clinical research.

A mobile e-Health information system (MEHIS) aims to speed up the operations of health care in medical centers and hospitals. However, the proper implementation of MEHIS involves integrating many subsystems for MEHIS to be properly executed. A typical MEHIS can consist of many components and subsystems, such as appointments and scheduling; admission, discharge, and transfer (ADT); prescription order entry; dietary planning; and smart card sign-on. This paper describes the development of a MEHIS with open-source Eclipse, using currently available health care standards. The author discusses the issues of building a mobile e-Health information system which can help achieve the goal of ubiquitous and mobile applications for the personalization of e-Health.

The health care system in Libya in recent years does not change significantly, less developed and modernized. This problem is further exacerbated by the revolution that occurred in Libya. The revolution that occurred in 2011 has caused the health care system into collapse. In this study conducted a review for the development of health information systems in Libya by using OpenMRS Framework.At the stage of gathering information using questionnaires concluded that the majority of respondents (about 95.35%) wanted the development of a new system that can resolve the main problems that occurred in Libya, the health information system ineffective and inefficient in which this system has led to wastage of time and increased operating costs. Based on analysis of system vulnerabilities using PIECES method could also be concluded that the current system is not used effectively and efficiently. In this study is also presented on how to implement OpenMRS.Based on the results of the discussion it can be concluded that OpenMRS is a solution that can be taken for the development of a health information system that is fast, low cost, and is an open source application that only requires a little setting in the system of patient management and care. OpenMRS can be implemented to support the health services of a small clinic to the health services with enterprise scale. Therefore, OpenMRS could be the answer to the development of health information systems in various countries around the world, including Libya.

It is the deepening of the previously formulated a proposal on the functioning of the author in a single medical information space of two information systems - the integrated health information system and management information system trafficking drugs on the principle of complementarity and congruence. The problems of integration of various information systems for health care are discussed. There is proposed a quantitative evaluation of the effectiveness of the joint use of information systems in the framework of the solution of a problem.
