Effects of grazing management and environmental factors on native grassland and grassy woodland, Northern Midlands, Tasmania

Most remnants of lowland grassland and grassy woodland in Tasmania are grazed by sheep. In some instances, grazed remnants have high conservation value, indicating that grazing and biodiversity conservation are not necessarily conflicting management goals. However, few data exist on the management practices most conducive to maintaining conservation values. The present study examined native grassland and grassy woodland subject to seven different sheep-grazing regimes in the Northern Midlands bioregion of Tasmania and sought to identify the effects of management and environmental factors on vegetation structure and composition. Structural and compositional differences between grassland and woodland, and herbivore scat counts, suggested that grazing disturbance was more intense in grassland than in woodland. Floristic differences within the vegetation appeared to be related to differences in grazing regime. Occurrence of species not commonly observed in grassy vegetation was associated with the resting of pastures in spring, while more intensely grazed sites contained assemblages of species typical of disturbed areas. Exotic invasion was greatest at sites that were not rested and/or had higher stocking rates, and at more eroded sites. Thus, resting and/or low stocking rates were associated with good condition in the grassland and grassy woodland. The nature of differences in vegetation attributes between woodland and grassland suggests that grazer habitat preference increases the differences between these vegetation types. Relatively minor variation in grazing regime was found to have resulted in distinct floristic outcomes, suggesting that the maintenance of a range of management regimes may be conducive to the maintenance of plant species diversity at a landscape scale.

A survey of the pasture productivity settings, practices and attitudes was undertaken for 229 pastoral producers who volunteered to enter the Triple P Program in 1997, and for 89 pastoral producers from 2 representative districts of Victoria. The latter group of producers was considered to be representative of the general population of pastoral producers in the regions where the Triple P Program was undertaken. Comparison of the survey results reveals that the volunteer participants entering the paired-paddock extension program employed different management practices and had different attitudes to productivity issues compared with the general pastoral producers. Before entering the program the Triple P volunteers were already employing more productive practices such as soil testing, measuring pasture availability and spring lambing. In addition the volunteers had higher whole-farm stocking rates and fertiliser use than the general pastoral producers. The different management practices employed by the 2 groups were consistent with their contrasting attitudes towards managing their farms. The Triple P volunteers were focussed on improving production per hectare through increased stocking rates, which could be achieved by additional expenditure on fertiliser and pasture renovation. The general pastoral producers were more focussed on improving production per head which was achieved by gauging animal performance, maintaining stock in good condition and maintaining expenditure on animal health. We contend that the differences identified between the producers volunteering to participate in the Triple P Program and the general pastoral producers are a direct consequence of the voluntary approach used to recruit Triple P participants. This approach attracts a select group of farmers who are inclined to engage in extension and training activities and tend to have different attitudes and practices to the general pastoral producer. A more proactive approach to recruitment will be required if a larger proportion of the general producer population is to engage in the paired-paddock extension program.

Recent assessments of the relative importance of stocking rate. stocking policy and grazing management on the output from pastoral systems are used as a starting point to argue the need for objective pasture assessments to aid control of livestock enterprises to meet production targets. Variations in stocking rates, stocking policy and other management practices all provide alternative means of control of pasture conditions which are the major determinants of pasture and animal performance. Understanding of the influence of pasture conditions on systems performance should provide a better basis for management control and for Communication between farmers, extension officers and researchers. Creativity is the key to obtaining and maintaining competitiveness of modern organizations, and it has attracted much attention from academic circles and management practices. Shared leadership is believed to effectively influence team output. However, research on the impact of individual creativity is still in its infancy. This study adopts the qualitative comparative analysis method, taking 1584 individuals as the research objects, underpinned by a questionnaire-based survey. It investigates the influence of the team’s shared leadership network elements and organizational environmental factors on the individual creativity. We have found that there are six combination of conditions of shared leadership and organizational environmental factors constituting sufficient combination of conditions to increase or decrease individual creativity. Moreover, we have noticed that the low network density of shared leadership is a sufficient and necessary condition of reducing individual creativity. Our results also provide management suggestions for practical activities during the team management.

The urge for a peaceful and fair settlement of forestry conflicts also encourages business actors in the Indonesian forestry sector to develop conflict resolution mechanisms through dialogue and mediation processes through both mandatory (mandatory) and voluntary (voluntary) mechanisms. The commitment to apply the principle of FPIC (Free, Prior and Informed Consent) or free consent without coercion along its industrial supply chain (Supply Chain) has been declared by plantation companies under the banner of the APP (Asian Pulp and Paper) or Sinar Mas forestry (SMF) group and the APRIL group (Asia Pacific Resources International Limited). Not only that, the commitment to maintaining High Conservation Values ​​contained in the company's work area was also expressed by the two major groups of players in the plantation forest industry in Indonesia. This condition has created opportunities for improved access and relations between the conflicting parties. In East Kalimantan, Conflict Mapping and Analysis was carried out in Menamang Kiri Village, Muara Kaman District, Kutai Kertanegara Regency. In the spatial mapping analysis that was carried out, part of the village of Menamang Kiri was within the concession of PT Surya Hutani Jaya (PT SRH), a wood supplier to APP. Mapping and Conflict Analysis is focused on extracting information related to governance and land management by PT SRH and the people of Menamang Kiri Village, conflicts or potential conflicts that arise and the parties involved, the perceptions of each party related to differences in interests, and policy analysis.

The concept of "High Conservation Value" which was initially used by the Forest Stewardship Council, now plays an increasingly important role in several areas, and most significantly in the design and implementation of development projects. Within the framework of certification of community forests in Cameroon, this concept has been implemented in close collaboration with interested communities. Based on the activities conducted, it is worth noting that the consideration of informal management methods appear to result in better protection of biodiversity. Several categories of High Conservation Values were identified in 2 community-managed forests (Coopérative des Paysans de la Lékié & Bimbia Bonadikombo Community Forests) in Cameroon. Rare or endangered ecosystems, more than 300 plant species and more than 20 wildlife species, including endemic, rare, threatened or endangered species were found. Traditional conservation methods based on culture, as well as some ancestral practices and beliefs help to achieve this protection. Decision-makers and academics should learn from this empirical knowledge for protection programmes and projects of biodiversity.

High Conservation Value Forest (HCVF) is the identification of High Conservation Values that are important and need to be protected. Under FSC certification mechanism, HCVF becomes one of Principles and Criteria to attain certification. In this study, we identify the existence of HCVF in Perum Perhutani KPH Kendal to support implementation process of FSC certification. Qualitative method was conducted through observation and secondary data from Perum Perhutani KPH Kendal. Data analysis showed through ecolabel certification, Perum Perhutani KPH Kendal has been identified HCVF area covering 2,715.5 hectares consists of HCV 1 until 6. Secondary Natural Forest (HAS) Subah and Kaliwungu for Ulolanang and Pagerwunung Nature Reserve buffer zone include as HCV 1.1, conservation area of leopard (Panthera pardus melas) and Pangolin (Manis javanica).for HCV 1.2, conservation area of lutung (Trachypiyhecus auratus) as endemic species for CITES App I and Critically Endangered species include as HCV 1.3, Goa kiskendo for bats species habitat include as HCV 1.4, regions of interest species for Deer (Cervus timorensis) and Kepodang (Oriolus chinensis) as HCV 2.3, Germplasm Protection Region/ KPPN area with high biodiversity include as HCV 3, river border area and water springs for HCV 4. While, utilization of firewood, grass for cattle fodder include as HCV 5 and 14 cultural sites include as HCV 6. From monitoring and evaluation of HCVF data, showed that in 2011-2015 the level of diversity for flora and fauna were increased.

The distribution and abundance of the carabid beetle fauna of selected grassy ecosystems, wet and dry sclerophyll forests, and wet heaths in the Eastern Tiers, Tasmania was examined using pitfall traps. The conservation values of the sites were assessed by applying evaluation criteria typically used for vegetation (i.e., representativeness, typicalness, diversity and rarity) to both the carabid fauna data and the vegetation data. Sites of high conservation value for carabids and vegetation were identified and compared. Sites that ranked highest in terms of the carabid fauna on all conservation criteria were not the sites that ranked highest based on the vegetation. Classification of sites produced different results depending on whether plant or carabid data were used. Conservation based solely on vegetation attributes will therefore not necessarily conserve a rich and/or representative carabid fauna. If the objective to conserve a representative range of all biota is to be met, the use of additional taxa such as carabids in conservation assessments is desirable.

SUMMARYNearly 10% of the world's total forest area is formally owned by communities and indigenous groups, yet knowledge of the effects of decentralized forest management approaches on conservation (and livelihood) impacts remains elusive. In this paper, the conservation impact of decentralized forest management on two forests in Tanzania was evaluated using a mixed method approach. Current forest condition, forest increment and forest use patterns were assessed through forest inventories, and changes in forest disturbance levels before and after the implementation of decentralized forest management were assessed on the basis of analyses of Landsat images. This biophysical evidence was then linked to changes in actual management practices, assessed through records, interviews and participatory observations, to provide a measure of the conservation impact of the policy change. Both forests in the study were found to be in good condition, and extraction was lower than overall forest increment. Divergent changes in forest disturbance levels were in evidence following the implementation of decentralized forest management. The evidence from records, interviews and participatory observations indicated that decentralized management had led to increased control of forest use and the observed divergence in forest disturbance levels appeared to be linked to differences in the way that village-level forest managers prioritized conservation objectives and forest-based livelihood strategies. The study illustrates that a mixed methods approach comprises a valid and promising way to evaluate impacts of conservation policies, even in the absence of control sites. By carefully linking policy outcomes to policy outputs, such an approach not only identifies whether such policies work as intended, but also potential mechanisms.
