The economic and ecological costs of wildfire in the United States have risen substantially in recent decades. Although climate change has likely enabled a portion of the increase in wildfire activity, the direct role of people in increasing wildfire activity has been largely overlooked. We evaluate over 1.5 million government records of wildfires that had to be extinguished or managed by state or federal agencies from 1992 to 2012, and examined geographic and seasonal extents of human-ignited wildfires relative to lightning-ignited wildfires. Humans have vastly expanded the spatial and seasonal “fire niche” in the coterminous United States, accounting for 84% of all wildfires and 44% of total area burned. During the 21-y time period, the human-caused fire season was three times longer than the lightning-caused fire season and added an average of 40,000 wildfires per year across the United States. Human-started wildfires disproportionally occurred where fuel moisture was higher than lightning-started fires, thereby helping expand the geographic and seasonal niche of wildfire. Human-started wildfires were dominant (>80% of ignitions) in over 5.1 million km2, the vast majority of the United States, whereas lightning-started fires were dominant in only 0.7 million km2, primarily in sparsely populated areas of the mountainous western United States. Ignitions caused by human activities are a substantial driver of overall fire risk to ecosystems and economies. Actions to raise awareness and increase management in regions prone to human-started wildfires should be a focus of United States policy to reduce fire risk and associated hazards.

Definition Drowning is defined as death caused by submersion, whereas near-drowning connotes survival for some time period following submersion. The following remarks pertain to the near-drowning victim who presents for acute medical management. Epidemiology Because reporting of near-drowning incidents is incomplete, most of the available epidemiologic information focuses on drowning deaths, which number more than 6500 per year in the United States. Data from King County, Washington, however, suggest that near-drownings slightly out-number drownings. Drowning rates are highest for children under the age of 5 years and between the ages of 15 and 24 years. Males drown 4 times more frequently than females. African-Americans and low-income groups also are affected disproportionately, except for those drownings involving boats and residential swimming pools, which more often are owned by middle class groups. Drownings peak during the summer months and are most common in the southern and western United States and Alaska. Forty to 45% of all drownings occur while the victim is swimming and 12% to 29% are boat-related. Alcohol plays a substantial role in these deaths. Between one half and three quarters of all drownings occur in lakes, ponds, rivers, and the ocean. More than 40% of all submersions in these bodies of water involve older adolescents or young adults.

The president of the United States is commonly thought to wield extraordinary personal power through the issuance of executive orders. In fact, the vast majority of such orders are proposed by federal agencies and shaped by negotiations that span the executive branch. This book provides the first comprehensive look at how presidential directives are written — and by whom. This chapter examines whether limiting the means to commit suicide can prevent suicide. South Korea has long had suicide rates higher than other high-income countries. In the 2006–2010 time period, suicide by pesticides accounted for more than a fifth of all suicides in the country. Then South Korea banned the sale of paraquat—the leading pesticide—in 2012. This was followed by an immediate decline in suicide rates across all groups. The success of such an effort rests on a simple observation: close to half of all suicides are acts of impulse, decided with an hour, if not a few minutes, before the suicide itself. This means that having access to lethal means matters enormously. And lethality varies between means. The likelihood of a successful suicide by drug overdose is less than 10%; the likelihood of successful suicide by gun is more than 90%. That means, with guns around, the suicidal impulse is much more likely to end in the act’s completion. It is not surprising then, given how many guns there are in the country, that firearms account for about half of all suicides in the United States. As such, as people discuss suicide, measures to limit the role of guns should be part of the national conversation.

We examine the role of irrigation in explaining U.S. agricultural gains post-1940. Specifically, we analyze how productivity and farm values changed in the western United States as a result of technological and policy changes that expanded access to ground and surface water. To statistically identify the effects, we compare counties based on their potential access to irrigation water defined by physical characteristics. We find areas with access to large streams and/or groundwater increase crop production relative to areas with only small streams by $19 billion annually, equivalent to 90 percent of the total annual increase in the western United States after 1940.

This article provides a foundation for understanding the role of implicit biases in political behavior, particularly implicit racial attitudes and voting behavior. Although racial attitudes have rarely played a major direct role in American presidential politics until 2008, numerous local, state, and federal elections are held every year in the United States that involve minority candidates. As a result, the implications are considerable.

Abstract Continuing progress in the fields of meteorology, climatology, and fire ecology has enabled more proactive and risk-tolerant wildland fire management practices in the United States. Recent institutional changes have also facilitated the incorporation of more advanced climate and weather research into wildland fire management. One of the most significant changes was the creation of Predictive Services in 1998, a federal interagency group composed, in part, of meteorologists who create climate- and weather-based fire outlooks tailored to fire manager needs. Despite the numerous forecast products now available to fire managers, few studies have examined how these products have affected their practices. In this paper the authors assess how fire managers in the Southwest region of the United States perceive and incorporate different types of information into their management practices. A social network analysis demonstrates that meteorologists have become central figures in disseminating information in the regional interagency fire management network. Interviews and survey data indicate that person-to-person communication during planning phases prior to the primary fire season is key to Predictive Services’ success in supporting fire managers’ decision making. Over several months leading up to the fire season, predictive forecasts based on complex climate, fuels, and fire-risk models are explained to fire managers and updated through frequent communication. The study’s findings suggest that a significant benefit of the information sharing process is the dialogue it fosters among fire managers, locally, regionally, and nationally, which better prepares them to cooperate and strategically plan for the fire season.

Abstract Background Air pollution has been linked to increased susceptibility to SARS-CoV-2. Thus, it has been suggested that wildfire smoke events may exacerbate the COVID-19 pandemic. Objectives Our goal was to examine whether wildfire smoke from the 2020 wildfires in the western United States was associated with an increased rate of SARS-CoV-2 infections in Reno, Nevada. Methods We conducted a time-series analysis using generalized additive models to examine the relationship between the SARS-CoV-2 test positivity rate at a large regional hospital in Reno and ambient PM2.5 from 15 May to 20 Oct 2020. Results We found that a 10 µg/m3 increase in the 7-day average PM2.5 concentration was associated with a 6.3% relative increase in the SARS-CoV-2 test positivity rate, with a 95% confidence interval (CI) of 2.5 to 10.3%. This corresponded to an estimated 17.7% (CI: 14.4–20.1%) increase in the number of cases during the time period most affected by wildfire smoke, from 16 Aug to 10 Oct. Significance Wildfire smoke may have greatly increased the number of COVID-19 cases in Reno. Thus, our results substantiate the role of air pollution in exacerbating the pandemic and can help guide the development of public preparedness policies in areas affected by wildfire smoke, as wildfires are likely to coincide with the COVID-19 pandemic in 2021.

Abstract. Almost US$ 3bn per year is appropriated for wildfire management on public land in the United States. Recent studies have suggested that ongoing climate change will lead to warmer and drier conditions in the Western United States with a consequent increase in the number and size of wildfires, yet large uncertainty exists in these projections. To assess the influence of future changes in climate and land cover on lightning-caused wildfires in National Forests and Parks of the Western United States and the consequences of these fires on air quality, we link a dynamic vegetation model that includes a process-based representation of fire (LPJ-LMfire) to a global chemical transport model (GEOS-Chem). Under a scenario of moderate future climate change (RCP4.5), increasing lightning-caused wildfire enhances the burden of smoke fine particulate matter (PM), with mass concentration increases of ~ 53 % by the late-21st century during the fire season. In a high-emissions scenario (RCP8.5), smoke PM concentrations double by 2100. RCP8.5 also shows large, northward shifts in dry matter burned, leading to enhanced lightning-caused fire activity especially over forests in the northern states.

As wildfires affect more residential areas across the United States, the need for collaboration between land managers, federal agencies, neighbours, and local governments has become more pressing especially in the context of the wildland-urban interface. Previous research has not focused much on land-use planners’ role in wildfire mitigation. This paper provides information on how land-use planners can assist communities in learning to live with wildfire risk through planning, preparedness, and mitigation efforts in the wildland-urban interface (WUI). Based on interviews with land-use planners, forest planners, and local emergency management officials, we identified a range of tools that could be used for improving wildfire preparedness and mitigation initiatives in the WUI, but also found that planners felt that they lacked the regulatory authority to use these tenaciously. The paper also identifies a range of possible actions that would contribute towards safer building practices in the interface communities.
