Can ecological thinning deliver conservation outcomes in high-density river red gum forests? Establishing an adaptive management experiment

Newly protected areas often have land-use legacies that affect their capacity to deliver conservation outcomes into the future. The management actions required to achieve conservation outcomes may be uncertain. This uncertainty may be resolved through experimental adaptive management that draws on knowledge of the ecology and history of the ecosystem. In New South Wales, Australia, river red gum (Eucalyptus camaldulensis) floodplain forests were gazetted as National Park in 2010, including Murray Valley National Park. Land-use legacies had resulted in one-third of river red gum forests and woodlands occurring as high-stem-density (>400 stems ha−1) stands at the time of gazettal. High-stem-density stands are characterised by dominance of narrow straight trees, a paucity of large and hollow-bearing trees, modified understorey vegetation and reduced coarse woody debris. A simple state-and-transition process model captured knowledge of the processes that led to the high-stem-density river red gum forest state being widespread. We describe the establishment of a manipulative experiment to evaluate whether ecological thinning can achieve conservation outcomes in high-stem-density stands of river red gum floodplain forest. The experiment was designed to reduce intrastand competition for water and other resources, and encourage development of spreading tree crowns. Future results will inform management decisions in high-stem-density stands of river red gum floodplain forests. The adaptive management approach employed provides a template for using knowledge of the ecosystem to resolve uncertainty about management, particularly in newly protected areas.

The expansion and proliferation of backcountry campsites is a persistent problem in many parks and protected areas. Shenandoah National Park (SNP) has one of the highest backcountry overnight use densities in the USA national parks system. SNP managers implemented a multi-option backcountry camping policy in 2000 that included camping containment with established campsites. These actions were intended to reduce the number of campsites and the area of camping disturbance at each site. This paper describes a longitudinal adaptive management assessment of the new campsite policies, applying quantitative measures of campsite conditions to evaluate the efficacy of management interventions. Physical campsite measurements combined with qualitative visitor interviews indicated SNP had successfully reduced the number of campsites and aggregate measures of camping-related disturbance in the Park, while minimizing the use of regulations, site facilities and staff resources. Implications for managers of other protected areas are that an established site camping policy can minimize camping disturbance, including the number and size of campsites, provided managers can sustain rehabilitation efforts to close and restore unneeded campsites. Experiential attributes, such as the potential for solitude, can also be manipulated through control over the selection of established campsites. Integrating resource and social science methods also provided a more holistic perspective on management policy assessments. Adaptive management research provided a timely evaluation of management success while facilitating effective modifications in response to unforeseen challenges. Conclusions regarding the effectiveness of a visitor impact containment strategy involving an established site camping option are offered.

Abstract. Protected areas are important with land or water body ecosystems that have biodiversity, flora and fauna species. In Turkey, National Parks are one of the protected areas managed according to the National Parks Law No. 2873. Among them, the İğneada Floodplain Forests National Park, located in İğneada town in the province of Kırklareli, Turkey has been declared as a national park in 2007, and has an importance being a rare ecosystem, which consists of wetland, swamp, lakes and coastal sand dunes. Planning of Protected Areas can be done in a variety of ways, taking into account the balance of protection/use and should follow policies and guidelines. Today, for the sustainability and effective management of forest ecosystems, remote sensing technology provides an effective tool for assessing and monitoring ecosystem health at different temporal and spatial scales. In this study, potential temporal changes in the National Park were analyzed with Landsat satellite time series images using two different methods. First method, the Landtrendr algorithm (Landsat-based Detection of Trends in Disturbance and Recovery) developed for multitemporal satellite data, uses pixel values as input data and analysis them by using regression models to capture, label and map the changes. In this context, Landsat satellite time series images were taken quinquennial between 1987 and 2007 and biennially until 2017 for Landtrendr analysis (i.e. before and after its declaration as a National Park, respectively). As a second approach, the Google Earth Engine (GEE) cloud-based platform, which facilitates access to high-performance computing resources to process large long-term data sets, was used to analyze the impact of land cover changes. The results showed that the area was subjected to various pressures (i.e. due to illegal felling, pollution, etc.) until it was declared as a National park. Although there was general improvement and recovery after the region declared as a Park, it was seen that the sensitive dynamics of the region require continuous monitoring and protection using geo-information technologies.

The study evaluates the wider impacts of a national park within the scope of an integrated environmental hub at the global and local level covering, first, divulges concepts relating to the current governance approach to national park management; second, empirical review in lieu with effective management of protected areas demonstrated by co-management and community-based management approach, third, a brief look at two referral case studies, ie.  Zagatala-Balakan Biosphere Reserves, Azerbaijan and Comana Natural Park, Romania; and fourth, addressing the efficiency use of local resources associated to those areas.  Finally, evaluation on the way and strategy forward for country’s intention to gauge on the potentials of National Park. Adaptive management is driven by structured decision making and evidence from monitoring in a ‘learning’ framework that guides management actions. In a conservation context, this iterative approach includes evaluation of the impacts on natural processes. On Maria Island National Park, Tasmania, Australia, introduced Forester kangaroo, Bennetts wallaby and Tasmanian pademelon have been intensively managed by an annual cull since 1994. Management actions were triggered by high parasite loads, intense grazing pressure and high juvenile mortality during drought periods. Criticism of the annual cull from animal welfare groups initiated the development of an adaptive management approach for decision making that replaces the historic ‘trial and error’ process. Following a comprehensive review of the existing macropod management program in 2011, an integrated monitoring strategy was established to provide evidence for informed decision making. Assessments of animal health and estimates of population trends are the key indicators for management actions to occur. Maintaining viable macropod populations and protecting natural values form the basis of management objectives. Management actions in each year, for each species, represent ‘treatments’ as spatial replication is not possible at such a small scale. An adaptive management approach for macropod management on Maria Island has resulted in only one species being culled in 2014 and 2015 for the first time in almost 20 years. However the recent introduction of a major predator, the Tasmanian devil, has increased uncertainty for long-term macropod management on Maria Island with no cull occurring in 2016 and 2017.

This study aims to examine the effectiveness of the Participatory Geographic Information System (PGIS) process as implemented through the Joint Management of Protected Areas (JoMPA) project. This article analyzes the process of local land use planning using PGIS through demarcation of special use zones. This was demonstrated to be a crucial process in the implemen-tation of conservation projects. Implementation of PGIS involves several operational steps, broughttogether in this study using the method of action research. It is based on collaborative partici-pation by stakeholders in the local area, leading all stakeholders to effective co-management of resources. The means of PGIS is also discussed here as a set of key tools, comprising geo-information acquisition and analysis tools. They are used mainly as participatory and interactive tools for communication and decision-making in collaborative planning or public meetings. The results of this implementation indicated that villagers could clearly understand the boundaries of land use areas, and the community regulations to facilitate practical co-management of land use by all local stakeholders. In addition, this study evaluates intensities of participation in 3 dimensions: facilitation, mediation and empowerment. This integrated approach including participatory local land use planning with PGIS is useful to identify problems in protected areas and also to develop strategies and solutions in partnership with local communities and external stake-holders, that together lead to a co-management approach for protected areas.

Conversion of natural habitat to other forms of land use is the main threat to protected areas and biodiversity globally. The continued trend of land use land cover change in protected areas resulted in loss of a large portion of biodiversity, overexploitation by humans, transformation of natural land to human settlement, etc. In Ethiopia, the causes for land use land cover change in many protected areas are farmland expansion, deforestation, unsustainable grazing and settlement expansion, and are leading to loss of biodiversity and negative impacts of ecosystem services. In addition, Ethiopia’s protected areas entertain escalating threats and land cover changes due to human population growth, competing claims from the surrounding communities, incompatible investment, lack of environmental law enforcement, absence of complete plan and timely update for protected areas, etc. These have affected protected areas in the country namely the Bale Mountains National Park, Chocke Mountains, Babile Elephant sanctuary, Abijata Shalla Lakes National Park, Awash National Park and others. The continued land use land cover changes are aggravating ecosystem, soil and water resources degradation in mountainous protected areas while they are leading to biodiversity destruction and loss of forest cover in lowland protected areas. In order to halt and reduce the impact of land cover change on biodiversity conservation, undertaking complete land use planning and continuous monitoring of protected areas was found to be important. Similarly, integrating protected areas into the surrounding landscapes and a broader framework of national plans, promoting income generation means for communities surrounding protected areas, promoting biodiversity conservation directly linked to poverty alleviation, involving local communities and stakeholders in land use planning and sustainable management of protected areas, enhancing sound management in vulnerable mountain protected areas and restoring abandoned lands located in and around protected areas are crucial in the proper land use planning and management of protected areas. In addition, enhancing awareness creation and promoting natural resource information of protected areas and enhancing scientific study on land use land cover change pattern of protected areas are vital to undertake effective land use planning and management of protected areas in Ethiopia.
