Urban Growth in Chengdu, Western China: Application of Remote Sensing to Assess Planning and Policy Outcomes

The majority of studies on Chinese urbanization have been focused on coastal areas, with little attention given to urban centers in the west. Western provinces, however, will unquestionably undergo significant urban change in the future as a result of the ‘Go West’ policy initiated in the 1990s. In this paper the authors examine the relationship between drivers of urban growth and land-use outcomes in Chengdu, capital of the western province of Sichuan, China. In the first part of this research, remotely sensed data are used to map changes in land cover in the greater Chengdu area and to investigate the spatial distribution of development with use of landscape metrics along seven urban-to-rural transects identified as key corridors of growth. Results indicate that the urbanized area increased by more than 350% between 1978 and 2002 in three distinct spatial trends: (a) near the urban fringe in all directions prior to 1990, (b) along transportation corridors, ring roads, and near satellite cities after 1990, and, finally, (c) infilling in southern and western areas (connecting satellite cities to the urban core) in the late 1990s. In the second part of this paper the authors connect patterns of growth with economic, land, and housing market reforms, which are explored in the context of urban planning initiatives. The results reveal that, physically, Chengdu is following trends witnessed in coastal cities of China, although the importance of various land-use drivers differs from that in the east (for example, in the low level of foreign direct investment to date). The information provided by the land-use analysis ultimately helped tailor policies and plans for better land management and reduced fragmentation of new development in the municipality.

This article explores ways in which land use policy outcomes vary across contexts focusing, as an example, on urban growth boundaries. Specifically, it analyzes how various contextual factors interact with the policy and generate diverging development outcomes by employing a kernel-based regularized least squares method. Results show that the policy effectiveness is largely dependent on the region’s population size, initial density levels, and organizational conditions. The presence of urban growth boundaries also appears to shape the way other determinants influence development patterns, suggesting that the policy can both directly and indirectly promote a more compact/contiguous pattern of development.

The introduction of new housing typologies in emerging cities is rooted in dynamics including infrastructural investments, urban growth rates and new development policies. In accommodating new lifestyles, demand-driven patterns by tenants and property owners are the main factors consolidating development trends in future. This paper explores the relationship between new lifestyle patterns and housing typologies in emerging cities. Within the context of Gulf cities, namely Dubai, Abu Dhabi, Doha and Manama, this paper investigates demographic structures and housing trends where a rapid phase of urban growth has transformed local urbanism. Current social structures were analysed by following a new ‘lifestyle framework’ resulting in the characterization of four main lifestyle trends. This is coupled with the assessment of 240 cases of new residences from the Gulf cities under study. The juxtaposition of both studies offers an outlook relevant to the importance of a transition from supply-driven to demand-driven housing dynamics to accommodate emerging multicultural societies. The paper thus contributes to a better understanding and identification of the social groups that are currently lacking suitable housing.

AbstractHardin’s Tragedy of the Commons has often been cited as the rationale for the privatization of pastures throughout the world, yet rangeland degradation is still widespread. A significant body of ecological research has demonstrated negative impacts from limiting herd movement through fencing. The privatization of pastures has often followed heterogeneous patterns. We use a natural experiment in common grazing areas on the eastern Qinghai-Tibetan Plateau where land use was privatized beginning in 1999 following different land use division patterns. We measure the relationship between land use privatization paths and grassland quality using satellite data from 1989 to 2011 in five different villages, and compare how well herder environmental perceptions match satellite data. We find that rangeland degradation has significantly increased following privatization of land use, and that grassland in small individually managed fenced plots is deteriorating more significantly than in larger fenced areas with group herding. We further find that herders’ had accurate perceptions of the state of their pastures that closely match remotely sensed data.

Land use activity is a major issue and challenge for town and country planners. Modelling and managing urban growth is a complex problem. Cities are now recognized as complex, non-linear and dynamic process systems. The design of a system that can handle these complexities is a challenging prospect. Local governments that implement urban growth models need to estimate the amount of urban land required in the future given anticipated growth of housing, business, recreation and other urban uses within the boundary. There are so many negative implications related with the type of inappropriate urban development such as increased traffic and demand for mobility, reduced landscape attractively, land use fragmentation, loss of biodiversity and alterations of the hydrological cycle. The aim of this study is to use the Artificial Neural Network (ANN) to make a powerful tool for simulating urban growth patterns. Our study area is Sanandaj city located in the west of Iran. Landsat imageries acquired at 2000 and 2006 are used. Dataset were used include distance to principle roads, distance to residential areas, elevation, slope, distance to green spaces and distance to region centers. In this study an appropriate methodology for urban growth modelling using satellite remotely sensed data is presented and evaluated. Percent Correct Match (PCM) and Figure of Merit were used to evaluate ANN results.

The research aimed to study the phenomenon of population growth and its impact on urban development in Population growth and urban development Al-Salt city, through studying the relationship between them, and the research followed the historical and analytical approach. The research reached a number of results, the most important of which is the existence of a great relationship between population growth and urban growth in the various governorates and regions, as population growth leads to an increase in the size of urban centers. The results of the 2015 census showed that the total population in Al-Salt city was (99,890) people; of whom (52095) were males, i.e. (52.1%), and (47,795) were female (47.9%), and the gender ratio reached (108) Male to every hundred females; this percentage corresponds to the global proportion. Moreover, the results showed that the Jordanian and non- Jordanian community residing in Al-Salt city is a young community, as the number of people between the ages of (15- 64) years reached about (66214) people with (66.3%) of the population Al-Salt city city. As well as, Al-Salt city has expanded as a result of the increase in the population, its area increased from (3.2 km2 in 1952) to (35.99 km2 in 1994), and it reached to (80 km2 in 2015). Furthermore, there is only one Hospital at Al-Salt city, King Hussein Hospital, and serves more than (156260). Finally, the number of government schools in the city of Salt has reached 43 schools in 2015 distributed over the different neighbourhoods of the city.

AbstractThe identification of the relationship between land use and transport lays the foundation for integrated land use and transport planning and management. This work aims to investigate how rail transit is linked to land use. The research on the relationship between land use and rail-based transport is dominated by the impacts of rail projects on land use, without an in-depth understanding of the reverse. However, it is important to note that issues of operation management rather than new constructions deserve greater attention for regions with established rail networks. Given that there is a correspondence between land use patterns and spatial distribution of heavy railway transit (HRT) services at such regions, the study area (i.e., the Netherlands) is partitioned by the Voronoi diagram of HRT stations and the causal relationship between land use and HRT services is examined by structural equation modeling (SEM). The case study of Helmond (a Dutch city) shows the potential of the SEM model for discussing the rail station selection problem in a multiple transit station region (MTSR). Furthermore, in this study, the node place model is adapted with the derivatives of the SEM model (i.e., the latent variable scores for rail service levels and land use characteristics), which are assigned as node and place indexes respectively, to analyze and differentiate the integration of land use and HRT services at the regional level. The answer to whether and how land use affects rail transit services from this study strengthens the scientific basis for rail transit operations management. The SEM model and the modified node place model are complementary to be used as analytical and decision-making tools for rail transit-oriented regional development.

AbstractAccess (the ease of reaching valued destinations) is underpinned by land use and transport infrastructure. The importance of access in transport, sustainability, and urban economics is increasingly recognized. In particular, access provides a universal unit of measurement to examine cities for the efficiency of transport and land-use systems. This paper examines the relationship between population-weighted access and metropolitan population in global metropolitan areas (cities) using 30-min cumulative access to jobs for 4 different modes of transport; 117 cities from 16 countries and 6 continents are included. Sprawling development with the intensive road network in American cities produces modest automobile access relative to their sizes, but American cities lag behind globally in transit and walking access; Australian and Canadian cities have lower automobile access, but better transit access than American cities; combining compact development with an intensive network produces the highest access in Chinese and European cities for their sizes. Hence density and mobility co-produce better access. This paper finds access to jobs increases with populations sublinearly, so doubling the metropolitan population results in less than double access to jobs. The relationship between population and access characterizes regions, countries, and cities, and significant similarities exist between cities from the same country.
