Abstract This book delivers new conceptual and empirical studies surrounding the design and evaluation of land governance, focusing on land management approaches, land policy issues, advances in pro-poor land tenure and land-based gender concerns. It explores alternative approaches for land management and land tenure through international experiences. Themes include Islamic tenure, reverse migration, matriarchy/matrilineal systems, structural inequality, tenure-responsive planning, land-related instabilities and COVID-19, urban-rural land concerns, women's tenure bargaining, tenure-gender nexus concerns in developing and developed countries.

The delimitation of three land management red lines (LMRLs), which refers to urban growth boundaries (UGBs), ecological protection redlines (EPRs), and basic farmland protection zones (BFPZs), has been regarded as a control method for promoting sustainable urban development in China. However, in many Chinese cities, conflicts extensively exist among the three LMRLs in terms of spatial partitioning. This study clarifies the connotation of conflicts among the three LMRLs. Moreover, a red line conflict index (RLCI) is established to characterize the intensity of conflicts among the three LMRLs. The Wuhan Urban Development Area (WUDA) is used for a case study, in which the spatial patterns of the three types of conflicts among the three LMRLs (i.e., conflicts between EPRs and BFPZs, EPRs and UGBs, and UGBs and BFPZs) are analyzed through numerous spatial statistical analysis methods (including spatial autocorrelation, urban-rural gradient, and landscape pattern analyses). In addition, the driving forces of these conflicts are identified from the perspectives of natural physics, socioeconomic development, neighborhood, policy and planning using three binary logistic regression models. Results show that the conflicts between EPRs and BFPZs, EPRs and UGBs, and UGBs and BFPZs are mainly distributed on the edge of the WUDA, inside Wuhan’s third circulation line, and at the urban–rural transition zone, respectively. The patch of conflict between BFPZs and UGBs has the lowest aggregation degree, the highest fragmentation degree, and the most complex shape. Logistic regression results show that the combination and relative importance of driving factors vary in the three types of conflicts among the three LMRLs. In the conflict between EPRs and BFPZs, the distance to city centers is the most important influencing factor, followed by the proportion of ecological land and elevation. In the conflict between UGBs and EPRs, the proportion of construction land, the distance to city centers, and whether the land unit is within the scope of a restricted development zone are the three most important factors. The proportion of construction land, the distances to the Yangtze and Han Rivers, and the proportion of cultivated land significantly influence the conflict between UGBs and BFPZs. This study aids in our understanding of the causes and mechanisms of conflicts among the three LMRLs, and provides important information for the “integration of multi-planning” and land management in Wuhan and similar cities.

Agriculture is important for economic development in most poverty-stricken areas in China, but cropland use is facing challenges due to rapid industrialization and urbanization, causing serious issues for poverty alleviation and sustainable socioeconomic development. Cropland Use Transition (CUT) is one way to alleviate poverty and develop the economy in poverty-stricken areas. This paper chose 16 typical poverty-stricken counties in Western Hubei province as the case area. A morphology index system was established to evaluate CUT, and geographic information system software was used to analyze the temporal-spatial variations in CUT. Using the Radial Basis Function Neural Network (RBFNN) model, contributions of driving factors of population, economy, and industrial structure to CUT were analyzed. The results show that: (1) cropland use morphology can be divided into functional morphology and spatial morphology; (2) the spatial distribution of CUT was high in the north and low in the south, the temporal variation of CUT from 1995 to 2013 showed fluctuations, and the coefficient of CUT changed from 0.460 to 0.649 with a growth rate of 41%; (3) for the driving factors, population factors most significantly contributed to CUT, followed by industrial structure and economic factors. The results obtained in this study are in line with the findings of previous studies. The RBFNN model is suitable for evaluating the contributions of driving factors, which can solve the deficiency in previous studies caused by ignoring the internal relationship and target orientation of driving factors. This study suggests that poverty-stricken counties should narrow the urban–rural divide, encourage balanced labor and investment flow into cropland by formulating relevant economic policies, motivate farmers’ agricultural engagement, and use science and technology to promote CUT and the growth of the agricultural economy, poverty alleviation, and to coordinate urban–rural development.

PurposePoverty alleviation has been a major theme of China's modernization process since the founding of New China. This paper points out that China's poverty alleviation process presents three stylized facts: “Miraculous” achievements of poverty alleviation have been made on a global scale; the poverty alleviation achievements mainly occurred in the high growth stage after reform and opening up; the poverty alleviation process is accompanied by the structural transformation of the urban–rural dual economy.Design/methodology/approachTherefore, a logically consistent analytical framework should form among the structural transformation of the dual economy, economic growth and the achievements in poverty alleviation. In logical deduction, the structural transformation of the dual economy affects rural poverty alleviation through the effects of labor reallocation, agricultural productivity improvement, demographic change and fiscal resource allocation.FindingsThe first two refer to economic growth, and the latter two are alleviation policies. The combination of economic growth and poverty alleviation policies is the main cause for poverty alleviation performance. China's empirical evidence can support the four effects by which the structural transformation of the dual economy affects poverty alleviation.Originality/valueChina's socialist system and its economic system transformation after reform and opening up provide an institutional basis for the effects to come into play. After 2020, China's poverty alleviation strategies will enter the “second-half” phase, namely, the phase of solving the problems of relative poverty in urban and rural areas by adopting conventional methods and establishing long-term mechanisms. This requires the facilitation of the reconnection between poverty alleviation strategies and the structural transformation of the dual economy in terms of development ideas and policy directions.


Significance The latter was declared complete in time for the Party's centenary this year, in line with political requirements. Whether 'common prosperity' represents a genuine shift or largely continues poverty alleviation under a different name is not yet clear. Impacts Evidence of a firmer commitment to addressing inequality may emerge at the Party Plenum later this year and the Party Congress next year. Urban-rural inequality remains high, making urbanisation and rural development directly relevant to common prosperity. Philanthropy may become more prominent, but there will not be more space for international NGOs.

With the rapid development of the social economy, the pace of urban-rural integration construction has been accelerating continuously. From the actual situation at this stage, it is necessary to maintain the sound relationship of coordination, interaction and mutual advance between the city and the village. In the process of building urban-rural integration, we should focus on strengthening the development of land management, so as to improve the rationality of land development and utilization, and maximize the value of land while protecting rural farmland resources. The author explores and analyzes the problems existing in the land management work in the urban-rural integration construction. An effective way is put forward to carry out land management work in urban and rural integration construction, which contributes to the improvement of the quality of land management work.
