Bad Land and Bad Law: The Role of Local Authorities in the Formulation of New Legislation and Guidance for Contaminated Land in the United Kingdom

The 1990 Environmental Protection Act introduced the requirement for local authorities in the United Kingdom to establish and prepare registers of land that had previously been subjected to a potentially contaminative use. This was met with opposition from a range of interests who articulated concerns about potential blight and the effects upon property development. Amongst these interests were those of local authorities of which the larger ones, it is contended, would have good reason to oppose the introduction of registers because of the fear of their consequential impact on local economic development. In this paper the author appraises the local authority responses to the government's proposals for registers of potentially contaminated land and, following the government's decision to abandon the registers, their views of what policy and legal measures ought to be adopted in their place. The author then considers the extent to which these views have been reflected in the 1995 Environment Act which sought, inter alia, to provide a comprehensive legal and policy framework for the resolution of the location and apportionment of contaminated land liabilities.

This chapter deals with the application of austerity since 2010 as a political act designed to transform the way in which local authorities in the United Kingdom operate and are funded. It explains how the local authorities have been dependent on government funding as the UK is considered as one of the most centralised states in the Organisation for Economic Co-operation and Development (OECD). It also recounts how the UK government in 2010 decided that the Revenue Support Grant (RSG) funding paid to councils would be removed through annual tapering to zero by 2020. The chapter probes the intention of the UK government to replace RSG with each of the council's retention of 75 per cent of the local business rates. It analyses the system of local government funding that operated until local government reorganisation in 1974.

Worldwide, it is estimated that nearly 4 million people fall victim to people traffickers every year. Trafficking is carried out mainly by Organised Criminal Networks and the victims are forced into prostitution, illegal labour, domestic slavery and petty crime.On 1 April 2009, the United Kingdom signed up to the Council of Europe Convention on Action against Trafficking in Human Beings. The Convention, which has to date been ratified by 20 European countries, is legally binding and aims to promote and protect the rights of victims who have been tricked or forced into leaving their homes, moved to another country, or within their own country, and then exploited. Whilst it is national governments who are signatories to the Council of Europe Convention, local authorities have a key role to play in its successful implementation.

A nationwide investigation into stress among teachers in the United Kingdom, found teachers to be reporting stress-related problems which were far higher than those of the population norms and other comparable occupational groups. Job stress can be influenced by personal factors (Matteson & Ivancevich, 1999). The present study examined the role of demographic variables as the moderator between organizational variables and job stress. A sample size of 177 teachers participated in this study revealed that teachers in Tawau and Lahad Datu experienced low stress levels. This study found that demographic variables do not serve as the moderator between organizational variables and job stress.

The contemporary integration policies (Community Cohesion Agenda [CCA]) of the United Kingdom have been criticized for their foundational weaknesses, conceptual inadequacies, myopic views with regard to the complexity of the issue, lack of evidence, and so on. Vast majority of the studies conducted to verify this discourse have been done in the line of theoretical arguments of diversity management rather than exploring their connections to a target community in reality. This study aims at establishing a linkage between the growing theoretical arguments of the integration discourse with empirical data in light of the policy framework of the CCA. We have selected the fastest growing Bangladeshi community of the CCA-adapted Aston City of Birmingham as the representative group of the ethnic minority communities of the United Kingdom. Qualitative data collection approach has been followed, where primary in-depth interviews were conducted on various policy actors, social workers, faith leaders, and Bangladeshi residents of Aston. The entire policy instrument, starting from its broad purposes to operational strategies, has been severely challenged by both residents of the community and relevant policy-implementing bodies in Aston. CCA policies appear to be largely inclined toward the interculturalism/communitarianism ideology rather than to multiculturalism. However, the empirical evidence shows that the need for multiculturalism, to be more specific—Bristol School of Multiculturalism, as a political theory remains in the integration discourse in the context of the United Kingdom. Findings are expected to have implications on practitioners and policy makers in designing diversity management policy instruments by having a wider synthesized view on both theoretical argument and empirical data.

This paper explores the transnational trajectories of female Malaysian Muslim students through their commitment to piety-minded forms of Islam. In particular, it seeks to identify the reasons for their participation in piety movements and its importance to their lives. The ethnographic research, conducted over 8 months, involved 18 Malaysian female respondents who were studying and living in Manchester between 2016 and 2017. The findings show that the students’ involvement in piety movements was due to fictive kinship providing generous hospitality upon their arrival to the United Kingdom, pre-departure programs on preparation for studying abroad, family influence and sisterhood relationships. Participation in piety movements is said to help relieve stress and overcome loneliness, and is considered vital in guiding Muslim students to lead fulfilling and virtuous lives. The findings contribute significantly to transnational student mobility theories and the importance of sociality and religion in transnational migration.

It reflects on the various policy and legal changes, and the impact on the campaigning and advocacy work of civil society organizations, particularly those that work on social and economic rights.

Hyperemesis Gravidarum (HG) is a condition at the extreme end of the pregnancy sickness spectrum, which can cause poor oral intake, malnutrition, dehydration and weight loss. The aim of this study is to explore the role of Registered Dietitians (RD) in the management of HG in the United Kingdom (UK). A survey was designed and distributed electronically to members of the British Dietetic Association. There were 45 respondents, 76% (n = 34) worked in secondary care hospitals, 11% (n = 5) were in maternal health specialist roles. The most commonly used referral criteria was the Malnutrition Universal Screening Tool (40%, n = 18), followed by second admission (36%, n = 16). However 36% (n = 16) reported no specific referral criteria. About 87% (n = 37) of respondents did not have specific clinical guidelines to follow. Oral nutrition supplements were used by 73% (n = 33) either ‘sometimes’ or ‘most of the time’. Enteral and parenteral nutrition were less commonly used. There was an inconsistent use of referral criteria to dietetic services and a lack of specific clinical guidelines and patient resources. Further training for all clinicians and earlier recognition of malnutrition, alongside investment in the role of dietitians were recommended to improve the nutritional care of those with HG.
